MARPOL73/78公约附则I检查指南

ThepurposeoftheinspectioncampaignistoverifythattheOilFilteringEquipment（OFEsystemsareinstalledonboardshipsinaccordancewithMARPOL73/78,AnnexI,regulations16and17.ThepurposeisalsotoinvestigatetheoperabilityofOFEsystems,andtofindoutwhethersludgehasbeendischargedintoportreceptionfacilities,burntinanincineratororinanauxiliaryboilersuitableforburningoilresidues,mixedwithfuelorotheralternativearrangements.

该项大检查的目的是为了核实装在船上的滤油设备符合MARPOL73/78公约附则I第16条和17条的规定。

同时为了查明滤油设备的可操性,确认船上产生的油渣是否排放到岸上接收设施、或经过焚烧炉焚烧、或在可以燃烧油渣和燃油混合物的副锅炉燃烧、或经过其它替代设备处理。

EachshipshouldbesubjecttothisCIConlyonceduringthecampaignperiod.每一船舶在检查期间（2006年2月1日至4月30日仅需接受一次有关此CIC的检查。

1DoesthevesselhaveanOilFilteringEquipment（OFEonboard?

船上是否有滤油设备?

Thisinformationcanbefoundinparagraph2.2.1or2.2.2ofFORMAorFORMBoftheIOPPCertificateofthevessel（FORMAisforshipsotherthanoiltankers,FORMBisforoiltankers..

From6July1998,allshipsof400grosstonnageandabove,regardlessofage,mustbefittedwith15ppmoilfilteringequipment.Originallysomeshipswereabletouse100ppmoilfilteringequipment,butthisisnolongeracceptable.

从1998年7月6日起,所有400总吨或以上的船舶,不论船龄大小,都必须安装15ppm滤油设备。

起初,一些船舶是可以使用100ppm滤油设备,但现在已不再允许使用。

2Doesthevessel’sOFEsystemhaveanalarmandanautomaticstoppingdevice?

Thisinformationcanbefoundinparagraph2.2.2ofFORMAorFORMBoftheIOPPCertificateofthevessel.

AnnexItotheMARPOL73/78Convention,ifthesystemhasanalarmandautomaticstoppingdevice.AcompletelistofSpecialAreasisincludedinregulation10ofAnnexItoMARPOL73/78Convention.

根据公约第16条（2款中的规定,所有10000总吨及以上的船舶必须安装一报警和自动停止装置。

按照附则Ⅰ第10条（3（b款的规定,在MARPOL73/78公约附则Ⅰ中列出的特殊区域里,任何船舶机器处所里的含油污水,只有在通过安装有报警和自动停止装置的滤油设备的处理后,才允许排放出海。

However,sincethisisnotarequirementofregulation16,shipslessthan10,000grosstonnageneednotbeequippedwithsuchanalarmandstoppingdevice,ifnoeffluentfrommachineryspacebilgesisdischargedwithinspecialareas.Conversely,thedischargeofeffluentwithinspecialareasfromshipswithoutanautomaticstoppingdeviceisacontraventionoftheConvention,eveniftheoilcontentoftheeffluentisbelow15ppm（seeUnifiedInterpretation3.4.1ofAnnexI.

但是,由于这并不是公约第16条的要求,10000总吨以下的船舶如不在特殊区域从机器处所舱底排放排出物,则不需要安装该报警和停止装置。

反之,未安装自动停止装置的船舶,在特殊区域里进行排放,即使排出物含油量低于15ppm,也构成违反公约（参考附则I中的统一解释3.4.1。

Ifthegrosstonnageofthevesselislessthan10,000,andthevesseldoesnothaveanalarmandautomaticstoppingdevice,theanswertothisquestionisN/A.InthiscaseaholdingtankmusthavebeenidentifiedintheIOPPCertificatefortheretentionofoilybilgewateronboard.However,ifthevesselhasuseditsOFEsysteminaSpecialAreaofAnnexI,actionshouldbetakentorectifythedeficiency.UseoftheOFEsystemisrecordedintheOilRecordBookwithCodeletterD,Itemnumber15.1orwithCodeletterE.

如果船舶是10000总吨以下,而且没有安装报警和自动停止装置,那回答该问题的答案是“不适用”。

在这种情况下,必须在IOPP证书上注明用于接收船上含油污水的储存舱。

无论如何,如果该船舶在附则Ⅰ的特殊区域里使用滤油设备,这时必须采取行动以纠正该缺陷。

滤油装置的使用,在《油类记录簿》里的记录是使用代码D,项目号码是15.1或使用代码E。

3IstheOFEequipmenttypeapprovedaccordingtotheIOPPcertificate?

滤油设备的批准型号是否和IOPP证书相符?

Theseparating/filteringequipmentandtheoilcontentmeterinstalledonships,thekeelsofwhichwerelaidorwhichwereatasimilarstageofconstructionbefore1January2005,shallbeapprovedeitherinaccordancewithresolutionA.393（XorMEPC.60（33,seeparagraphs2.4.1and2.4.3ofFORMA.ResolutionMEPC.60（33includesaspecificationofthepollutionpreventionequipment.IthassupersededResolutionA.393（Xandappliestoallequipmentinstalledonorafter30April1994.ItshouldbenotedthattypeapprovalissuedinaccordancewithresolutionA.393（Xisstillvalidforequipmentinstalledonthevesselbefore30April1994.

安装在2005年1月1日之前安放龙骨或处于相应建造阶段的船舶的分/滤油设备,必须按照A.393（X决议或MEPC.60（33决议认可,见IOPP证书表A中的2.4.1和2.4.3段。

MEPC.60（33决议包含有防油污设备的规格,它取代了A.393（X决议并适用于安装日期在1994年4月30日及以后的设备。

须注意的是,根据A.393（X决议认可型号的、并于1994年4月30日之前安装在船上的设备仍然是有效的。

Theseparating/filteringequipmentandtheoilcontentmeterinstalledonships,thekeelsofwhichwerelaidorwhichwereatasimilarstageofconstructionafter1January2005,shallbeapprovedinaccordancewithresolutionMEPC.107（49.Thisalsoappliestonewinstallationsfittedonorafter1January2005toships,thekeelsofwhichwerelaidorwhichwereatasimilarstageofconstructionbefore1January2005insofarasisreasonableandpracticable.

安装在2005年1月1日及之后安放龙骨或处于相应建造阶段的船舶的分/滤油设备,必须按MEPC.107（49决议认可。

只要合理和可行,这同时适用于2005年1月1日之后安装在2005年1月1日之前安放龙骨或处于相似建造阶段的船舶的分/滤油设备。

4Isthe15ppmalarmcorrectlyadjustedandoperable?

Thecrewisinvitedtodemonstratetheoperabilityofthe15ppmalarmaccordingtotheinstructionmanualoftheequipment.

要求船员根据设备的操作手册,演示15ppm报警的操作性能。

5Isthe3-way-valveorstoppingdevicefunctioning?

三通阀和自动停止装置是否动作?

Thecrewisinvitedtodemonstratetheoperabilityofthe3-way-valveorstoppingdeviceaccordingtotheinstructionmanualoftheequipment.

要求船员根据设备的操作手册,演示三通阀或自动停止装置的工作性能。

6IstheOFE-systemfreeofillegalby-passes?

滤油设备是否不存在非法的旁通管?

Thiscanbedonebyvisualinspectionoftheconnectionsandpipelinesinthemachineryroomofthevessel.Noconnectionsarepermittedtopasstheseparator,the15ppmalarm,the3-way-valveortheautomaticstoppingdevice,allowingbilgestobedischargeddirectlyoverboard.

可通过目测检查船舶机器处所的管系和各连接。

旁通油水分离器、15ppm报警、三通阀或自动停止装置而直接将污水排放出舷外是不允许的。

Bilgelinefromengineroomspacesispermitteddirectlyoverboardincaseofanemergencye.g.floodingofengineroom.
