MadameSpeaker,VicePresidentBiden,MembersofCongress,distinguishedguests,andfellowAmericans:

OurConstitutiondeclaresthatfromtimetotime,thePresidentshallgivetoCongressinformationaboutthestateofourunion.Fortwohundredandtwentyyears,ourleadershavefulfilledthisduty.Theyhavedonesoduringperiodsofprosperityandtranquility.Andtheyhavedonesointhemidstofwaranddepression;atmomentsofgreatstrifeandgreatstruggle.

It'stemptingtolookbackonthesemomentsandassumethatourprogresswasinevitable-thatAmericawasalwaysdestinedtosucceed.ButwhentheUnionwasturnedbackatBullRunandtheAlliesfirstlandedatOmahaBeach,victorywasverymuchindoubt.WhenthemarketcrashedonBlackTuesdayandcivilrightsmarcherswerebeatenonBloodySunday,thefuturewasanythingbutcertain.Theseweretimesthattestedthecourageofourconvictions,andthestrengthofourunion.Anddespiteallourdivisionsanddisagreements;ourhesitationsandourfears;Americaprevailedbecausewechosetomoveforwardasonenation,andonepeople.
