AttheendofJuly1999some100,000studentswereformallyenrolledinPolytechnics.Youemployednearly5000academicstaff.Yourorganisationsofferasignificantproportionofthe86,000coursesofferedbyNewZealand'sTertiaryEducationInstitutionsandyoumakeasignificantcontributiontoregionaleconomies.

IwouldliketospecificallyacknowledgetheimportantroleplayedbytheCouncils,theChairs,theChiefExecutivesandtheseniormanagementandstaffofpolytechnics.Thedifferentrolesyouallplayareveryimportanttotheoverallsuccessnotonlyofyourorganisationsbutalsotothefutureofmanypeople.

Workingintertiaryeducationisverydemandingandinmanywaysisbecomingmoredemanding.

YouworkinasectorthatisfacingthechangingandincreasingdemandsandexpectationsofmanypartsofNewZealandsociety.

Theprogrammes,courses,andqualificationsyouofferneedtoevolveinwaysthatmeetthechangingneedsofstudentsandemployers.

Manyofyouneedtofinanciallystrengthenyourorganisationsaswellasmangetherisksthatcanthreateneducationqualityandfinancialviability.

Youfacethechallengesandtheopportunitiesofinformationandcommunicationtechnologiesandthegrowingimpactsofinternationalfactors.

YetincreasingthequalityoftheeducationyouprovideinNewZealandiscriticaltoourfuture.

Thishighlightstheimportanceofqualityleadership,bothgovernanceandmanagement.Ithighlightstheimportanceofstrategyatbothaninstitutionallevelandatasectorlevel.

LookingoutintothefutureIseethesectorincreasinglybeingdrivenbymoredemandingstakeholdersandstudents.

Criticaltofuturesuccesswillbethequality,thefocusandtherangeofco-operativerelationshipsyoudevelop.

Suchrelationshipswillbeanintegralpartofgoodstrategyandtheeffectivemanagementofeducationandfinancialrisks.

Suchrelationshipswillbethebasisofprovidingbetterandmoreresponsiveservicestoyourkeystudentandstakeholdergroups.

Thelastfewyearshasseenamarkedgrowthinco-operativerelationshipsbetweenpolytechs;betweenpolytechsanduniversities;withbusinessinterestsandwithITOs.

Iseetheneedforgreaterco-operationcontinuingtostronglyincrease.

Lookedatfromastudents'perspective:

Studentswillhavemoreoptionsastowhereandwhentheystudy-bothinNewZealandandabroad.Theywillbeinterestedinfollowingdifferentpathways.Theywillbemorelikelytowantpathwaysthatcaninvolveamuchwiderrangeofcoursesandon-the-jobexperiencesthanasingleinstitutioncanprovide.

WhileInformationandCommunicationsTechnology(ICT)willcreatemoreoptionsandopportunitiesforstudentsitwillaffectthecostsofprovidingandaccessingeducation.Itwillimpactontheservicesthatyoucanoffertostudents.Itcanopenupnewandinnovativewaysofcooperatingwithotherprovidersaswellcreatenewwaysforteachingandlearning.

Employersanddifferentsectorsoftheeconomyaregoingtobelookingforprovidersthataremoreresponsivetoprovidingthemwithstaffthathavetheskillstheyneedtosucceedinafastchangingmoderneconomy.

Theywillbeinterestedinbeingabletoaccesscoursesthatareofferedbyotherprovidersandhowtheycanstaircaseintootherqualifications.

Theywillbeconcernedaboutcost.

InmeetingsuchexpectationsIbelievethatconsiderablescopeexistsacrossyoursectortoimprovethequalityofservicesavailabletostudentsandthecostsassociatedwithmeetingthosedemandsthroughthefurtherdevelopmentofco-operativestrategies.

Iseescopefordevelopingoptionsforstudentsthatinvolveaccessingarangeofcoursesacrossarangeofproviders.

Iseemorescopeforcoursedevelopmenttobesharedbutwithcoursesofferedatanumberofsites.

Ithinkconsiderablescopedoesexistinsomeinstitutionstolowercosts.Iseeconsiderablevariationincoststructuresacrossthesector.Thesearenotsimplylinkedtothesizeoftheinstitution.Ifthesectorasawholewasabletomatchthecoststructuresofsomeofthemore"efficient"institutionsthenthesectorasawholewouldbeshowingaveryhealthyfinancialsurplusandindoingsowouldprovidestaffwithmuchgreaterconfidenceaboutfuturecoursesandviability.

Thereareanumberofcurrentpolicieslookingtosupportstudentstofollowdifferentpathways.

TheModernApprenticeshippolicyisoneexample.

Thecurrentreviewofindustrytrainingisalsolookingatwaysinwhichwecanhaveamorehighlyskilledworkforce.

Thestrengtheningofcareersadviceandguidanceisanother.TheNationalQualificationsFramework(NQF)remainsimportant.Thereisastrongfocusondevelopinganationalliteracystrategyfromthenewbornchildtotheadultworker.

ThenewNationalCertificateofEducationAchievement(NCEA)isamajordevelopmentthatwillhelpstudentsmakethetransitionfromschoolintohighereducationandintowork.

Thisqualificationwillremoveanumberoflimitationsoftheexistingexamsystem.

Itwillrecogniseamuchwiderrangeofachievementespeciallyintheseareassuchaslaboratoryandtechnicalskillsthatarenotcurrentlytestedorrecognisedinexistingexams.

Itwillprovidemuchbetterinformationaboutwhatastudentcanandcannotdo.

Byremovinganartificialdividebetweenvocationalandacademiclearningitwillsupportabroadrangeofpathwaysfromschoolintotheworkplace.

Itisbeingdesignedtochallengeeverystudentinourschoolstoachieveatthehighestlevelspossible.

Itwillmakestandardsexpectedofstudentsatdifferentlevelsmuchmoreexplicitandtransparent.

Itwillrequirestudentstodemonstrateaminimumcompetencyinliteracyandnumeracy.

Anemployersperspective.

Employeeswilllooktoprovidersasasourceofnewideas.Theywillwantyoutounderstandtheirbusinessesandtheirneeds.Theywilllooktoyoutocontributetosolvingtheirproblemsandtohelpingtheminnovateandcreatenewmarketopportunities.

Theywillwanttobeassuredaboutthequalityandrelevanceofcoursesbeingoffered.

EmployersandthedifferentsectorsoftheeconomyIthinkwilllooktoworkwithgroupsoftertiaryproviders.

Animportantaspectoftheregionalinitiatives,theestablishmentofIndustryNewZealandandthereviewofindustrytrainingwillbefindingwaysofstrengtheningtherelationshipsandinformationflowsbetweentheneedsofemployersandtheprovidersthatmakeupthetertiarysector.

Developingastrongerinternationalfaceofthesector:

Thereisahugepotentialinternationalmarketforstudents.WhilethiswillopenupopportunitiesforNewZealanderstoaccessoverseasproviderssoitalsoopensupthepotentialforNewZealandinstitutionstoattractgrowingnumbersofoverseasstudents.

Myobservationwouldbethatwithsomeexceptions,polytechnicshaveyettostronglyfocusonthepotentialthatexists.

Successthough,willneedastrongsectorwideapproach.Suchanapproachwillneedtoprovideassurancetooverseestudentsaboutquality,relevanceandcapabilityofthesectorandaboutstudentwelfare.

AsasectorandasacountryanysignificantqualityfailurecouldimpactadverselyonthewholereputationoftheNewZealandeducationsystem.

Tosupportamuchgreaterpotentialofeducationexportsweareundertakingamajorexerciseworkingwithtodevelopabroadereducationexportpolicyframeworkandsectorstrategy.Sectorinputintothisisamajorelementofourwork.

Componentsofthestrategyarecentredaroundfourstrands:

Developingthecapabilitywithinthesectortomeettherequirementsanddemandsofinternationalstudentsincludinghighlevelsofassuranceaboutquality.

Buildingthecapabilitynecessarytodevelopandsustaininternationalactivities.

StrengtheningthewaysinwhichNewZealandcanbemarketedoverseas.

IdentifywaysinwhichthedevelopmentofthemarketcanbeassistedandfacilitatedbytheGovernment.

EquityIssues
