AreWarmerTemperaturesCausingBadThingstoHappen?

GlobalwarmingisalreadycausingdamageinmanypartsoftheUnitedStates.In2002,Colorado,ArizonaandOregonenduredtheirworstwildfireseasonsever.Thesameyear,droughtcreatedsevereduststormsinMontana,ColoradoandKansas,andfloodscausedhundredsofmillionsofdollarsindamageinTexas,MontanaandNorthDakota.Sincetheearly1950s,snowaccumulationhasdeclined60percentandwinterseasonshaveshortenedinsomeareasoftheCascadeRangeinOregonandWashington.

Ofcourse,theimpactsofglobalwarmingarenotlimitedtotheUnitedStates.In2003,extremeheatwavescausedmorethan20,000deathsinEuropeandmorethan1,500deathsinIndia.Andinwhatscientistsregardasanalarmingsignofeventstocome,theareaoftheArctic'sperennial(常年不断的)polaricecapisdecliningattherateof9percentperdecade.

IsGlobalWarmingMakingHurricanesWorse?

Globalwarmingdoesn'tcreatehurricanes,butitdoesmakethemstrongerandmoredangerous.Becausetheoceanisgettingwarmer,tropicalstormscanpickupmoreenergyandbecomemorepowerful.Soglobalwarmingcouldturn,say,acategory-3stormintoamuchmoredangerouscategory-4storm.Infact,scientistshavefoundthatthedestructivepotentialofhurricaneshasgreatlyincreasedalongwithoceantemperatureoverthepast35years.

WhatArethePossibleConsequencesofGlobalWarming?

Globalwarmingisacomplexphenomenon,anditsfull-scaleimpactsarehardtopredictfarinadvance.Buteachyearscientistslearnmoreabouthowglobalwarmingisaffectingtheplanet,andmanyagreethatcertainconsequencesarelikelytooccurifcurrenttrendscontinue.Amongthese:

·Forests,farmsandcitieswillfacetroublesomenewpestsandmoremosquito-bornediseases.

·Disruptionofhabitatssuchascoralreefsandalpine(高山上的)meadowscoulddrivemanyplantandanimalspeciestoextinction.

CouldGlobalWarmingTriggeraSuddenCatastrophe?

Recently,researchersandeventheU.S.DefenseDepartmenthaveinvestigatedthepossibilityofabruptclimatechange,inwhichgradualglobalwarmingtriggersasuddenshiftintheEarth'sclimate,causingpartsoftheworldtodramaticallyheatuporcooldowninthespanofafewyears.

InFebruary2004,consultantstothePentagon(五角大楼)releasedareportlayingoutthepossibleimpactsofabruptclimatechangeonnationalsecurity.Inaworst-casescenario,thestudyconcluded,globalwarmingcouldmakelargeareasoftheworlduninhabitableandcausemassivefoodandwatershortages,sparkingwidespreadmigrationsandwar.

Whilethisprospectremainshighlyspeculative,manyofglobalwarming'seffectsarealreadybeingobservedandfelt.Andtheideathatsuchextremechangeispossibleunderscorestheurgentneedtostartcuttingglobalwarmingpollution.

WhatCountryIstheLargestSourceofGlobalWarmingPollution?

TheUnitedStatesisthelargestsourceofglobalwarmingpollution.ThoughAmericansmakeupjust4percentoftheworld'spopulation,weproduce25percentofthecarbondioxidepollutionfromfossil-fuelburning—byfarthelargestshareofanycountry.Infact,theUnitedStatesemitsmorecarbondioxidethanChina,IndiaandJapan,combined.ClearlyAmericaoughttotakealeadershiproleinsolvingtheproblem.Andastheworld'stopdeveloperofnewtechnologies,wearewellpositionedtodosowealreadyhavetheknow-how.

HowCanWeCutDownGlobalWarmingPollution?

It'ssimple:

byreducingpollutionfromvehiclesandpowerplants.Rightaway,weshouldputexistingtechnologiesforbuildingcleanercarsandmoremodemelectricitygeneratorsintowidespreaduse.Wecanincreaseourrelianceonrenewableenergysourcessuchaswind,sunandgeothermal(土热).Andwecanmanufacturemoreefficientappliancesandconserveenergy.

WhyAren'tTheseTechnologiesMoreCommonplaceNow?

Whilethetechnologiesexist,thecorporateandpoliticalwilltoputthemintowidespreadusedoesnot.ManycompaniesintheautomobileandenergyindustriesputpressureontheWhiteHouseandCongresstohaltordelaynewlawsorregulationsoreventostopenforcingexistingrulesthatwoulddrivesuchchanges.Fromrequiringcatalyticconverterstoimprovinggasmileage,carcompanieshavefoughteventhesmallestmeasuretoprotectpublichealthandtheenvironment.Ifprogressistobemade,theAmericanpeoplewillhavetodemandit.

DoWeNeedNewLawsRequiringIndustrytoCutEmissionsofGlobalWarmingPollution?

TheBushadministrationispromotinganinitiativeinwhichenergycompaniescutemissionsonlyiftheychoosetodoso.Asthepast10yearshaveclearlyshown,though,voluntaryprogramsdonotstopthegrowthofemissions.Proposalstocapemissionsofcarbondioxideandotherheat-trappingpollutantsfromAmerica'slargestsourcespowerplants,industrialfacilities,andtransportationfuelsaregainingsupportinCongress.

Stricterefficiencyrequirementsforelectricapplianceswillalsohelpreducepollution.Oneexampleisthe30percenttighterstandardnowinplaceforhomecentralairconditionersandheatpumps,aClinton-eraachievementthatwillpreventtheemissionof51millionmetrictonsofcarbon—theequivalentoftaking34millioncarsofftheroadforoneyear.ThenewrulesurvivedaBushadministrationefforttoweakenitwhen,inJanuary2004,afederalcourtsidedwithanNRDC-ledcoalitionandreversedtheadministration'srollback.

IsItPossibletoCutPowerPlantPollutionandStillHaveEnoughElectricity?

Yes.First,wemustusemoreefficientappliancesandequipmentinourhomesandofficestoreduceourelectricityneeds.Wecanalsophaseoutthedecades-old,coal-burningpowerplantsthatgeneratemostofourelectricityandreplacethemwithcleanerplants.Andwecanincreaseouruseofrenewableenergysourcessuchaswindandsun.Somestatesaremovinginthisdirection:
