Citiesarebeingequippedwithmultipleinformationsystemstoprovidepublicservicesforcityofficials,officers,citizens,andtourists.Therehavebeenconcernswithefficientserviceimplementationandprovision,e.g.,dataislandsandfunctionoverlapsbetweensystemsandapplications.Service-orientedportalsareefficientatfacilitatinginformationsharingandcollaborativeworkbetweencitysystemsandusers.Thegoalofthisresearchistomakecitiesresponsive,agileandtoprovidecompositeservicesefficientlyandcostefficiently.Aservice-orientedframeworkforcityportalsisproposedtodesign,integrateandstreamlinecitysystemsandapplications.Amodeldrivencollaborativedevelopmentplatformoftheproposedframeworkwasdevelopedforservice-orienteddigitalportals.Thearchitectureandimplementationissuesoftheplatformarediscussed.Theserviceidentificationpoliciesarediscussedwithintheframework.Acasestudyhasbeendevelopedandevaluatedontheplatformtoprovideacompositeservice,i.e.,atrafficsearchserviceonacityportal.

Thispaperidentifiesthefactorsthatdeterminethepublics'acceptanceofe-Governmentservices.Theonlinetaxfilingandpaymentsystem(OTFPS)isawell-knowne-GovernmentserviceinTaiwan.Usingatheoreticalmodelbasedonthetheoryofplannedbehavior,thisstudyaimsto

(1)identifythedeterminantsforacceptanceoftheOTFPS;

(2)examinethecausalrelationshipsamongthevariablesofacceptancebehaviorfortheOTFPS;and(3)exploretherelativeimportanceofeachdeterminantforboththosewhousetheOTFPSandthosewhodonot.Thearticlereportsonasurveythatcollected1,099usableresponses.Theresultsindicatethattheproposedmodelexplainedupto72percentofthevarianceinbehavioralintention.Inaddition,theimportantdeterminantsofuseracceptanceoftheOTFPSareperceivedusefulness,easeofuse,perceivedrisk,trust,compatibility,externalinfluences,interpersonalinfluence,self-efficacy,andfacilitatingcondition.Finally,theacademicandpracticalimplicationsofthesefindingsarediscussed.

ADelphi-basedroughsetsfusionmodelforextractingpaymentrulesofvehiclelicensetaxinthegovernmentsector 

ExpertSystemswithApplications

Itisaproblematicissuefacedbythegovernmentsectortoeffectivelydiscoverpotentiallyowedtaxes(overduepayments)andcontinuallypromotetheprincipleoftaxationjustices.However,duetothehigheconomicdevelopmentoverthepast30 yearsinTaiwan,thequantityofvehiclesrecordedcontingentwiththemoundsofdatageneratedandcollectedintheTaxBureauisgrowingatafastrateconcurrently;therefore,themission-criticalnatureofthedataandthespeedwithwhichanalysesneedtobemadenowincreasetherequirementsforamorereliablewaytodigoutagovernment’staxationinformationhidden.Basedonthereasonsabove,thisstudyproposesahybridmodel,whichcombinestheDelphimethodandroughsetsclassifierapproaches,forintelligentlyclassifyingthevehiclelicensetaxpayment(calledVLTP)tosolvereal-worldproblemsthatarefacedbytaxationagencies.Theproposedhybridmodelisillustratedbyexaminingapracticallycollecteddataset,andtheexperimentalresultsrevealthatthishybridmodeloutperformsthelistingmethodsintermsofaccuracyanditsstandarddeviation.Moreimportantly,theoutputcreatedbyroughsetsLEM2(LearningfromExamplesModule,version2)algorithmisasetofcomprehensibleandmeaningfulrulesappliedreadilyinknowledge-basedsystemsofpaymentclassificationofvehiclelicensetaxfortaxauthority.

Aservice-orientedtravelportalandengineeringplatform 

Aservice-orientedtravelportalisproposedtorealizeaclassicbusinessmodelwithSOAparadigm.Itprovidestouristswithcompositetravelpackagesthroughdynamiccompositionamongtravel-relatedservicesfromdistributedprovidersandacrossbusinessdomains.Further,adevotedservice-orientedengineeringplatform(SOEP)isreengineeredandcustomizedfortravelportalsbasedonauthors’previousworkandatravelportalproject’susescenario.Theplatformisdrivenbyfourmodels:

servicemeta-model,processmodel,businessmodelandglobalinformationmodel.Thesemodelssupportsemanticdescriptionandrationaloperationsoftheapplication,andfacilitatetravelservicediscovery,processexecutionandbusinesstobusinessintegration.ThetravelportalprovidesarealSOAapplicationandwell-definedbusinessandservicecasestoimprovetheplatform.TheSOEPprovidesaprofessionalimplementationenvironmentforservice-orientedtravelportals,anditcouldbecustomizedfortheservice-orientedsystemsofotherindustriesusingasimilarframeworkandapproachestothosepresentedinthisarticle.

Agri-foodenterprisesoperateinacomplexanddynamicenvironment.Tomeetincreasingdemandsofconsumers,governmentandbusinesspartners,enterprisescontinuouslyhavetoworkoninnovationsofproducts,processesandwaysofcooperationinagri-foodsupplychainnetworks(AFSCN).Hence,adevelopmenttowardsamoreknowledge-basedeconomyisneeded.TheLisbonstrategy,launchedbytheEuropeanUnion,toattainthisknowledge-basedeconomy,hasfailedsofar.ThispaperarguesthatinformationsharingandorganizingICTaremaincriticalareastoovercomethisdeadlock.However,ICTdevelopmentinAFSCNinvolvesaninformationintegrationtaskthathastodealwithtechnicalandorganizationalrequirementsandstartswithanexistinginstalledbase.Traditionalsoftwareengineeringapproachesareinadequatetoaddresstheseissues.Thispaperprovidesanoverallmethodforanalysis,designandimplementationofinformationintegration,takingtechnicalaswellasorganizationaldevelopmentintoaccount.ThemethodwasderivedfromexperiencesinaresearchanddevelopmentprogramintheDutcharablefarmingsector.AgenericintegrationframeworkformsthebackboneofthemethodtoensuresystematicandsustainableICTdevelopment.Businessprocessmanagement(BPM),incombinationwithreferenceinformationmodels,playsanimportantrole.Thetechnicalarchitectureandinfrastructurearebasedonaservice-orientedarchitecture(SOA).Attentionispaidtotheorganizationalinfrastructurethatisneededtoembedtheresultsintherightcontext,sothattheywillbebroadlysupportedandused.Themethodisdividedintothreephases:
