介绍及适用性
本质量计划仅适用于英威达尼龙化工（中国）有限公司尼龙6,6一期年产21.5万吨已二胺项目，17台储罐制作安装工程。
Thisconstructionmanagementplanisfocusedontankfabricationandinstallationworkfor17siteATMtanksforINVISTAProject.
编制本质量计划的目的，是为了保证我公司按照业主/管理公司的要求组建项目施工队伍、合理配备资源、科学管理项目、指导本项目的作业、确保项目质量符合业主要求、给业主提供优质服务。

本质量计划主要依据我公司对本项目的理解和我公司的相关管理制度进行编制，相关技术规定、各制度有冲突时，均执行INVISTA/WPC的规定。

1.总则
1.General
1.1为保证本项目的施工质量，满足业主的质量目标和期望，所有公司所属项目部必须建立质量管理体系，采取一系列质量管理措施，确保项目施工中的各项检查、试验、和有关活动能够严格执行合同要求、国家标准要求，并为这些活动能够达到最高质量要求提供各项质量记录或信息。
1.1Toensuretheconstructionqualityoftheproject,andsatisfyqualitygoalandexpectationoftheOwner,allprojectdepartmentsunderrelatedcompaniesshallestablishqualitymanagementsystem,takeaseriesofqualitymanagementmeasurestomakesurethatvariouschecking,testingandrelatedactivitiescanstrictlycomplywiththeContractandnationalstandards’requirements;andprovidevariousqualityrecordsorinformationtomakesurethattheseactivitiescanmeetthehighestqualityrequirement.
1.2项目部所有与质量有关的活动都将按本项目的质量控制要求实施。

1.3本计划适用的质量标准

各项国家施工标准及验收规范；

5质量组织结构职责
5.ResponsibilitiesofQualityOrganizationStructure
所有项目的各项质量活动，应与ISO9001-2008质量管理体系的要求相符合。
EachqualityactivityoftheprojectshouldcomplywiththerequirementsofISO9001-2008qualitymanagementsystem.
●每个项目部建立一个独立于其他组织的质量管理组织，由QA/QC经理进行领导和管理，配备专职QA/QC人员，负责质量保证工作和质量控制工作，对施工活动的全过程进行监督检查，确保施工质量符合预定的要求。

4.1项目经理职责
4.1ResponsibilitiesofProjectManager
受公司总经理委托，项目经理负责执行项目施工活动，是施工质量的第一责任人；在项目执行中贯彻执行国家质量方针、政策。
Authorizedbythegeneralmanagerinthecompany,projectmanagerisresponsibleforexecutionofconstructionactivitiesandthefistpersoninchargeofconstructionquality.Projectmanagershouldperformandexecutenationalqualityguidelinesandpolicies.
制定项目质量方针、确定质量目标、组织质量策划。
负责协调质量控制活动，组织项目部全面实施本项目部的质量方针，实现质量目标；
Projectmanagershouldformulateprojectqualityguideline,ascertainqualitygoalandorganizequalityscheme.Projectmanagershouldcoordinatequalitycontrolactivity,organizetheprojectdepartmenttofullyimplementqualityguidelineandachievequalitygoal.
组织策划项目组织机构，组织建立项目质量保证体系；保证各级质量控制与管理人员行使职权。
Projectmanagershouldorganizedifferentdepartments,establishqualityassurancesystem,andensurethatqualitycontrolandmanagementpersonnelperformtheirresponsibilities.
直接领导项目QA/QC经理的工作，以保持质量控制程序的有效运行。
定期评审质量目标的实施情况，寻找不足和改进的机会，确保持续改进，提高质量保证体系运行的有效性。

4.2施工经理职责
4.2ResponsibilitiesofConstructionManager
作为现场常务副经理，是项目经理的直接事物执行者，具备项目经理的质量职责，在项目经理公出期间代表项目经理承担质量的责任；
Asthedeputymanagerinsite,constructionmanageristhedirectexecutorofprojectmanager’sorders,hasthequalityresponsibilityasthesamewiththeprojectmanager,andshallbearthequalityresponsibilitywhentheprojectmanagerisontrip.
负责落实施工机具、人力资源、材料、加工车间、仓库；合理安排项目施工所需的所有资源，并保证质量；
Constructionmanagershouldberesponsibleforpreparationofmachinesandtools,humanresource,materials,processplant,warehouse.Constructionmanagershouldarrangeallresourcesneededbytheconstructionworkreasonablyandassurethequality.
根据项目进度计划和技术方案实施施工活动，完成施工节点的同时保证施工质量；
Conductconstructionactivitiesasperprojectprogressscheduleandtechnicalprogramme.Ensureconstructionqualitywhilecompleteconstructionnode.
在施工中全面贯彻质量计划，确保完成质量目标；
Fullycarryoutqualityplantoensurethecompletionofqualitygoal.
合理安排好施工中各专业的施工工序，协调施工中出现的问题；
Arrangeconstructionsequencesofeachdisciplinereasonably,andcoordinateproblemsduringtheconstructionprogress.
4.3QA/QC经理职责
4.3ResponsibilitiesofQA/QCManagers
直接向项目经理报告工作，具有质量一票否决权（即由于质量原因而停工的权力）。
Reportdirectlytoprojectmanagerandhasqualityvetopower,namelytherighttosuspendtheprojectduetoqualityproblem.
●组织项目部质量管理控制活动，组织制定质量管理相关文件，并批准项目部质量管理文件。
●Organizequalitymanagementandcontrolactivity,andorderrelatedpersonneltoformulaterelateddocumentsaboutqualitymanagementandapprovethesedocuments.
负责批准项目部发出的有关质量问题信件。
Beresponsibleforapprovinglettersaboutqualityproblem.
●负责组织质量问题的处置，组织纠正、预防措施的实施和跟踪；
●Beresponsiblefororganizationofsolutionsofqualityproblem,implementationandtracingofprecautionsforqualityproblem.
●负责组织开展质量培训；

●负责组织现场质量监督、检查；

●对公司内部质量审核、外部质量审核的迎审工作；
●Beresponsibleforinnerqualityapprovalandouterqualityapprovalofthecompany.
●参加供方评价和选择，审核供方质量控制程序；
●Elevateandchoosesuppliers,andverifyqualitycontrolproceduresofthesuppliers.
●负责报监、并组织交工资料的审核和移交。
●Beresponsibleforreportingtothesupervisionparty,andorganizeverificationandhandoverofdocumentsforcompletionoftheproject.
●组织项目部的每周质量例会。
●Organizeregularqualitymeetingweeklyintheprojectdepartment.
●参加项目经理例会，汇报工程质量情况，提高质量要求。
