第一部分安全、环境及职业健康管理总则

I.GuidelinesofHealthandSafetyandEnvironmentalManagement

1项目初始阶段

HSEManagementduringPreliminaryStage

1.1项目经理组织编制的项目管理计划中应有HSE管理要求，其主要内容·：

ProjectManagementPlanshouldcovertheHSErequirement,whichmainlyincludes:

1）确定项目的HSE管理目标、组织机构和管理职责；

DefinetheHSEmanagementtarget,organization-chart&managementresponsibility.

2）对项目的危险源和环境因素进行辩识和识别，确定项目的重大危险源和重要环境因素，制定重大危险源/重要环境因素的控制目标和管理方案；

Identifyanydangeroussourceandenvironmentalfactor,definethemajorhazardandkeyenvironmentalfactorsanddevelopacontroltarget&managementproposalforthemajorhazard&keyenvironmentalfactors;

3）对从事危险环境下作业人员的培训教育计划及其风险规避的宣传与警告方式。

Workerswhocarryouttheworkunderhazardousenvironmentwillbewelltrained&educated,propagandizetheriskaversion&othersafetyconsciousness.

4）制定HSE管理的主要措施和要求。

Establishthemajormeasure&requirementforHSEmanagementsystem.

1.2项目组应对项目HSE管理计划的实施进行管理。

主要内容包括：

TheprojectteamwillsupervisetheimplementationstatusofHSEmanagementplan.Themainworking-scopewillbeasfollowing:

1）为实施、控制和改进项目的HSE管理实施办法计划提供必要的资源，包括人力、物资、资金和专项技能和技术等；

Inordertoimplement,control&improvetheHSEmanagementsystem,theprojectteamwillprovidenecessaryresourcesincludinglabor-force,materialassets,financingsupport,specialskills&techniquesandetc.

2）项目经理应组织项目人员在项目实施的各阶段，进行项目的HSE实施计划的交底和培训，保证项目组人员或各分包方人员能够理解并执行HSE实施计划的内容和要求；

Projectmanagershouldorganizetheteammembertostrictlyimplementtheclarification&trainingduringeachdifferentconstructionstagesandmakesureeachteammemberandworkers

fromeachsubcontractorcanfullyunderstandthesafetypolicyandexecutetheHSErequirement.

1.3HSE工程师负责监督、审查/检查各阶段项目HSE管理计划的落实，并保存审查及实施记录，确保工程开展中的各项活动能够执行HSE的要求；

HSEengineerwillbeinchargeofsupervising,auditing/checkingtheimplementationstatusofHSEmanagementplan.Atthesametime,hewillalsoberesponsibleforpreservingallauditing&implementationrecordssothatensureallbehaviorsshouldbeincompliancewithHSErequirement.

1.4项目组应建立并保持对相关方在提供物资和劳动力等方面所带来的风险进行识别和控制的程序，有效控制来自外部的危险因素。

Projectteamshouldsetupasoundidentificationsystemforhazardfactorsbroughtbyincomingmaterialassets&laborforcefromrelevantparties,makesurethehazardfactorfromexternalareasshouldbeeffectivelycontrolled.

2.设计阶段的HSE管理

2.1设计HSE的策划

HSEPlanforDesignWork

设计经理在项目经理领导下，根据“项目管理计划”中的HSE的要求，在项目的设计提纲明确本项目的HSE目标及管理要求。

管理要求是根据项目特性、针对与项目设计相关的职业健康、安全和环境保护目标确定。

要求与目标必须与有关HSE评估单位和政府部门对项目HSE的批复意见一致。

BasedontheHSErequirementdefinedby“ProjectManagementPlan”,thedesignmangerwillspecifytheHSEtarget&requirementinthedesignbriefunderthehelpofprojectmanager.ThemanagementrequirementisfixedbyreferringtotheprojectfeaturesandrelatedHSEtargetsapplicableforthisproject.Therequirement&targetshouldbeinconcordancewiththeonesdefinedbyotherrelevantHSEevaluationdepartment&statutorybureaus.

2.2HSE设计

HSEDesign

各专业设计人根据设计输入条件、合同规定、法律法规、标准规范和与HSE相关的评估以及批复意见的要求进行设计，按照公司的《设计控制程序》，通过设计、验证、评审等一系列设计活动，确保各专业的设计成品符合HSE的输入要求。

TheHSEdesignworkisbasedonthedesignspecification,contractualspecification,laws&rules,standard&criteria,andcommentsfromrelevantHSEevaluationdepartments.Inaddition,

thedesignworkwillbeincompliancewithDesignControlProcessspecifiedbyourcompany,andconfirmthefinishedworkwillmeettheHSErequirementthroughdesign,verification&evaluationprocesses.

2.3设计HSE审查

HSEauditing

HSE审查及落实情况与设计文件的校审同步进行，并记录于“设计文件评审记录卡”中与其他技术文件一并归档保存。

Theauditing&performanceofHSEmanagementanddouble-checkofdesigndocumentshouldbecarriedoutatthesametime,allthisinformationshouldberecordedinthe“EvaluationCardofDesignDocument”andthiscardwithbepreservedtogetherwithothertechnicaldatum.

3.采购阶段的HSE管理

HSEmanagementduringProcurementStage

3.1采购过程的输入是设计要求、顾客要求、施工要求和公司管理的要求。

采购过程的输出为按时、保质地提供满足HSE要求的设备、材料和项目所需的其他资源，完成《采购产品安全审核表》。

TheinputdataduringprocurementstagewillbeinaccordancewithDesignRequirement,ConstructionRequirement&requirementbroughtforwardbyCompany.TheoutputdataduringprocurementstageshouldbeonscheduleandensureallmaterialsandequipmentsandothernecessaryresourceswillmeettheHSErequirement,finishSafetyAuditingFormforProcurementProduct.

3.2采购部负责组织对设备、材料、工程供方进行考核评定内容为

ThefollowingitemsshouldbeauditedandevaluatedbyProcurementDepartment:

1）有完整且运行有效的HSE体系。

Haveonecomplete&effectiveHSESystem

2）有足够的装备、场地、检测手段，能保证满足采购文件所提出的要求。

Provideenoughequipment,space,inspectionmethod;makesuretomeetallrequirementsdefinedbyProcurementPaper.

3）有良好的商业信誉和HSE保护业绩；

Havesoundcreditstanding&haveoutstandingachievementforHSEmanagement.

4）对提供有特殊要求的设备、材料（如压力容器、防爆产品、锅炉等）应具有国家和有关部门认可的证明文件。

ProvidenecessarycertificationissuedbyNationalDepartment&relevantbureausforthoseequipments&materialswithspecialrequirement（e.g.Pressurevessel,explosion-proofproduct&boilerandetc.）

5）对评定合格的供方由采购部建立设备、材料合格供方档案并进行管理。

ProcurementDepartmentwillcollect&managetheequipmentarchives&materialarchivesforallqualifiedsupplierafterevaluation.

6）项目选择设备、材料供方时，需根据项目要求选择供方档案中的合格供方进行询价、报价后确定，并在签订的采购合同中明确HSE要求。

Duringtheprocessofselectingtheequipment&materialsupplier,thequalifiedsupplierwillbeselectedfromthesupplierachieves,andthefinaldeterminationwillbebasedontheirinquiry"ation.TheHSErequirementshouldbeclarifiedduringthesigningstageofprocurementcontract.

7）若需采用未列入供方档案的厂家时，需在询价前进行评定。

Ifanysupplierthatisnotlistedinthearchiveswillberecommended,theinquirywillbecommencedafterpassingtheevaluationwork.

3.3采购经理应把职业健康、安全和环境保护对设备材料的要求纳入采购管理的内容。

ProcurementmanagershoulddefinetheHSErequirementforprotectingequipments&materials.

3.4采买和检验工程师应在项目HSE工程师的配合下，审查设备、材料是否满足有关职业健康、安全和环保的法律、法规和标准规范的要求。

Procurementengineer&calibrationengineershouldcooperatewithHSEengineertoauditwhetherallequipments&materialsmeettheHSEcode&standardornot.

当发现不能满足要求的缺陷时，应提出书面意见进行整改，直到达到要求为止。

如果发现有严重违反法律、法规和标准规范时，应下达停止制造或停止使用的通知书。

Anyremedialworkfordefectshouldbepointedoutinawrittenway.Theremedialworkwillbeterminatedonlyaftermeetingtherequirement.Ifanyseriousviolationandlawbreakingbehaviorhappens,oneSuspensionNotificationLetterneedtobeissuedwithoutanyhesitation.

3.5当采购危险化学品并执行运输任务时，应编制或审查危险化学品的运输方案。

Transportationplanshouldbedevelopedorauditedforchemical&hazardproductduringprocurement&transportationstages.

3.6材料经进场检验合格后应在指定场所合理、整齐堆放并实行挂牌制度。

Oncethematerialsdeliveredtothesitearecheckedandapprovedtheyshouldbestackedneatlyinreasonablyspecifiedlocationandtaggedfortheeaseoffutureuse.

4施工阶段的HSE管理

HSEManagementduringConstructionStage

4.1施工经理/安全工程师根据“项目管理计划”中的HSE的总体要求和《施工现场HSE管理规定》，在编制本项目的“施工计划”时，确定施工过程的HSE管理要求,建立施工现场的HSE管理机构及管理制度，识别和评价施工过程中危险源和环境因素，确定重大危险源和重要环境因素，并制定施工管理方案和技术措施。

BasedonHESgeneralconditionspecifiedby“ProjectManagementPlan”&HSEManagementProvisionsforConstructionSite,constructionmanager&safetyengineerwilldefinetheHSEmanagementrequirement&establishHSEmanagementorganization&policyonjobsite,identify&evaluatedangeroussources&environmentalfactorsduringconstructionprocess,definethemajorhazard&keyenvironmentalfactor.Inaddition,theywilldevelopmanagementschedule&technicalmeasuresduringconstructionstage.

4.2施工前，HSE工程师应督促检查施工方进行HSE培训教育实施情况，确保参与施工的人员能够了解现场的HSE管理制度，重大危险源和重要环境因素，提高HSE管理意识和能力。

Beforeconstruction,HSEengineershouldsupervisetheperformancestatusofHSEtraining&education,makesureallinvolvedworkerscanbehaveknowledgeaboutHSEmanagementsystem,majorhazard&keyenvironmentalfactor.Strengthentheconsciousness&capabilityforHSEmanagement.

4.3HSE的技术交底

TechnicalclarificationforHSEmanagement

单位工程、分部和分项工程开工前，施工经理应组织施工组各人员向施工分包方各级施工管理人员进行HSE技术交底，并填写“安全／环保技术交底记录”，由交底人和接受交底人签署留存；

BeforecommencingUnitwork,Sub-workandSectionWork,constructionmanagershouldorganizehisteam&allmembersfromothersubcontractorstolearnthetechnicalclarificationforHSEmanagement,andfillin“Safety/EnvironmentprotectionTechnicalClarificationRecord”andtheclarificationpeopleandthepeoplebeenclarifiedshouldsigntheirnamesontherecord.

4.4HSE的检查

HSECheck

1）现场施工组应建立现场EHS检查制度，明确检查方式、时间、内容和整改的要求、处罚措施等内容;

ProjectteamshouldbuildupHSEcensorshiponsite,andspecifyparticularsincludingmanner,time&itemsforcheckactionandalsodefinethevariationrequestandthepunishmentmeasures.

2）施工现场的HSE工程师每日对作业现场应进行巡视检查，施工经理应组织各施工分包方对作业现场进行每周的联合检查，检查内容主要为施工、生产过程的HSE措施的落实，并记录在“安全审查／巡视察记录”中，予以保存。

HSEengineershouldimplementdailypatrolonsite,andateachweek,constructionmanagershouldorganizeeachsubcontractortoperformajointcheckforthewholesite.HSEcheckmainlyfocusesontheperformancestatusofHSEmanagementatconstruction&productionstage.Alldatawillberegisteredin“SafetyAuditing/PatrolRecord.

5、试运行阶段的HSE管理

HSEmanagementduringTrial-operationStage

5.1业主负责试运行阶段的安全管理工作的具体实施；

Clientwillberesponsibleforimplementingsafetymanagementduringtrial-operationstage.

5.2项目HSE工程师的任务：

HSEEngineer’smission:

（1）协助业主的安全管理工作；

FacilitateClient’ssafetymanagement;

（2）检查试运行方案是否符合安全要求并建立了相应的安全规程和制度。

如：

安全规程、防火制度、有毒气体防护制度及安全应急措施等；
