I.ReviewoftheWorkin2004.

UndertheleadershipoftheCommunistPartyofChina（CPC）,thepeopleofallourethnicgroupsheldhighthegreatbannersofDengXiaopingTheoryandtheimportantthoughtofThreeRepresents,workedtogetherinaninnovativespirit,andmademajorachievementsworthcelebratinginthesocialistmodernizationdrivein2004.

Wemadeprogresswhilerespondingtonewchallengesandtestsduringthepastyear.SomenewproblemshaveemergedinChina'seconomicactivitiesoverthelasttwoyears,mainlytightgrainsupply,overheatedinvestmentinfixedassets,excessivemoneyandcredit,andshortagesofcoal,electricity,petroleumandtransportation.Ifallowedtogrowunchecked,theseisolatedproblemscouldhavehadanoverallimpact.Aftersizingupthesituation,theCPCCentralCommitteeandtheStateCouncilpromptlymadedecisionsandarrangementsforstrengtheningmacroregulation.Actingontheprinciplesofadoptingresoluteandeffectivemeasures,takingtimelyandappropriatesteps,dealingwithproblemsindividuallyandstressingpracticalresults,theyworkedtosolveprominentproblemsthreateningsteadyandrapideconomicdevelopmentthroughacombinationofeconomicandlegalmeans,plusadministrativemeanswhennecessary.Thankstotheconcertedeffortsofthewholenation,theirmacroregulationachievedsignificantresults.Destabilizing,unsoundfactorsthreateningeconomicperformancewerecontained,weaklinkswerestrengthened,andlargeeconomicfluctuationswereavoided.

Themainachievementsoverthepastyearwere:

theeconomymaintainedsteadyandrapiddevelopment,overallnationalstrengthincreased,significantprogresswasmadeinourreform,breakthroughswereachievedinopeningup,socialdevelopmentwasaccelerated,andpeople'slivesimproved.China'sGDPin2004reached13.65trillionyuan,anincreaseof9.5percentoverthepreviousyear.Governmentrevenuecameto2.63trillionyuan,up21.4percent.Retailsalesofconsumergoodstotaled5.4trillionyuan,up13.3percent.Thevolumeofimportsandexportstotaled1.15trillionUSdollars,anincreaseof35.7percent,movingChinauptothirdplaceintheworldfromfourthinthepreviousyear.Some9.8millionurbanresidentsenteredtheworkforceforthefirsttime,afigurethatexceededthetarget.Urbanpercapitadisposableincomewas9,422yuan,anincreaseof7.7percentinrealtermsafterallowingforpricefactors,andruralpercapitanetincomewas2,936yuan,up6.8percentinrealtermsafterallowingforpricefactors.AlloftheaboveshowsthatChinahastakenanothersolidstepforwardontheroadofbuildingamoderatelyprosperoussocietyinallrespects.

Theworkweaccomplishedduringthepastyearmainlyconsistedofthefollowing.

1.Adoptingmoredirectandeffectivepoliciesandmeasurestostimulateincreasesingrainproductionandruralincomes.Ourmacroregulatoryinitiativestartedwitheffortstostrengthenagriculture.Themajormeasureswetookwerereducingorexemptingtheagriculturaltax,rescindingalltaxesonspecialagriculturalproductsexcepttobacco,directlysubsidizinggrainproducers,providingsubsidiestofarmersincertainareastopurchaseimprovedcropstrainsandagriculturalmachineryandtools,andsettingafloorpriceforthepurchaseofmajorcerealvarieties.Investmentwassubstantiallyincreasedinagricultureandruralareas,particularlyinmajorgrain-producingareas.Altogether,thecentralgovernmentspent262.6billionyuanonagriculture,ruralareasandfarmers,anincreaseof22.5percent.Wealsopromotedagriculturalrestructuringtoincreaseruralincomesthroughmultiplechannels.Theintensityofthesepoliciesandmeasuresandthesubstantialbenefitstothefarmershaverarelybeenseeninrecentyears.Thisgreatlyarousedtheenthusiasmoffarmers,resultinginareboundingrainproduction.Grainoutputfor2004totaled469.47milliontons,38.77milliontonsmorethanthepreviousyear.Theincreasesingrainproductionandfarmers'incomesplayedacrucialroleinmaintainingoveralleconomicstability.

2.Bringingexcessiveinvestmentinfixedassetsundercontrolandstrengtheningweaklinks.Wecurbedexpansionofinvestmentdemandandthehaphazardinvestmentandlow-level,redundantconstructioninsomeindustriesmainlybymaintainingstrictcontroloverthetwinvalvesofapprovalforlanduseandavailabilityofcredit.Wethoroughlyrectifiedandstandardizedorderinthelandmarketandstraightenedoutalltypesofdevelopmentzones.Wefrozethetransferoflandfromagriculturaltononagriculturalpurposesforsixmonths,formulatedtheDecisiononDeepeningReformsforTighteningLandManagement,andimprovedthesystemformanaginglandandresources.Weincreasedthereserverequirementsforcommercialbanks,raisedthebasicinterestratesondepositsandloansforfinancialinstitutionsandtheceilingforinterestratesonloans,andstrengthenedthemanagementofcommercialbanksintermsofcapitalrequirements.Weincreasedtherequiredproportionofup-frontcapitalforconstructionprojectsinthesteel,cement,electrolyticaluminumandrealestateindustries.Westraightenedoutprojectsunderandawaitingconstructioninaccordancewiththelaw.Fixedassetinvestmentacrossthecountryincreasedby25.8percentforthewholeyear,17.2percentagepointslessthanthefirstquarter.Thegrowthofmoneyandcreditslowedsignificantly.

Effortswerefocusedonrestructuring,andinvestmentwasincreasedinagriculture,waterconservancy,energy,transportation,environmentalprotectionandsocialundertakings.A4,000-kilometer-longpipelinetodivertnaturalgasfromthewesttotheeastwascompletedinitsentiretyandputintooperation.FurtherprogresswasmadeonmajorprojectssuchastheThreeGorgesDamProject,theWest-to-EastElectricityTransmissionProject,theQinghai-TibetRailway,andtheSouth-to-NorthWaterDiversionProject.Coalproductioncapacitywasexpandedby120milliontons,installedpower-generatingcapacitywasincreasedby50.55millionkilowatts,andanadditional1,433kilometersofrailwaysand46,000kilometersofhighwayswereopenedtotrafficin2004.

Wecontinuedtopromotethedevelopmentofthewesternregionbystartingconstructionontenkeyprojectsinvolvinginvestmentof80billionyuan.TheworkofrevitalizingNortheastChinaandotheroldindustrialbasesgotofftoagoodstart.Withstatesupport,197improvementorupgradingprojectswereundertaken.Workwasbeguntobring15sinkholesincoalminingareasundercontrol.

Improvedregulationofeconomicactivitiesalleviatedshortagesofcoal,electricity,petroleumandtransportation.Effectivemeasureswereadoptedtoincreasesupply,curbirrationaldemandandbalancesupplyanddemand,thusensuringthattheneedsofeconomicandsocialdevelopmentandpeople'swell-beingweremet.

3.Takingadvantageofopportunitiestomoveforwardwitheconomicrestructuringandopenwidertotheoutsideworld.Wedeepenedreformofthegraindistributionsystemandliftedallcontrolsonthegrainmarket.Thereformofruraltaxesandadministrativechargesenteredanewstageofgraduallyphasingouttheagriculturaltax.Furtherprogresswasmadeinthereformofstate-ownedenterprises.Abasicframeworkfortheoversightandmanagementsystemforstateassetswasestablished.Thereformtoturnstate-ownedcommercialbanksintostockcompaniesprogressedsmoothly.Thereformofruralcreditcooperativeswasextendedto29provinces,autonomousregionsandmunicipalitiesdirectlyunderthecentralgovernment.Aplanforreformingtheinvestmentsystemwasformulatedandimplemented.Wecomprehensivelyimplementedmeasurestoreformtheexporttaxrebatemechanism,andweclearedupalloldoutstandingaccountsanddidnotallowanynewonestoemerge.TheVATreformwasbegunintheoldindustrialbaseofNortheastChinaonatrialbasis.Weintensifiedeffortstorectifyandstandardizethemarketorder,strengthenedthesupervisionoffoodanddrugsafetyandtheprotectionofintellectualpropertyrights,andresolutelycrackeddownonthemanufactureandsaleofcounterfeitandsubstandardgoods,taxevasionandfraud,smugglingandotherillegalandcriminalactivities.

TofulfillthecommitmentswemadewhenwejoinedtheWorldTradeOrganization（WTO）,wecontinuedtolowertariffsandopenedmoreareastoforeigncompetition.WeputintoeffectarevisedForeignTradeLaw,liftedallcontrolsovertherighttoengageinforeigntrade,instituteda"goglobal"strategyandparticipatedinregionaleconomiccooperation.WesmoothlyimplementedtheCloserEconomicPartnershipArrangementbetweenthemainlandandHongKongandbetweenthemainlandandMacao.Chinautilized60.6billionUSdollarsinforeigndirectinvestmentin2004.

4.Increasingpolicysupportandgovernmentspendingtostimulatethedevelopmentofallsocialundertakings.Governmentsatalllevelsincreasedtheirsupportforscienceandtechnology,education,culture,healthandsports.Spendingfortheseitemsamountedto98.7billionyuanfromthecentralbudgetand14.7billionyuanfromthesaleoftreasurybonds.

Westrengthenedthenationalinnovationsystemandinfrastructuredevelopmentforbasicresearchandforscienceandtechnology,aswellasprimary-levelscientificandtechnologicalwork.Continuedprogresswasmadeonagroupofmajorscientificandtechnologicalproje
