1.Historicalbackground:

⏹Aftertheupheavalsofthe17thcentury,Englandenteredaperiodofacomparativelypeacefulage.Englandbecameaconstitutionalmonarchy(君主立宪制)andpowerpassedfromthekingtotheparliament,whichwasdividedintohostileparties:

theliberalWhigsandtheconservativeTories,andthetwopartiesweresowellbalancedthatpowershiftedeasilyfromonetotheother.TheWhiggovernmentunderthePrimeMinisterRobertWalpole,whichwasnotoriousforitscorruptionandbribe-taking,reignedthecountryfromthe1720’stothe1740’s.Thecrownwasmoreorlessafigureheadandrealauthoritywasinthehandsofparliamentandofthecabinetresponsibletoparliament.
