fromFoulnessPoint（Essex）toGunfleetoldlighthouseto51°26’36”N,01°25’30”EtoWardenPoint（Kent）,excludedisanypartoftheportasdefinedintheMedwayPortsReorganisationScheme1968;RiverLeaorBowCreekwithinthejurisdictionoftheBritishWaterwaysBoard;TheGrandUnionCanalandRegentsCanalDock.ForLondonDistrictRiverPilotstheupperlimitisLondonBridgeandthedownriverlimitisjustbelowGravesend.FortheLondonDistrictSeaPilotstheupriverlimitisanimaginarylinefromtheSealinkferrypieratGravesendtoTilburyPassengerLandingStageandthelowerlimitisalinerunningfromFelixstoweacrossthemouthoftheThamesoutsidetheGoodwinSandstoFolkestone.

TheThamesBarrier,builtfortheGreaterLondonCouncilatWoolwishReachtoaffordprotectionagainsttidalfloodsisnowundercontroloftheThamesWaterAuthority.ItallowsshippingtoandfromtheupperareasofthePortofLondontopasswithoutrestrictionduringperiodsofnon-surgeconditions.Spanning520macrosstheriver,itcomprisestenrisingsectorgates,ofwhichfourmaingatesfornavigationhaveawidthof61mandtwosubsidiarygateshaveawidthof35m.

Pilotage

Compulsoryforallvesselsof50mloaandoverwithinthePortofLondonAuthoritypilotagearea.PilotageDistrict:

ThePLApilotageareacomprisesthewatersenclosedbyalinejoiningthefollowingpositions.FoulnessPoint（51°37’N,0°57’18”E）;1°20’30”E,51°48’N;1°40’E51°36’N;1°23’E,51°26’36”N;WardenPoint（51°24’54”N,0°54’18”E）andtheRiverThamesasfarasLondonBridge.Fourpilotstationsareestablished:

Gravesend,NESpit,WarpsandSunk.Vesselsof160mloaandoverarerequiredtoemployberthingpilotswhenberthingorunberthingattheoilinstallationsatShellHaven,CanveyIslandandCorton.

RadioFrequencyInformation

ThePortAuthority’sThamesNavigationServiceoperatesaVesselTrafficServicecoveringtheRiverThamesandTilburyDocksfromtheoperationsroomatGravesendandWoolwich.

TheThamesNavigationServiceoperates24hoursadayprovidingnavigationalinformationandcoordinatingthearrival,departureandmovementofallvesselswithinPortLimits.Owners/Agentsarerequiredtoprovideprearrivalandpredepartureinformationatleast24hoursinadvancetotheGravesendCentrebytelephoneortelex.

TheThamesNavigationCentre（CallsignGravesendRadio）issituatedatGravesendandisresponsiblefortheareaCrayfordnesstotheSeawardlimitoftheport.ThecentreoperatesonVHFChannels20,18,16and12whichisthestationsprimaryworkingfrequency,andhasradarcoverageofthewholearea,Tel:

§2-2遇险报文

Themasterofeveryshipwhichmeetswithdangerousice,adangerousderelict,oranyotherdirectdangertonavigation,oratropicalstorm,orencounterssubfreezingairtemperaturesassociatedwithgaleforcewindscausingsevereiceaccretiononsuperstructures,orwindsofforce10oraboveontheBeaufortscaleforwhichnostormwarninghasbeenreceived,isboundtocommunicatetheinformationbyallthemeansathisdisposaltoshipsinthevicinity,andalsotothecompetentauthoritiesatthefirstpointonthecoastwithwhichhecancommunicate.Theforminwhichtheinformationissentisnotobligatory.Itmaybetransmittedeitherinplainlanguage（preferablyEnglish）orbymeansoftheInternationalCodeofSignals.Itshouldbebroadcasttoallshipsinthevicinityandsenttothefirstpointonthecasttowhichcommunicationcanbemade,witharequestthatitbetransmittedtotheappropriateauthorities.

EachContractingGovernmentwilltakeallstepsnecessarytoensurethatwhenintelligenceofanyofthedangersspecifiedintheaboveparagraphofthisregulationisreceived,itwillbepromptlybroughttotheknowledgeofthoseconcernedandcommunicatedtootherinterestedGovernment.
