UruguayhasbeenaproudexceptiontotheprivatizingwavethatsweptthroughSouthAmericainthe1990s.Itsstate-ownedfirmsaremoreefficientthatmanyoftheircounterpartsinArgentinaandBrazileverwere.In1992,Uruguayansvotedinareferendumagainstprivatizingtelecoms.TheyrightlyobservethatsomeofArgentina'ssalesweresmashed,creatinginefficientprivatemonopolies.Andwithunemploymentat15%,nobodyisenthusiasticaboutthejobcutsprivatizationwouldinvolve.
