1Scope 适用范围
1.1Thisdocumentissuitabletoxxxxeforcontrolandadministrationoftraining,examination,qualificationandcertificationofNDEpersonnel.
本实施细则适用于本公司无损检测人员培训、考核、资格鉴定和证书发放的控制及管理。
1.2ThisWrittenPracticeispreparedbytheQAEngineerbaseduponSNT-TC-1AandsatisfiestherequirementsofASMECodeapplicableSections,andmeetsparticularneedsofXXXXE.
本实施细则由质保工程师根据SNT—TC—1A和ASME规范相关卷的要求，并结合本公司具体情况制定。
1.3OnlytheNDEpersonnelwhohavebeenqualifiedandcertifiedbyXXXXEinaccordancewiththisWrittenPracticeareallowedtoperformthenondestructiveexaminationofASMECodeitems.
只有按本实施细则培训考核合格，并由本公司发给资格证书的无损检测人员,才允许担任ASME规范产品的无损检测工作。
1.4Eachqualifiedpersonnelcanonlybeengagedinthenondestructiveexaminationwithrelationtoqualifiedexaminationmethod（s）andhislevel,andshallexerciseresponsibilityofrelevantlevel.
不同种类的技术资格等级人员，只能从事与该类检查方法和等级相适应的无损检测工作，并负有与其等级相应的技术责任。
1.5NondestructiveTestMethods 无损检测方法
1.5.1QualificationandcertificationofnondestructivetestingpersonnelinaccordancewiththisWrittenPracticeshallbeapplicabletoeachofthefollowingmethods:
本实施细则对无损检测人员的资格鉴定和批准适用于下述方法:
⑴RadiographicTesting（RT）
射线照相检验方法；
⑵LiquidPenetrantTesting（PT）
液体渗透检验方法；
（3）MagneticParticlesTesting（MT）
磁粉检验方法
1.5.2AccordingtoSNT-TC-1Aandtherequirementsofcustomers,qualificationandcertificationofnondestructivetestmethodsotherthanthemethodsinPar.1.5.1shallbeestablishedasanappendixofthisdocument.
根据SNT-TC-1A和用户的要求，除了1.5.1规定的方法以外的无损检测方法，需另行制定考核鉴定的方法，作为本文件的一个附件。
2LevelsandResponsibilityofQualification资格等级和责任
2.1InaccordancewithrelevantrequirementofSNT-TC-1A,thelevelsofqualificationaredividedintothreelevels（LevelI,IIandIII）foreachNDEmethodasspecifiedinPar.1.5.1.WhileintheprocessofbeingqualifiedandcertifiedtoNDELevelrequestedbyhim,anindividualshallbeconsideredatrainee.Thetraineeshallnotindependentlyconduct,interpret,evaluateorreportofanyNDEoperation.
无损检测人员的资格等级，按SNT-TC-1A及1.5.1节规定的每一种无损检测方法分为三个等级，即Ⅰ、Ⅱ、Ⅲ级。
无损检测人员在考核、确认期间应看作学员，不能单独从事任何无损检测工作。
2.2NDELevelIExaminer无损检测Ⅰ级人员
AnNDELevelIExaminershallbequalifiedtoproperlyperformspecificcalibrations,specifictests,andspecificevaluationsforacceptanceorrejectiondeterminationsaccordingtowrittenInstructionsandtorecordresults.TheNDELevelIExaminershallreceivethenecessaryinstructionorsupervisionfromacertifiedNDELevelⅡorⅢExaminer.
Ⅰ级无损检测人员应能按照书面工艺卡正确执行指定的校准、试验和有关验收与拒收的工作，并能记录试验结果。
无损检测Ⅰ级人员应得到已取得资格的无损检测Ⅱ或Ⅲ级人员必要的指导或监督。
2.3NDELevelIIExaminer 无损检测Ⅱ级人员
AnNDELevelIIExaminershallbequalifiedtosetupandcalibrateequipmentandtointerpretandevaluateresultswithrespecttoapplicablecode,standards,andspecifications.TheNDELevelIIshallbethoroughlyfamiliarwiththescopeandlimitationsofthemethodsforwhichheisqualifiedandshallexerciseassignedresponsibilityforon-the-jobtrainingandguidanceofNDELevelIpersonnel.TheNDELevelIIshallbeabletoorganizeandreporttheresultsofexaminations.
无损检测Ⅱ级人员应能按有关规范、标准和规程调整和校准设备；解释和评定试验结果。
Ⅱ级人员应熟悉已被批准的试验方法的适用范围和局限性，并负责Ⅰ级人员（学员）的在职培训和指导。
Ⅱ级人员应能编制报告和评定检测结果。
2.4NDELevelIIIExaminer 无损检测Ⅲ级人员
AnNDELevelIIIExaminershallbecapableof,establishing,verifyingandapprovingprocedures,interpretingcodes,standards,specifications,andprocedures;anddesignatingtheparticularNDEmethods,techniques,andprocedurestobeused.TheNDELevelIIIshallberesponsiblefortheNDEoperationsforwhichqualifiedandassignedandshallbecapableofinterpretingandevaluatingresultsintermsofexistingcodes,standards,andspecifications.TheNDELevelIIIshallhavesufficientpracticalbackgroundinapplicablematerials,fabrication,andproducttechnologytoestablishtechniquesandtoassistinestablishingacceptancecriteriawhennoneareotherwiseavailable.TheNDELevelⅢshallhavegeneralfamiliaritywithotherappropriateNDEmethods，asdemonstratedbyanASNTLevelIII不basicexaminationorothermeans.TheNDELevelⅢ,inthemethodsinwhichcertified,andshallbecapableoftrainingandexaminingNDELevelIandⅡExaminersforcertificationinthosemethods.
无损检测Ⅲ级人员应能制定、验证和批准规程；解释规范、标准、技术条件和工艺规程；确定检验对象的检测方法、技术和检验方案；Ⅲ级人员应能负责被批准和被指派的无损检验操作，并能依据现有的规范、标准和规程，对检验结果进行解释和评定；Ⅲ级人员对有关材料、生产和制造工艺具有足够的实践经验，以便制定试验方法和在没有标准的情况下协助制定验收标准。
Ⅲ级人员应熟悉在美国无损检测协会（ASNT）的基础考试中出现其它适宜的无损检测方法或其它检测手段。
已经持有相应方法的Ⅲ级人员应能对Ⅰ级和Ⅱ级人员进行培训和资格鉴定考试。
3QualificationRequirementsforNDEPersonnel无损检测人员资格鉴定要求
3.1Personnelbeingconsideredforcertificationinnondestructivetestingshallhavesufficienteducation,training,andexperiencetoensureunderstandingoftheprinciplesandproceduresofthosemethodsoftestinginwhichtheyarebeingconsideredforcertification.
对考虑要确认的无损检测人员，应受到充分的教育、培训，并具有足够的实践经验，以确保他们懂得要被确认的检验范围原理和操作工艺。
3.2PersonnelbeingconsideredforqualificationexaminationmustcarryonavisionexaminationspecifiedinPara.8.Onlywhenpassingthevisionexamination,theymaytakepartintheexaminationbyapproval.
申请资格鉴定考试的无损检测人员，必须进行第8节所述的视力检查。
只有视力检查合格者，方可参加考试。
3.3Documentedtrainingand/orexperiencegainedinpositionsandactivitiesequivalenttothoseofLevelI,IIand/orIIIpriortoestablishmentofthisWrittenPracticemaybeconsideredinsatisfyingtherequirementsofPar.5.1and6.1.ThoserecordsforLevelI,IIshallbecertifiedbytheQAManager.ThoserecordsforLevelIIIshallbecertifiedbytheGeneralManager.
在本实施细则生效前，有书面材料能证实有相当于Ⅰ、Ⅱ和／或Ⅲ级的培训，和／或与其级别相适用的经历及能力，那么就可以认为是满足了本实施细则的5.1和6.1节的要求。
Ⅰ、Ⅱ级人员的记录应由质保部长批准。
Ⅲ级人员的记录应由总经理批准。
4ResponsibilitiesofRelevantPersonnel相关人员的职责
4.1TheNDELevelⅢExaminershallberesponsibleforapprovaloftheWrittenPracticebasedontherequirementofSNT-TC-1A.
无损检测III级人员应负责批准满足SNT-TC-1A要求的本公司书面实施细则。
4.2TheQAManagershallreviewthebackgroundmaterialsandtherecordsfortraining,examinationandqualificationoftheXXXXE'sNDEIIILevelpersonnel.BasedontheXXXXE’sWrittenPractice,theQAManagershallrecommendanapplicantofXXXXELevelIIItoGeneralManager.TheQAManagershallreviewthebackgroundmaterialsandtherecordsforXXXXE'sNDELevelI,IIpersonnelqualification.
质保部长应审核本公司无损检测III级人员的材料、培训考试和资格认可的相关记录。
根据本公司的实施细则，质保部长应向总经理推荐无损检测Ⅲ级人员。
质保部长审核本公司无损检测I,II级人员资格认可有关的材料和记录。
4.3ThequalifiedNDELevelIIIExaminer（eitherfromtheoutsideagencyortheXXXXE）whohasbeenauthorizedbytheGeneralManagershallperformthetraining,examinationandqualificationoftheNDELevelI,IIandIIIExaminer.
不管其来自外部机构，还是本公司的，已获得总经理授权的且已具有资格的无损检测Ⅲ级人员，应对无损检测人员（I、Ⅱ和Ⅲ级）实施培训、考试和资格认可。
5InitialQualificationofLevelIIIⅢ级人员首次资格鉴定
5.1EducationandExperience文化程度和专业工龄
Tobeconsideredforcertification,acandidateshallsatisfyoneofthefollowingeducationandcriteriaforinitialqualificationofLevelⅢ:
对于无损检测Ⅲ级人员首次资格鉴定,应试者需满足下列文化程度和规则之一：
⑴Havegraduatedfromaminimumfour-yearcollegeoruniversitycurriculumwithadegreeinengineeringorscience,plusoneadditionalyearofexperiencebeyondthelevelIIrequirementsinNDEinanassignmentcomparabletothatofanNDELevelIIintheapplicableNDEmethod（s）;or;
四年制以上学院或大学毕业，具有工科或理科学位，对申请批准的方法，再附加一年至少相当于Ⅱ级的专业工龄，相当于有关无损检测方法的II级专业工龄；或
⑵Havecompletedwithpassinggradesatleasttwoyearsofengineeringorsciencestudyatauniversity,college,ortechnicalschool,plustwoadditionalyearsofexperiencebeyondthelevelIIrequirementsinNDEinanassignmentatleastcomparabletothatofNDELevelIIintheapplicableNDEmethod（s）;or;
二年制以上的工科或理科大学，学院或技术学校毕业，对申请批准的方法，再附加二年至少相当Ⅱ级的专业工龄，相当于有关无损检测方法的II级专业工龄；或
⑶HavefouryearsofexperiencebeyondthelevelIIrequirementsinNDEinanassignmentatleastcomparabletothatofanNDELevelⅡintheapplicableNDEmethod（s）.
对申请批准的方法，具备四年至少相当于Ⅱ级的专业工龄,相当于有关无损检测方法的II级专业工龄。
ForcertifieddirectlytolevelⅢwithouttrainingtimerequiredbyLevelIandⅡpersonnel,therequiredtrainingtimeshallconsistofthesumofthetimerequiredforLevelⅠandLevelⅡtraining,plusanyadditionalformaltrainingasdefinedintheAppendixⅠofthisWrittenPractice.
对于未经I、Ⅱ级人员所需培训的直接批准为Ⅲ级的，所要求的培训时间是由I、Ⅱ级人员所需时间的总和，再加上在本公司的实施细则附录I所规定的附加正式培训时间而组成。
5.2ExaminationsforLevelⅢ无损检测Ⅲ级人员的考试
TheQAManagershalladministertheexaminationsfortheLevelⅢ.AdditionaloutsideNDELevelⅢpersonnelmaybeusedtoassistontheeffort.
质保部长应负责Ⅲ级人员的考试。
外单位的无损检测Ⅲ级人员可以用于协助质保部长完成上述考试。
5.2.1BasicExamination（requiredonlyoncewhenmorethanonemethodexaminationistaken）
基础考试（多种方法考试时，只考其中一种）
Theminimumnumberofquestionswhichshallbegivenisasfollows:
考题数目最少如下：
⑴Fifteen（15）questionsrelatingtounderstandingtheSNT-TC-1Adocument;
理解SNT-TC-1A文件的考题：
15道；
⑵Twenty（20）questionsrelatingtoapplicablematerials,fabrication,andproducttechnology;
相关的材料、制造和产品工艺技术考题：
20道；
⑶Twenty（20）questionsthataresimilartopublishedLevelⅡquestionsforotherappropriateNDTmethods.
其它相关无损检测方法的正式出版的相当于Ⅱ级人员的考题：
20道。
5.2.2MethodExamination（foreachmethod）方法考试（每种检验方法）
