IwanttothankScottyforthatterrificintroduction.Givehimabigroundofapplause.（Applause.）Heisanatural.IwanttothankyourCEO,LakshmiMittal,forinvestinginAmericaandtheClevelandarea.Weappreciatehim.（Applause.）AndIwanttothankallofyouforhavingmeheretoday.

Alongwithme,thereareacoupleofpeopleIjustwanttoacknowledge.Firstofall,America'sSecretaryofEnergy,ErnieMoniz,ishere.Rightthere.（Applause.）AndCongresswomanMarcyKapturishere.GiveMarcyabigroundofapplause.（Applause.）Fightingforworkingpeopleeveryday.

AndearlierthisafternoonIhadachancetoseeyourmayor,FrankJackson;yourcountyexecutive,EdFitzGerald.Andeventhoughthey'renothere,Iwanttothankthemforthegreatworkthey'redoingonbehalfofworkingpeoplethroughouttheregion.（Applause.）

Andthen,finally,IwanttothankMarkandGaryforshowingmeoneofthebiggeststeelplantsinAmerica.Andtheytoldmethatfolksareproudtohavebeenmakingsteelrighthereforacentury--100years--righthere.（Applause.）Andtheyexplainedthat,today,thesteelyoumakeinClevelandissomeofthestrongestyou'llfindanywhereintheworld.It'sone

ofthemostproductiveplantsintheworld.Bestworkersintheworld.（Applause.）

Andwhat'sremarkableis,whenyouthinkaboutit,gobacktowherethisplantwasjustafewyearsago.Theeconomywasinfreefall,autoindustryonthebrinkofcollapse.Andthatmeantdemandforsteelhaddriedup.Theblastfurnaceswentquiet.About1,200steelworkerspunchedoutforwhatmighthavebeenthelasttime.Andthatallcameattheendofadecadewhenthemiddleclasswasalreadyworkingharderandharderjusttogetby,andnearlyoneinthreeAmericanmanufacturingjobshadvanished--alotofthemgoingoverseas.

Andthatcouldhavedevastatedthiscommunityforgood.

Butwerolledupoursleeves,wemadesometoughchoices.WerescuedandretooledtheAmericanautoindustry;itsavedmorethanamillionjobs.WebetonAmericaningenuityandAmericanworkers.（Applause.）Andassemblylinesstartedhummingagain,andautomakersstartedtomakecarsagain.Andjustafewmonthsafterthisplantshutdown,yourplantmanagergotthecall:

Firethosefurnacesbackup,getthoseworkersbackonthejob.Andoverthelastfouryears,you'vemadeyourselvesoneofthemostproductivesteelmillsnotjustinAmerica,butintheworld.Intheworld.（Applause.）

Soyouretooledtomakethestrongersteelthatgoesintonewer,betterAmericancarsandtrucks.Youcreatednewpartnershipswithschoolsandcommunitycollegestomakesurethatfolkswhoworkherehavethehigh-techskillstheyneedforthehigh-techjobs--becauseIwaslookingaroundthisfactory,andthere'sawholebunchofcomputerstuffgoingon.

Oneofyourengineers--andIwanttomakesureIgetMargaret'snamerighthere--MargaretKrolikowski.DidIgetthatright,Margaret?

Thereissheis,backthere.SoI'mgoingtoquoteyou--I'

mgoingtoquoteyou.Here'swhatMargaretsaid:

“Whenwecameback,wewantedtomakesurewewereinapositionwherewenevershutdownagain.”Nevershutdownagain.Andthatmeansmakingsurethatworkershereareconstantlyupgradingtheirskillsandinvestmentsbeingmadeinthestate-of-the-arttechnology.

Anditwasinteresting,whenIwasmeetinganumberofthefolkswhoweregivingmethetour--folkswhohavebeenhere30years,40years--butobviouslytheplanthaschanged,andsoduringthatperiodthey'vehadtoupgradetheirskills.

Andthat'swhat'shappened.AndthestoryofthisplantisthestoryofAmericaoverthelastfiveyears.Wehaven'tjustbeenrecoveringfromacrisis.Whatwe'vebeentryingtodoisrebuildanewfoundationforgrowthandprosperitytoprotectourselvesfromfuturecrises.AndbecauseofthegritandresilienceandoptimismoftheAmericanpeople,we'reseeingcomebackstorieslikeyoursallacrossAmerica.

Overthelast44months,ourbusinesseshavecreated7.8millionnewjobs.Lastmonth,another200,000Americanswentbacktowork.（Applause.）Andalotofthosejobsareinmanufacturing.Sonowwe'vegotmoreworktodotogetthoseenginesoftheeconomychurningevenfaster.Butbecausewe'vebeenwillingtodosomehardthings,notjustkickthecandowntheroad,factoriesarereopeningtheirdoors,businessesarehiringnewworkers,companiesthatwereshippingjobsoverseas,they'restartingtotalkaboutbringingthosejobsbacktoAmerica.We'restartingtoseethat.

Andletmegiveyouanexample,becauseweweretalkingaboutthis--Mr.Mittalandothersweretalkingaboutwhat'sdifferentnow.Takealookatwhatwe'vedonewithAmericanenergy.Foryears,folkshavetalkedaboutreducingourdependenceonforeignoil--butwedidn'treallydoit.Andwewerejust

importingmoreandmoreoil,sendingmoreandmoremoneyoverseas.Gaspriceskeepongoingupandupandup.Wefinallydecidedweweregoingtodosomethingaboutit.

SoweinvestedinnewAmericantechnologiestoreverseouraddictiontoforeignoil,doublewindpower,doublesolarpower,producemoreoil,producemorenaturalgas,anddoitallinawaythatisactuallybringingdownsomeofourpollution,makingourentireeconomymoreenergy-efficient.Today,wegeneratemorerenewableenergythanever.Weproducemorenaturalgasthananybodyintheworld.Justyesterday,welearnedthatforthefirsttimesince1995,theUnitedStatesofAmericaproducesmoreofourownoilhereathomethanwebuyfromothercountries.Firsttimesince1995.（Applause.）Andthat'sabigdeal.That'swhatAmericahasdonethesepastfiveyears.

Andthatisahugecompetitiveadvantageforus.Partofthereasoncompaniesnowwanttomove--wewerejusttalkingaboutit--thisplant,ifit'slocatedinGermany,energycosts

aredouble,maybetriple;sameinJapan.Sothisgivesusabigedge.Butthisisalsoimportant:

Wereachedthemilestonenotjustbecausewe'reproducingmoreenergy,butalsowe're

wastinglessenergy.Andthisplantisagoodexampleofit.Wesetnewfuelstandardsthatdoublethedistanceourcarsandtrucksgoonagallonofgasbythemiddleofthenextdecade.Thatsavestheaveragedriver,everybodyhere,morethan$8,000

atthepumpoverthelifeofanewcar.Youlikethat?

（Applause.）Welaunchedinitiativestoputpeopletoworkupgradingourhomes,andourbusinesses,andourfactoriessowe'rewastinglessenergy.Allthatsavesbusinessesmoneyontheirenergybills.Yourplantisoneofthehundredstoanswerthatcall.Andifyou'resavingmoneyonenergycosts,thatmeansyoucaninvestinequipment,investinworkers,hiremorepeople,producemoreproducts.

Andhere'sanotherthing:

Betweenmorecleanenergy,lesswastedenergy,thecarbonpollutionthat'shelpingtowarmtheplanet,thatactuallystartsgoingdown.Andthat'sgoodnewsfor

anybodywhocaresaboutleavingaplanettoourkidsthatis

asbeautifulastheonewegotfromourparentsandourgrandparents.（Applause.）Soit'sawin-win.Oureconomykeepsgrowing,creatingnewjobs,whichmeansthatstrengtheningourenergysecurityandincreasingenergyefficiencydoesn'thavetobeachoicebetweentheenvironmentandtheeconomy--wecandoboth.

Sowe'vetackledthewayweuseenergy.That'smaking

Americamorecompetitiveinordertoattractgoodjobs.We've

alsotackledourdeficits.Alotofpeoplehavebeenconcernedaboutdeficits.SinceItookoffice,wecuttheminhalf.ThatmakesAmericamoreattractivewhenitcomestobusinessinvestmentdecisions.

Andwe'vetackledabrokenhealthcaresystem.Obviously,we'renotdoneyet.（Applause.）Obviously,we'renotdoneyet.Butoverthelastthreeyears,healthcarecostshavegrownattheslowestpaceonrecord.Andthisisagreatplacetoworkthankstoagreatsteelworkersunionandcooperationbetweenmanagementandlabor.（Applause.）Butjustkeepinmindthatifbusinesses'healthcarecostsaregrowingataboutone-thirdtheratethattheywereadecadeago,thatmakesAmericaamoreaffordableplacetodobusiness,anditalsomeansthattheinvestorshere,ifthey'reputtinglessmoneyintohealth

carecosts,theycanputmoremoneyintermsofhiringmoreworkersandmakingsurethatthey'regettinggoodpay.

Sothat'swhatallthesetoughdecisionsareabout:

Reversingtheforcesthathavehurtthemiddleclassforalong,longtime,andbuildinganeconomywhereanybody,ifyouworkhard,youcangetahead.That'swhatplantslikethishavealwaysbeenabout.It'snotthatit'seasywork.Butitmeansifyou

workhard,you'vegotachancetobuyahome,you'vegotachancetoretire,you'vegotachancetosendyourkidstoschool,youhaveachancetomaybetakealittlevacationonceinawhile.

That'swhatpeoplestrivefor.Andthat'swhatwillmakethe21stcenturyanAmericancentury,justlikethelastcenturywas.

ButIdidn'trunforPresidenttogobacktowherewewere.Iwantustogoforward.Iwantustogotowardsthefuture.（Applause.）Iwantustogetustowhereweneedtobe.Iwanttosolveproblems,notjustputthemoff.Iwanttosolveproblems.Andwe'vegottodomoretocreatemoregood,middle-classjobsliketheonesfolkshavehere.

Thatmeanswe'vegottodoeverythingwecantoprepareourchildrenandourworkersforthecompetitionthatthey'regoingtoface.Weshouldbedoingeverythin
