protectingthetaxpayer,controllingspendingandensuringthatonlythemostdeservingclaimantsreceivedtheirbenefits.
Losingajobishurting:

delightedattheprospectofdoublingyourincomefromthegenerousstate.
Itisfinanciallyterrifying,psychologicallyembarrassingandyouknowthatsupportisminimalandextraordinarilyhardtoget.
