EHS020特种设备及作业人员安全管理制度
1目的（Purpose）
1.1为了加强特种设备和特种作业人员的管理，确保特种设备的安全运行，防止发生特种设备事故，保障员工生命和财产安全，特制定本规定。
Wedrawthisformulateinordertostrengthenthemanagementofspecialequipmentsandspecialoperationsstaffs,toensurethesaferunningofthespecialequipments,topreventtheaccidentsofspecialequipments,toensurethesafetyofstaffs’lifeandproperty.
1.2.对特种作业人员、包括特种设备作业人员（以下简称特种作业人员）的教育培训、持证上岗管理作出了规定。

4用语定义（Definitions）
4.1特种设备：
本规定所称特种设备是指涉及生命安全、危险性较大的锅炉、压力容器（含气瓶，下同）、压力管道、电梯、起重机械、厂内专用机动车辆。

4.2特种设备包括其附属的安全附件、安全保护装置和与安全保护装置相关的设施。
Thespecialequipmentsincludethesafetyattachments,safeprotectiveequipmentsandtheequipmentsrelatedtothesafeprotectivedevice.
4.3本规定所称特种作业人员：
是指容易发生事故，对操作者本人、他人的安全健康及设备、设施的安全可能造成重大危害的作业人员。
特种作业的范围由国家特种作业目录规定，公司内有：
高压电工、低压电工、焊接与切割、等特种作业。

4.4本规定所指特种设备作业人员：
指锅炉、压力容器（含气瓶）、压力管道、电梯、起重机械、厂内专用机动车辆等特种设备的作业人员及其相关管理人员统称特种设备作业人员（指特种设备安全管理、安装维修、操作、司炉、引钩指挥等人员。
）特种设备作业人员作业种类与项目目录由国家质量监督检验检疫总局统一发布。

5.1设备部负责公司特种设备的供应商选型、委外检验、维修、安全管理，监督检查和指导。
并对特种设备事故组织有关事故部门进行事故的调查处理。
TheEquipmentDepartmentisresponsibleforthelectotype,outsourcinginspection,repair,safemanagement,supervisecheckandguideforthesupplierofthespecialequipment,aswellasorganizingrelateddepartmenttocarryouttheinvestigationonthespecialequipmentsaccidents.
5.2人力资源部对特种设备作业人员的培训、取证、复审。
负责人员资质的备案。
TheHRDepartmentisresponsibleforthetraining,obtainingevidenceandreexaminingtothespecialoperationstaffsaswellaskeepingtheinformationofthestaffsforreference.
5.3物流部负责本公司特种设备的采购以及成品库和原材料库的特种设备的安全使用。
TheLogisticDepartmentisresponsibleforthepurchasingofthespecialequipmentsandthesafeusingofthespecialequipmentsintherawmaterialstoreroom.
5.4项目部负责本部门特种设备的安全使用。
Theprojectdepartmentisresponsibleforthesafeusingofthespecialequipmentsinitsowndepartment.
6文件内容（Procedure）
5.1采购特种设备及涉及安全性能的元、附、配件时，必须选择国家认定的具有《生产许可证》或《安全认可证》的厂家生产的合格产品。
Whenyoupurchasethespecialequipmentsandsecurityinvolvedcomponents,attachmentsandparts,youshouldchoosethefactory-manufacturequalifiedproductswhichhavetheproductioncertificateandthesecuritycertificateidentifiedbythecountry.
5.2公司所购置的特种设备必须符合国家有关特种设备安全技术监察规程，设备安全防护装置、附件齐全有效，设备须随机附带产品合格证、产品生产许可证、安全检验质量监督证明、安全操作使用说明书及有关技术资料。
Thespecialequipmentpurchasedbythecompanymustbeaccordancewiththeregulationsofthespecialsecuritytechnicalsupervisionbythecountry,theequipmentsafeprotectivedevice,withalltheeffectiveattachment.Besides,thedevicesshouldbeequippedwiththeproductqualificationcertificate,thesafecheckqualitysupervisioncertificateandthesafeoperationinstructionsandtherelatedtechnicalinformation.
5.3特种设备的安装、修理、改造工程和委托性维修保养工作由设备部对实施单位进行技术安全资质验证。
未通过安全资质验证的单位，禁止在本公司承接各类特种设备的安装、修理、改造工程和委托性维修保养工作。
Theequipmentdepartmentisresponsibleforcarryingoutthetechnicalsecuritytestingtotheinstalling,mending,thetransformingprojectandtheauthorizedprotectiveworkbytheexploitingworkunit.Thosehaven’tpassedthesecuritytestingunitisprohibitedtocarryouttheinstalling,mending,thetransformingprojectandtheauthorizedprotectivework.
5.4特种设备安装、修理、改造工程必须按国家相关的安全法规、标准进行施工，确保工程安全质量。
施工过程中，EHS工程师应随时检查并掌握工程安全质量状况。
Theinstallingofthespecialoperation,mending,andthetransformingprojectshouldbecarriedoutaccordingtotherelatedsaferegulationandstandardbythecountrytoensurethesafequalityoftheproject.Duringtheproject,EHCengineershouldcheckandknowthesecurityqualityoftheprojectatanytime.
5.5安装、修理、改造工程完成后，施工单位必须出具工程施工安装（修理、改造）质量证明或工程自检合格报告，由设备部组织有资质的检验机构进行验收和检验，并做出检验结论，经验收合格后转入固定资产，方可投入使用。
Aftertheinstalling,mending,andtransformingproject,theprojectunitsshouldshowthequalitycertificateoftheprojectconstructionandinstallmentortheself-checkreport.Theequipmentdepartmentorganizesthequalifiedtestinginstitutionforcheckingandacceptingaswellasmakingcheckingconclusion.Afterqualifiedtesting,itwillbetransferredasthefixedassessmentandbeputintorunning.
5.6特种设备必须指定相应的专（兼）职人员负责特种设备及其作业人员的安全管理。
Thespecialequipmentmustappointtherelatedthespecificduty（part-timejob）toberesponsibleforthesafesupervisingthesafeequipmentsandoperationstaffs.
5.7设备采购部门应搜集特种设备的设计文件、制造单位、产品质量合格证明、使用维护说明等文件以及安装技术文件和资料，建立特种设备安全技术档案，交设备部档案处保存。
Theequipmentpurchasedepartmentisresponsibleforcollectingthedesigndocumentsofthespecialequipments,themanufactureunit,theproductqualitycertificate,theusemaintenanceinstructionanddocuments,informationofthetechnicalinstallingaswellasestablishthesafetechnicalfilesforspecialequipmentsandbehandedittothearchivesoftheequipmentdepartmentforpreservation.
5.8设备部应当建立特种设备的安全管理档案，安全管理档案应包括以下内容：

a）特种设备的定期检验和定期自检记录；

c）特种设备及其安全附件、安全保护装置、测量调控装置及有关附属仪器仪表的日常维护保养记录；

d）特种设备运行记录；

5．9各使用部门应加强对特种设备进行日常维护保养，确保其安全技术性能正常。
车间对在用特种设备及安全附件、安全防护装置、测量调控装置应进行日常安全检查，发现异常应及时处理；操作人员要按规程操作，保证特种设备安全正常运行；设备部负责对全公司特种设备运行情况实施总体监督检查。
Theusingdepartmentshouldstrengthentheroutinemaintenanceofspecialequipment,toensurethatthesafetytechnicalperformanceisnormal.Workshopwilldodailysafetyinspectionontheuseofspecialequipmentandsafetyaccessories,safetyprotectiondevice,measuringcontroldevice.Iffoundtheanomaly,youshoulddealwithittimely.TheOperatorswilldotheoperationaccordingtoprocedures,ensurethenormaloperationofspecialequipmentsafety.Theequipmentdepartmentisresponsibleforoverallsupervisionforthespecialequipmentofthewholecompany.
5.10计量检验部门负责特种设备的监控仪器、仪表的定期检验工作。

5.12凡因故无法进行检验和因特殊情况不能按期进行检验时，设备部提出充分理由经主管领导同意，送常州市质量技术监督局备案，但必须有可靠的安全措施和限期检查的期限。
Thosecouldn'tbetestedandnottestedonscheduleduetospecialcircumstances;theequipmentdepartmentwillputforwardgoodreasonswiththeapprovalofthecompetentleadership,andsendittotheChangzhoubureauofqualityandtechnicalsupervisionfortherecord,butitmusthavereliablesafetymeasureandthedeadlinetocheckthedeadline.
5.13特种设备的注册登记与报废

5.13.1新装、移装的特种设备经检验、验收合格后，由设备部统一向政府质量技术监督主管部门办理特种设备注册手续。
压力容器完成注册后，核发使用登记证，其它特种设备完成注册后，核发安全检验合格标志，厂内机动车辆核发厂内机动车辆牌照。
Beennewlyinstallment,moveafterinspectionandacceptanceofthespecialequipment,theequipmentdepartmentwillhandlethespecialequipmentregistrationformalitieswiththegovernmentdepartmentinchargeofqualityandtechnicalsupervision.Aftercompletionofregistration,thepressurevesselwillbeissuedbytheuseoftheregistrationcertificateandasthesomeasotherspecialequipment;theywillbeissuedthesafetyinspectionmarks,motorvehicleinthefactorywillbeissuedthemotorvehiclelicense.
5.13.2特种设备达到报废标准的，则予以报废。
特种设备报废处理后，设备部提出申请经批准办理特种设备的注销手续。
厂内机动车辆报废后，设备部应将车辆牌照封存。
