InMay2002,everyCaliforniaschooldistrictandcountyofficeofeducationwasgiventheopportunitytocompleteanoptionalformentitled,"2001-02SalaryandBenefitSchedulefortheCertificatedBargainingUnit（FormJ-90）."Thisformrequestssalaryscheduleinformation,employeeplacementonthesalaryschedulesbyfull-timeequivalents,bargainingunitbonusespaidforselectedservices,salariesanddaysofserviceforschoolprincipalsandsuperintendents,andhealthandwelfarebenefitsbycarrierwithamountspaidbythedistrictorcountyofficeperemployee.ThisdataisusefultoCaliforniaschooldistrictsandcountyoffices,employeebargainingunits,schoolconsultingagencies,academicinstitutionsandstatepolicymakers.TheCaliforniaDepartmentofEducation（CDE）additionallyusesthismaterialforcompletingspecifiedinformationrequiredfortheSchoolAccountabilityReportCard（EducationCodeSection41409.3）.

Participationinthissurveyisvoluntaryandthusthereislessthan100percentreportingofallschooldistrictsandcountyoffices.Eachschooldistrictandcountyofficeofeducationwas,however,encouragedtorespondbywrittencommunicationsfromtheCDEandfromSchoolServicesofCalifornia,Inc.（SSC）,CDE'scontractingagencyforcompilationofthismaterial.Additionally,districtswhohadnotrespondedandwhoseaveragedailyattendance（ADA）exceeded1,000weretelephonedbySSCaminimumoftwotimesandencouragedtocompletethesurvey.Thisreportincludes854districtandcountyofficeresponses.

Toensurethevalidityofthedata,eachsurveywascheckedforreasonablenessbeforebeinginputintothedatabase.Afterinput,thedatawasreprintedandcheckedagain.Finally,theprintedschedulewasmailedtotheschooldistrictorcountyofficeforconfirmation.Over806agencies,or94percentoftotalrespondents,answeredtheconfirmationrequest,andanychangeswerethenincorporatedintothefinaldatabase.

Wearepleasedwiththefinalresponsebyschooldistrictsandcountyoffices.Thisreportisthemostcomprehensivecertificatedsalaryandbenefitdataavailableinthestate,andincludesinformationfrom82percentofschooldistrictsandcountyofficesofeducationrepresenting97percentofthestate'sADA.
