AnalysisandcountermeasureofinternationalgreentradebarrierThegreentradebarrierlimitsthedevelopmentoftheinternationaltradebymanysteps.Itobstaclestheintegrationoftheinternationaleconomythefreedevelopmentoftheworldtrade.Itisinsomecountries，especiallyinsomedevelopingcountriestheproductionforexportlostgreatly.However，underthelimitationofthegreentradebarrier，theairandwaterresourcehavebeenpollutedbadly，andthesoilresourcedecreasingandthelossoflife.1.Thedefinitionofthegreentradebarrier.　Thegreentradebarrierisalsonamedasgreenbarrier.Itreferstoprotectionoftheinnermarketbymeansofthelimitationbythestrictenvironmentprotectiontechnologyorthegreensignsintheimport，whichcankeeptheforeignmerchandisesoutside.Thiscausesanimmenseimpactontheinternationaltradeorder.　2.Thereasonofappearanceofgreentradebarrier1Thechangeofviewofvalue.　Alongwiththedevelopmentoftheindustrializationandthegrowthoftheworldeconomy，theincreasingdestroyandpollutegettingmoreandmoreserious.Thishasdirectlyaffectedthelivinganddevelopmentofhumanbeings.Andthissuccessfullydrewanattentionoftheinternationalsociety.Thewayofpeoplethinking，behaviorofconsumptionandviewofconsumptionhavechanged.Thenewconceptionofvaluethethatconcentrateonqualityoflivingandcreatinggreencivilization；needforgreenproductionwithpollutionandharmtohumanareincreasing.Thepeopleindevelopedcountieshaveformedagoodviewofvalueforgreenproductionalsoprovidesdevelopingcountrieschanceandchallenges.　2Thetraditionallawlesstaxbarriergetscondemnoftheinternationalsociety.　Inordertobringupthenewbornindustries，somematureindustriesgainunpredictedprofit.Buteventhis，theyneverthoughtoftheprotectionoftheinnermarket.HoweveraftertheoperationoftheGeneralAgreementOnTariffsandtradetheimporttaxhasbeendecreasedeversince.Non-taxbarrierhasbeenlimitations.Thechanceandspacefortraditionaltradebarrieraregettingsmallerandsmaller.Onthisoccasion，thedevelopedcountriesbegintosearchfornewwaysoftradeprotectionsforthesakeofdevelopmentoftheirownindustries.Andgreentradebarriercomeintouse.3Differentstandardsindifferentcountries.　Economysstatestaysindifferentlevelowingtothedifferenttechnologylevel.Sotherearegreatdifferencesintheabilityofenvironmentprotectionindifferentcountries.Thisleadstodifferentenvironmentprotectionstandard.Itisahardtosaywhichstandardisthebestone，becausedifferentenvironmentstandardhasadirectimpactonthecost.Andthiswouldhavegreatimpactontheworldcompetence，whichaffectedthebalanceoftheinternationalincomeandexpenses.Inordertolimittheimportfromdevelopingcountries，thedevelopedcountriesfindthegreentradetobeexcusestoprotecttheirownindustries.　3.TheimpactofthegreentradebarrieronChinaThegreentradebarrierhasbothgoodandbadimpactononecountry.Butitindeedhasdifferentimpactondifferentcountries.Limitedbythetechnology，Chinahasalowerabilitytodealwiththebarrierandcatchupthechancetoimproveitself.Moreover，Chinamostlyfocusesonexportlabor-centeredproduction.Byfarithasreceivednegativeimpactfromthebarrier.Forthetimebeing，thiskindofbarrierexistseverywhere，andgrowstrongerandstronger，whichhasstruckourmarketandeconomyseriously.　1Thenegativeimpactonthegreentradebarrier①ItpreventstheexportformChinaandweakenstheexportinternationalcompetence.　②Itinfluencesthebilateralevenmultilateralrelationshipwithothercountriesgettingtoproblems.　Recently，thedevelopedcountriescircumscribetheimportationfromacclaimingthatthosegoodsarenotthegreenproduction.Thusbringuptheconflictions.Thedevelopedcountriesenjoyafreeformoftradeinacertaintradezone，whichreducethestandardoftradingratherthantradingfromoutsideofthezone.So，countrieslikeChinaarehardtobreakthroughthetradebarrier.AllthoseconflictionarebadforChina.ThesituationsareagainstChina.　③ItacceleratesthepollutionforproductsandmakesthemetastasistoChina.Thestandardofenvironmentprotectionarelow，thesystemsarenotperfectwithlowstandardofgreenproductioninChina.Becauseofthis，alotofproductionoflowqualityareenteringChinesemarketleadstomanyforeignwastecasesspringupeverywhere.AllofthisshowsthatChinaarelackingofaperfectsupervisingsystem.Withoutagoodmanagementtherewillbenoefficientworking.Accordingtotheinvestigation，from1997to2000，theforeignwasteareincreasedfrom990，000tonto17，500，000ton.ThereisevidentlynodoubtthattheseforeignwastehavemadetheenvironmentmoreseriousinChina.Butintheitemsgottheinvestmentnearlyhavenosupervisingonenvironmentprotection，whichlettheindustriescausingpollutionhavetransferredinChina.　2Thepositiveimpactonthegreentradebarrier.　Inthedevelopedcountries，theenvironmentpolicyhelpstostrengthenthemanagementofindustryenvironment，andappliesthehightechtodevelopthegreenproduction，whichcanlowerthecost.Thuswecangainhighsocialandeconomyefficiency，andfinallygettheproductionofhighquality.　①ItdoesgoodtoChinascontinuousdevelopment.　Thetaskofenvironmentprotectionshouldbeaccomplishedbyallthehumanbeings.Theskillsofmanagementindevelopedcountriesareinanadvantageplacethanthatinthedevelopingcountries.Chinaasadevelopingcountryissupposedtolearntheexperienceofdevelopedcountrieswhichcanbemadegooduseoftopromotetheharmoniousdevelopmentofenvironmentandeconomydevelopment.Weshouldinsistintheprincipleofcontinuousdevelopmentwhichisgoodtoourconstructionofexportation.Furthermore，thiscanpromotetheindustriestoproducemoreandmoretechnology-focusedproductionandhelpstobreakthroughthegreentradebarrierwhiledoinginternationaltrade.　②Itgettheindustrieschangetheirtradingconcept.　ThelawofenvironmentprotectionindevelopedcountriesismoreperfectthaninChina.Theconceptionofenvironmentprotectionhasbeenappliedineveryaspectwhiledoingbusinessactivity.Forexample：
