Thefirstistostrengthenfamilyplanningmanagementandservicework,toensurecitizenssafe,effectiveandappropriatefamilyplanningaccordingtolaw,accordingtothe"

sRepublicofChinapopulationandfamilyplanninglaw"

Thesecondchapter,organizationandresponsibility

Theeighthlevelsoffamilyplanningmanagementinstitutionsentrustedbytheadministrativedepartmentofpopulationandfamilyplanning,taketheareaoffamilyplanningmanagementandservicework.

ArticleninthofthenationalpopulationandfamilyplanningandDevelopmentCenter（hereinafterreferredtoasthedrugdevelopmentcenter）ismainlyresponsibleforthefollowingtasks:

（a）theorganizationoffamilyplanningworkinthelong-termdevelopmentplan,assistrelevantdepartmentstoformulaterelevantrulesandregulationsandmanagement;

（two）tothenationalfamilyplanningcontraceptivesspecialfunds（hereinafterreferredtoasspecialfundsallocationandfamilyplanningcontraceptives）demandplan;

（three）theorganizationandimplementationofnationalfamilyplanningofthegovernmentprocurement,theuseoffunds,storageallocation,qualitymonitoring,servicedelivery,informationstatisticalwork;

organizingtheimplementationofthenationalreserveoffamilyplanningplanning,procurement,storageandtransfer;

（four）theguidanceofprovincialfamilyplanningmanagementservices;

organizetheimplementationoffamilyplanningsystemforbusinesstrainingandcontraceptivepropaganda;

（five）organizetheimplementationofinternationalexchangeandcooperationrelatedtofamilyplanning.

Articletenthofthemunicipaldistrictsofmorethanlocalfamilyplanningmanagementmechanismismainlyresponsibleforthefollowingtasks:

（a）tofamilyplanningmanagementrulesandregulations;

（two）toformulatespecialfundsallocationanddemandplanandscheme;

（three）preparationoffamilyplanningworkfundstheannualbudgetandfinalaccounts;

（four）assumethemanagementofspecialfundsandtheuseofcontraceptives,planningandstatistics,storageallocation,qualitymanagement,servicedeliveryandotherworkandprofessionalguidancetothemanagementoffamilyplanningagenciesatalowerlevel.

Eleventhcounty-levelfamilyplanningmanagementmechanismismainlyresponsibleforthefollowingtasks:

（a）publicizeandimplementthepolicyoffamilyplanningmanagement;

（two）statistics,prepareandsubmittheannualdemandforfamilyplanningplan;

（three）executefamilyplanningandallocationplanforqualitymanagementintheprocessofstorageandtransport;

（four）guidanceGrassrootsFamilyPlanningManagementandservicework;

（five）thetrainingoffamilyplanningmanagementandservicepersonnel.

TwelfthTownshipfamilyplanningmanagementinstitutionstoundertakethefollowingtasks:

（a）preparationofContraceptiveRequirementsandpaymentplan;

（two）takecontraceptivestorageallocation,issuedstatisticsandpropagandawork;

（three）forgrantingcouplesofchildbearingagecontraceptivecontraceptiveuse,guidanceandfollow-upservices.

Thirteenthfamilyplanningsupplystation,accordingtofamilyplanningannualsubscriptionplan,responsibleforthefamilyplanningoftheacquisition,storageandtransfer.

Thefourteenthisengagedinfamilyplanningmanagementandservicepersonnelshallhavethecorrespondingqualificationcertificates,andtheimplementationofsystem.

Engagedinfamilyplanningmanagementandservicepersonnel,shouldunderstandthenationalandlocalpopulationandfamilyplanningandrelatedlaws,regulationsandpolicies,graspthefamilyplanningandrelatedbasictheoryofprofessionalknowledgeandpracticalskills.

Fifteenthprinciplesaccordingtotheclassificationoftraining,continuingeducationoffamilyplanningmanagementandservicepersonneltrainingand.

Atorabovethecountylevelpopulationandfamilyplanningadministrativedepartmentsresponsibleforformulatingtrainingplan,theorganizationoftheimplementationoffamilyplanningmanagement.

Thethirdchapter,planandpurchase

SixteenthAnnualFamilyPlanningplanningprincipleiscompletevarieties,reasonablestructure,adequateinventory,eliminatewaste,ensuresupplytomeettheneedsof.

Seventeenthfamilyplanningcontraceptivesdemandannualplantofamilyplanningcontraceptivesinthegovernmentprocurementcatalog,inaccordancewiththereproductivepopulation（includingfloatingpopulation）,thepercapitaamountoftheactualneeds,theexistinginventoryanddemandlastyearimplementationplanpreparation.

FamilyplanningcontraceptivesinthegovernmentprocurementcatalogbythenationalpopulationandFamilyPlanningCommissiontodetermineandpublish.

Eighteenthfamilyplanningplanningonceayearforthenewspaperunitatthetownshiplevel.

Atorabovethecountylevelfamilyplanningfamilyplanningmanagementplanningorganization,requiredbythepopulationandfamilyplanningadministrativedepartmentsaftertheaudit,submittedtothecompilationofcontraceptivedevelopmentcenter;

audit,contraceptivedevelopmentcentersummary,theestablishmentofthenationalfamilyplanningmedicinewithorderplanscheme,bythenationalpopulationandFamilyPlanningCommissionapproval,stepbystepissued.

Nineteenthfamilyplanninginaccordancewiththerelevantprovisionsofthesafeandeffectivequality,economicandconvenient,theprincipleoffairandfamilyplanningofgovernmentprocurement,governmentprocurement.Specificmeasuresforfamilyplanningofgovernmentprocurementshallbeformulatedseparately.

Thetwentiethlevelsoffamilyplanningmanagement,warehousing,inventory,warehousing,distributionofcontraceptives,real-timemonitoringandstatistics.

Twenty-firsttheimplementationoffamilyplanningpurchasedepositstatisticsannualreportsystem.Statementsmustbeaccurate,completeandtimely.

Thefourthchapter,fundmanagement

Twenty-secondfamilyplanningmanagementinstitutionsshouldstrictlyimplementtheprovisionsofthestaterelatingtofinancialmanagement,specialfundsandthebudgetandfinalaccountsandfinancialmanagement.

Specialfundsforcontraceptivesmustbeincorporatedatalllevelsofpopulationandfamilyplanningdepartmentbudgetexpenditure,earmarking,andshallnotbeoccupied,interceptionanddiversion.

Twenty-thirdandtheuseofspecialfunds,thescopeofthestandard,tostrictlyimplementtherelevantprovisionsofspecialfundsmanagementtoolandaccounting.

Twenty-fourthfamilyplanningprocurementfundsunifiedbythefamilyplanningmanagementinstitutionsattheprovinciallevelsettlement,andinaccordancewiththeprovisionsofthetreasurymanagementsystemofunifiedpayment.

Twenty-fifthfamilyplanningworkfundedbythemunicipaldistrictsoftheabovefamilyplanningmanagementagenciestoprepareannualbudgetbytheexecutivelevel,populationandfamilyplanningadministrativedepartmentstoreviewandapprovaloftheprovincialpopulationandfamilyplanningadministrativedepartments.

Twenty-sixthfamilyplanningmanagementinstitutionstosetupafamilyplanninggeneralledgerandsubsidiaryledger,theallocationoffamilyplanningimplementationofvaluation,doaccountsinline,consistentwithaccounts.

Thefifthchapterisqualitymanagement

Thetwenty-seventhdrugdevelopmentcenterforthecountrytoprovidefreecontraceptivesqualitymanagementwork.

ThenationalpopulationandFamilyPlanningCommissionofqualitysupervisionandinspectionworkandqualitymonitoringcenterisresponsibleforthecountrytoprovidefreecontraceptives.
