TheNorwegianGovernmentisdoingitsbesttokeeptheoilindustryundercontrol.Anewlawlimitsexplorationtoanareasouthofthesouthernendofthelongcoastline;productionlimitshavebeenlaiddown(thoughthesehavealreadybeenraised);andoilcompanieshavenotbeenallowedtoemploymorethanalimitednumberofforeignworkers.Buttheoilindustryhasawayofgettingoversuchproblems,andfewpeoplebelievethattheGovernmentwillbeabletoholdthingsbackforlong.AsonNorwegianpoliticiansaidlastweek:
“Wewillsoonbechangedbeyondallrecognition.”
Eversincethewar,theGovernmenthasbeencarryingoutaprogrammeofdevelopmentintheareanorthoftheArcticCircle.Duringthepastfewyearsthisprogrammehashadagreatdealofsuccess:
Tromsohasbeenbuiltupintoalocalcapitalwithauniversity,alargehospitalandahealthyindustry.Buttheoilindustryhasalreadystartedtodrawpeoplesouth,andwithinafewyearsthewholenorthernpolicycouldbeinruins.
Theeffectsoftheoilindustrywouldnotbelimitedtothenorth,however.Withnearly100percentemployment,everyonecanseeasituationdevelopinginwhichtheserviceindustriesandthetouristindustrywilllosemoreoftheirworkerstotheoilindustry.Somesmallerindustriesmightevendisappearaltogetherwhenitbecomescheapertobuygoodsfromabroad.
