绿色经营

中国海油秉承holdthemission“绿色、低碳、清洁与循环经济”的发展理念，加大了“资源节约型、环境友好型”企业建设力度。

公司按照pre-controlandwholeprocesscontrol“事后控制不如事中控制，事中控制不如事前控制，事前控制不如全过程控制”的管理原则，不断完善环保管理制度，持续加强建设项目的全过程环保管理，将环境保护融入日常生产经营，有效减少环境风险隐患，实现了企业与环境的可持续发展。

环境管理

2016年，公司促进环境保护的标准化管理，发布《环境影响后评价指南》、《海上防污染记录表填报指南》、《环评变更情况报告编写指南》、《固体废物管理指南》和《合同能源管理项目实施指南》等专项工作指南；公司加强环境保护的监管与追责，印发并实施了《生态环境损害责任追究管理办法》。

公司被工信部指定介绍绿色工厂创建经验并参与起草行业标准。

应对气候变化

随着全球气候变暖，减少温室气体排放、保护环境成为人类当前需要解决的核心问题之一。

中国海油作为负责任的国际能源公司，高度重视应对气候变化工作，是中国首家按照国际标准完成碳盘查的中央企业。

2016年，公司积极应对气候变化，开发碳排放监测核查技术，持续研究二氧化碳捕捉、封存与利用技术，努力减少温室气体排放；加强碳盘查和开展碳交易，按照新出台的24项标准进行碳盘查行动，摸清家底，积极应对；多个中国自愿减排（CCER）项目获得签发进入碳市场，CCER总量超过100万吨。

RespondingtoClimateChange

CNOOCactivelypromotesgreenindustrialtransformationbyupgradingtechnologies,promotingcarbonemissiontrading,researchingonframeworkofgreenhousegasemissionstandards,carboninventoryandthecapturing,storageandutilizationtechnologiesofcarbondioxide.

FollowingthecleanenergytransformationinChina,thecompanyhighlightsthedevelopmentofnaturalgassegment,offshoregasfields,LNGreceivingterminalsandunconventionalgas,includingCBMandshalegas.

水资源管理

中国海油坚持broadensourcesofincomeandreduceexpenditure“开源与节流并重、以节约为主”focusonsaving的方针，以提高水资源的利用效率为核心，加大科技研发和技术创新力度，加强监督管理及污水综合治理回用，全面强化水资源管理。

2016年，公司明确各所属单位节水工作任务及节水指标，推动节水工作层层分解落实；积极开展节水宣传工作，增强员工的水资源危机意识和节水观念；组织实施了一系列节水管理和节水技术措施，实现节约用水；开展生产工艺优化，持续降低单位产品新水用量；通过开展中水回用、海水制淡等措施节约珍贵的新水资源。

公司全年新鲜水用量8400万吨，实现水资源节约量67.4万吨。

节能减排

中国海油以“绿色发展，低碳创新”为主旋律，始终倡导绿色低碳的生产、生活和消费方式；从源头管控新建项目能源消耗，深挖既有设施节能潜力，统筹区域内能源配置，持续投入节能减排专项资金，依靠技术进步推动节能减排；借助节能减排管理信息系统，在实施生产、产品流通、消费等各个环节开展节能减排工作。

2016年，公司严格遵守新《环保法》要求，加大对环境保护和节能减排工作的督查督办力度，建立月度跟踪反馈机制，跟踪督办50项环境隐患事件，指定责任单位和责任人限期整改；制修订5项节能标准，全面修订节能管理的制度、办法、细则；开展“能效领跑者”、“十二五”节能先进评选和节能管理人员培训活动；组织节能宣传周和全国低碳日的宣传活动；重点开展能源审计、“绿色工厂”、能源管理中心建设方案制定、能量系统优化、锅炉节能潜力调研、变频机泵改造、循环水系统节水节电等八大专项工作，推进节能工作全面提升。

2016年，中国海油获评国资委颁发的第4任期“节能减排优秀企业”，所属30家重点耗能单位全部完成发改委下达的“万家企业”节能目标；《全面节能管理的创建与实施》获全国石油石化“企业管理现代化优秀成果”一等奖；总公司节能减排监测中心被国家工业和信息化部评为中国石油天然气行业唯一一家“工业节能与绿色发展评价中心”。

2016年，中国海油全年综合能源消耗量为1434.3万吨标准煤，万元产值能耗0.3519吨标准煤（2015年可比价），实现节能量23万吨标准煤；全年实施节能项目52个，投入4.06亿元，持续为生态文明建设发力。

2016年，中国海油所属炼化惠州分公司等5家单位荣获全国石油和化工行业“节能先进单位”，中海油节能减排监测中心和中海油节能环保服务有限公司荣获全国石油和化工行业“节能优秀服务单位”。

公司将“能效领跑者”活动作为一项长效机制，所属企业的乙烯、甲醇、合成氨分别获得全国“能效领跑者”荣誉称号，中海壳牌荣获2016年度全国乙烯行业“能效领跑者”称号，并位列第二。

EnergyConservationandEmissionReduction

CNOOCalwaysdeemsenergyconservationandemissionreductionasanimportantwaytotransformdevelopmentmodeandimprovecorecompetitiveness.Thecompanystrictlycomplieswithnationalenergyconservationlawsandregulationsandconductsenergysavingandemissionreductionthroughoutproduction,distributionandconsumptionlinkswithamanagementinformationsystem.Italsoinvestsfundsintotechnologicalupgradingtoachievethetarget.

Therecording,counting,supervisionandalarmingofindustrialwastewater,wastegasandresiduesareimplementedthroughtheinformationplatform,whichservesasaflatandfinemanagementmodeforthecompany.

CNOOCpromotesemissionreductionprogramsbyreducingscaleandupgradingfuels,includingtransformationofsmokedesulphurizationandodorremovalinrefineries.In2015,itsemissionsofSO2,NOx,CODandAmmoniaNitrogenwere8,844tons,15,187tons,1,723tonsand149tonsrespectively,withayear-on-yeardecreaseof29%,16%,2%and67%.

Toimprovetheutilizationrateofwaterresource,CNOOCplacesemphasisontechnologicalprogressandinnovations,intensifiessupervision,andstrengthenswastewatertreatmentandrecycling.In2015,CNOOCsaved1.27milliontonsofwater.

In2015,CNOOCconsumed1.947milliontonsofstandardcoal,4.638475billionkWhofelectricity,306,698.7tonsofcrudeoil,327,686.1tonsofdieseloil,6.824505billioncubicmetersofnaturalgas,19,896tonsoffueloil,3,979.5tonsofgasolineand34.6985199trillionKJofheatingpower.ItsenergyconsumptionperRMB10,000turnoveris0.2731tonsofstandardcoalequivalents,decreasingby3.9%yearonyear,whichsurpassedtheplannedannualtarget.308,000tonsofstandardcoalequivalentsweresaved,whichwas179.5%ofthetargetintheannualplan.Intermsofitsmajorproducts,includingoilandgasproduction,crudeoilprocessing,sodaash,syntheticammoniaandpowergeneration,theunitenergyconsumptioncontinuedtodecline,andthatofsomeproductswereataninternationallyleadinglevel.

保护生物多样性

中国海油是保护海洋生态环境的积极倡导者与实践者，一直高度重视保护作业区周边的生态多样性。

公司坚持项目全生命周期的生态保护原则，提前开展环境风险预评价，识别项目周边环境敏感目标，及早规避环境风险，以实现经济项目与生态环境的和谐相处。

此外，公司通过中国海油海洋环境与生态保护公益基金会平台，致力于生态多样性的研究与保护项目，推动所在区域的资源修复与环境改善，形成了“斑海豹保护”、“增殖放流”等特色项目。

同时，公司积极参与环保倡议，努力为推进“美丽中国”建设创造更好的生态条件。

EcologicalProtection

CNOOCstickstoecologicalprotectionduringallphasesofprojects.Thecompanystrivestoprotecttheecologicaldiversityoftheoperatingsitesandtheneighborhoodsbyevaluatingenvironmentalrisks,identifyingenvironmentallysensitivetargetsandavoidingrisksinadvance.Themeasureshelptorealizeharmoniousrelationsbetweeneconomicdevelopmentandecologicalenvironment.

NOOCMarineEnvironmentalandEcologicalProtectionFoundationcontinuestosupportstudiesandprogramsofbiodiversityandpromoteecologicalrecoveryinoperationareas.Meanwhile,CNOOCactivelyinvolvesinenvironmentalinitiativesandmakeseffortstocreatebetterecologicalconditionsinChina.

CNOOCcarriesonreleaseactivityinChinaseas,releasing980millionrareandprotectedmaritimespecies,includingpenaeuspenicillatus,pseudosciaenacrocea,sparuslatusandanguillajaponica.Amongthem,110,000weretachypleustridentatuswhichareoneofthemostancientspeciesontheEarthandareknownaslivingfossils.Theactivityhaseffectivelypromotedthesustainabledevelopmentoffisheryandincreasedfisherman’srevenue,promotingthedevelopmentoflocaleconomies.

CNOOCactivelyconductstransplantationofmangroveforestandcoralreef.In2015,thecompanygrew520,000mangroveplantsinthecoastalbeltofKaozhouBayofHuidongCountyinanareaof310mu.Mangroveforestplaysanimportantroleinpurifyingmaritimewaterquality,protectinganimalhabitatsandbio-diversity,andimprovinglocalnaturalenvironment.

IntheDayaBay,thecompany’syoungvolunteersworkedwithdivingvolunteersfromthePearlRiverDeltaregion.Theyfixed200coralseedlingsatfiveironcoralshelves,anddiverslaidtheshelvesonthesoftsandylandoftheseabed,whichprovidesadiverseecologicalspaceformaritimeanimalstoliveandbreed.

IntheYellowSeaandtheBohaiSea,CNOOCconductssurveyonthepopulationquantityandmigratorydistributionofneomerisphocaenoidesanditsprotection.Theneomerisphocaenoidesareundersecond-classstateprotectionandlistedintotheConventiononInternationalTradeinEndangeredSpeciesofWildFaunaandFlora.Underthepressureofdeterioratedmaritimeecologicalenvironmentandoverfishing,theirlivingconditionshavebecomeincreasinglysevere.CNOOCsetsupafive-year“PopulationQuantity,MigratoryDistributionandProtectionofNeomerisPhocaenoides”project.

Bysurveying,collectingandpreservingthemudflatshellfishspeciesincoastalareasoftheBohaiSea,thecompanyconductsqualitativeandquantitativeanalysisandevaluationofresourcedistributionofmudflatshellfishesintheareaandestablishesaresourcedirectoryofmudflatshellfishspeciesincoastalareasoftheBohaiSeaatShandongProvince,whichprovidesdataforreasonableexploitationandutilizationofmudflatshellfishspeciesintheYellowRiverDeltazone.

IntheBohaiSea,anenvironmentally-sensitiveresourceidentificationsystemhasbeenputintooperation.Thesystemcanrealizeidentification,quantitativeanalysisandassessmentsofenvironmentally-sensitiveresourcesintheplanningofoffshoreoilandgasfield.

InSoutheastAsia,CNOOCdigs“Biopori”tocapturewaterandpreventfloodsontheWorldEnvironmentDay.Husky—CNOOCMaduraLLC（HCML）,acompanyco-establishedbyCNOOCSoutheastAsiaLimitedandHuskyEnergy,respondedtothecallofUnitedNationsEnvironmentProgrammeandorganized120ChineseandIndonesianemployeestodig“Biopori”.Themeasureenhancesthecapacityofthegroundtoabsorbandretainrainwaterandminimizestheinfluenceoffloodsondownstreamlow-lyingland.

TheLongLakeOilSandsProjectconstructscorridorsfortheanimalmigration.Nexenselectsfourplacesintheareaandburiestheearlygroundoilpipelinestocreatemigrationcorridorsforanimals.In2015,thecorridorswereinagoodcondition,deer,wolves,bears,lynxandotheranimalswereoftenseenpassingthroughthecorridors.

Inaddition,NexenfundsNatureConservancyCanada（NCC）allyearroundtoconductbiodiversityconservationandscienceactivities,participatesinthevolunteeractivitiesofNCCandpromoteswildlifeprotectiontothepublic.
