1.1.3项目提出的背景、投资必要性和经济意义

(1)万载县概况及主办单位概况:

①万载县概况:

万载县位于江西省西北部,东至上高县,南接袁州区,西北连铜鼓

县,东北与宜丰县接壤,西与湖南省浏阳市毗邻。

县域东西长61公里,

南北宽52公里,全县总面积1719.63平方公里,县域内西、南、北三面

重峦叠峰,森林覆盖率达63%,东部平原沃野、阡陌连绵。

全县共有17个乡镇(街道)、共有181个村、19个居委会、3360

个村民小组,2009年末总人口人,其中农业人口人,非

农业人口人。

万载县林业资源特别丰富,森林覆盖面积高,主要盛产杉木、松木、

矿产资源丰富,品位高、质量好,主要有煤炭、瓷土、

石英石、花岗石、金、钨、铝、硫磺等。

另外旅游资源丰富。

拥有古文

化遗址7处、古建筑群8座、现代革命历史纪念地10处。

万载县交通便利,G320从县内通过,通过G320可通往沪昆高速

(30Km)、广大高速(36Km)、浙赣铁路线(35Km),距正在修建的宜

春明月山机场(40Km)。

万载是一个具有一定文化底蕴,历史比较悠久县级小城。

至今己有

1600多年的建县历史。

小城依山傍水,空气清新。

改革开放以来,万载

的城市基础建设比较理想,教育、医疗卫生、文化体育、商业服务、金

融电信等公用设施齐备。

近年来万载县委县政府提出了“拼搏十一五,决战工业化,实现四

翻番,再创富万载”的战略目标。

在距县城4公里的鹅丰乡打造了一个

省级工业园区,现园区初见规模拥有企业200多家。

园区还考虑到化工

企业的特殊性,在园区最后端靠近锦江的区域,形成一个化工区域。

取水、排水、综合利用开发等方面为企业考虑。

园区内招商引资、税收

及行政服务形成规范操作。

2009年,万载县国民经济快速增长,全年实现GDP47.03亿元。

资80%,万载县辉明化工有限公司投资20%,共同出资组建合资公司,通

化双龙化工控股。

通化双龙化工股份有限公司是国内最早从事沉淀法白炭黑生产厂

家,具有四十多年沉淀法白炭黑生产历史,不仅为我国的国防工业和航

空、航天事业做出较大贡献,而且在民用高性能白炭黑制造领域占用较

大市场份额。

公司占地面积4万多平方米,建筑面积2.4万平方米,注

册资金5200万元,职工人数274人,公司总资产10538万元,净资产

8207万元,生产能力16kt/a沉淀法白炭黑,生产的产品有20余个型号,

其中TM白炭黑获国家科技进步三等奖;36-5白炭黑是国内唯一为军工

配套的沉淀法白炭黑;TMG白炭黑获吉林省科技进步三等奖,作为硅橡

胶专用白炭黑,其产品质量达到国际同类产品水平。

公司技术力量雄厚,

已认定为级高新科技企业何省级企业技术中心,目前已获得白炭黑授权

专利3项,正在申请专利3项。
