Kissi-Debrahbelievesthegovernment’sfailuretoacttoreduceairpollutionfromdieseltrafficwasabreachofherdaughter’shumanrights.

Thegovernmenthasrepeatedlyfailedtobringnitrogendioxidepollutionlevelstowithinlegallimits.

Untiltheendof2010,Ellahadbeenextremelyactiveandingoodhealth.

ButfollowingachestinfectioninOctober2010,shehadrespiratoryissuesfortheremainderofhershortlife,andwastreatedinfive London hospitalsforsevereunstableasthma,with27separatehospitaladmissionsoverathree-yearperiod.

AninquestintoElla’sdeathatSouthwarkcoroner’scourtin2014concludedherdeathwascausedbyacuterespiratoryfailureandsevereasthma.

ProfStephenHolgate,anexpertonasthmaandairpollution,wasinstructedtocarryoutareportonherdeathandsaidtherewasa“strikingassociation”betweenthetimesshewasadmittedtohospitalandrecordedspikesinnitrogendioxideandPM10s,themostnoxiouspollutants,nearherhome.

Hisreportsaidtherewasa“realprospectthatwithoutunlawfullevelsofairpollution,Ellawouldnothavedied”.

Holgatealsoconsideredthedeathcertificateshouldbeamendedtoreflectthefactthatairpollutionwasacontributoryfactorinherdeath.
