项目经理岗位责任制

一、项目经理应与公司签定“项目管理目标责任书（建设工程承包合同）”，代表公司实施施工项目管理。

贯彻执行国家法律、方针政策和强制性标准，执行公司的管理制度，维护企业的合法权益。

二、履行项目管理目标责任书（建设工程承包合同）规定的任务。

三、组织编制项目管理实施规划。

四、对进入施工现场的生产要素进行优化配置和动态管理。

五、建立质量管理体系和安全管理体系并组织实施。

六、在授权范围内负责做好与发包人、监理工程师、各协作单位、劳务作业层、分包人的协调，解决项目中出现的问题。

七、负责进行现场文明施工管理，发现和处理突发事件。

八、参与工程竣工验收，准备结算资料和分析总结，接受审计。

九、负责项目部其他的日常及善后工作。

十、协助公司进行项目的检查、鉴定和评奖申报。

项目技术负责人岗位责任制

一、对单位工程的施工技术全面负责。

负责制定单位工程的质量目标及质量保证措施并组织落实。

二、负责编制施工方案和施工组织设计。

三、负责校核工程的测量、定位、抄平及放线工作。

四、组织学习施工图纸，并负责向施工人员及有关班组进行技术及安全交底。

五、组织隐蔽工程验收及分部分项工程的质量验收。

六、负责一般质量事故的处理，对于重大的质量事故要及时上报并查明原因，并参与事故的调查处理。

七、组织对竣工工程的初验和验收工作。

八、负责对工程技术资料的管理和检查工作，达到齐全、及时、完整。

九、组织学习新工艺，推广新经验，推广使用新材料。

十、组织业务学习（包括施工图纸及技术标准等）。

六、组织班组认真学习图纸，按图施工，负责处理一般施工技术问题。

七、参与施工班组工作任务结算工作。

八、负责工地现场文明施工管理。

安全员岗位责任制

一、贯彻执行上级主管部门的方针政策，认真执行安全技术劳动保护法规和“两标准五规范”。

二、做好安全生产的宣传教育和管理工作，总结推广交流先进经验。

三、经常深入工地巡回检查，进行安全督促，掌握安全生产情况，调查研究生产中的不安全问题，提出改进意见和措施，并督促落实整改。

四、组织安全活动和检查，并做好安全检查记录。

五、参加编制施工组织设计和安全技术措施计划，并对执行情况进行督促检查。

六、与有关部门共同做好新工人、特殊工种的安全培训、考核工作。

七、进行工伤事故统计分析和报告，参加工伤事故的调查处理。

八、制止违章指挥和违章作业，遇有严重险情，有权暂停生产，并报领导处理。

九、对违反有关安全技术、劳动保护法规的行为经说服、劝阻无效时，有权越级上告。

十、积极配合上级安全主管部门检查工作，对于上级主管部门提出的安全问题认真落实整改。

质量检查员岗位责任制

一、认真贯彻执行国家质量管理政策方针和上级有关规定要求。

二、对班组兼职质量检查员进行业务培训，指导他们的工作。

三、对隐蔽工程进行检查预验收。

四、每天深入工地巡回检查，进行质量监督，提出质量问题整改意见并落实整改情况。

严把质量关，坚决杜绝不合格工程项目。

五、协助公司开展达标活动，贯彻好有关质量文件和会议精神。

六、及时向项目部提供质量检查验收记录，并对其准确性负责。

七、认真执行质量验收标准，严格检查制度，并对检查数据负责。

八、严格执行质量管理制度，组织班组开展QC活动，推行全面质量管理。

九、参与施工班组的工程任务结算工作，并在相应栏签字，对于不合格的工程严禁签字。

材料员岗位责任制

一、认真贯彻执行物资供应管理制度和各项规章制度。

二、严格按照物资供应管理制度，按时报送材料工具需用计划，并跟踪落实，确保供应。

三、负责建立各类物资台帐，按规范记帐，按程序文件要求填写各种资料，日清月结，达到帐、物、单据三项符合要求。

四、严格执行限额领料制度，按要求记好限额领料台帐和领料记录，及时核算节超情况，会同有关部门分析原因，杜绝浪费。

五、认真执行材料验收制度。

正确运用验收标准和手段，严格把好验收、保管关、发放、使用关，并及时对物资合格承办方进行评估、考核，其结果报公司主管部门。

六、加强现场物资管理工作，按照材料平面布置图，定点堆放料具，按规定进行标识，达到码垛成方、使用合理、库容整洁、现场文明、工完料净的要求。

七、按照财务成本的要求，认真进行月（季、年）物资盘点，按时编报材料损耗盘点表及有关统计报表，竣工工程节超分析表。

八、建立废旧物资、包装、容器回收制度，集中回收，合理处理，做好回收台帐。

九、认真做好周转使用工具的回收、维修、保养工作。

十、对于恶意损坏工具、浪费材料的班组进行处罚。
