1GeneralInformation总体描述
1.1Scopeofapplication适用范围
ThisMSapplicabletoboilersoot-blowersystemcommissioningfor2x50MWCoal-FiredPowerPlantProjectinStungHav,Sihanoukville.
本方案适用于柬埔寨西港燃煤2x50MW电厂工程中的锅炉吹灰系统调试。

1.3Projectdescription项目简述
Theboilerinstallationonly16soot-blower.Airpreheaterplaceinstallsthe4fixedsoot-blower,economizerplaceinstallsthe6fixedsoot-blower,lowtemperaturesuperheaterplaceinstallsthe2fixedsoot-blower,hightemperaturesuperheaterplaceinstallsthe4longretractablesoot-blower.Blowingsystemequippedwithsteamtemperaturereducing,pressure-reliefdeviceanddrainwatersystem.锅炉共安装16只吹灰器，空预器处安装了4只固定式吹灰器，省煤器处安装6只固定式吹灰器，低温过热器处安装了2只固定式吹灰器，高温过热器处安装了4只长伸缩式吹灰器。
吹灰系统配备蒸汽的减温、减压装置和疏水系统。

3Preconditionsandrequirements应具备的条件及要求
3.1Road,civil,installation,anti-corrosion,drainagechannel,handrail,trenchcover,lightingandcommunicationfacilitiesetc,completed道路、土建、安装、防腐、排水沟道，栏杆、沟盖板、现场照明、通讯设施等已完成。
3.2Instrumenthasbeenproperlycalibratedinstalled.热工仪表已正确安装到位，所有热工仪表均已校验合格。
3.3Relevantelectricalequipment（distributionpanel,operatingbutton,indicatoretc.）shallbeinstalledwithcorrection,indicatescorrect,sensitiveoperation.Powersupplysatisfytherequirement.与系统有关的电气设备（配电盘、操作按钮、指示表计等）均应安装校正完毕，指示正确，操作灵敏。
电源线路接通，并已送到相应设备的接线端子排。
3.4Allvalvesandequipmentshouldbenumberedandtagged.所有阀门、设备应编号挂牌完毕。
3.5Instrumentairandauxiliarysteampipingpressuretested.仪用压缩空气和辅汽管路压力试验结束。
3.6Checkeachgearboxoillevel.检查各齿轮油箱油位。
3.7Greasetheshaftthreads.螺纹的润滑脂正常。
4ProceduresForTest试验步骤
4.1coldconditioncommissioningofsoot-blowersystem:
吹灰系统冷态调试
4.1.1Soot-blowerinletsteamMOV（10CRB102015）anddrainmain-pipeMOV（10CRB104316）transmission;吹灰器进汽电动门及疏水母管电动门传动；
4.1.2Manuallyrotateeachblowerinturntoensurefreeoperationofthelimitswitches.Makesurelongretractablesoot-blowerdonotstickinthefullyextendedposition.Ensurethelancesarenotbent.手动旋转每只吹灰器确保限位开关操作灵活，确保不仅仅可以在伸展位置。
确保枪不弯曲。
4.1.3Soot-blowerstransmission,ensureitsactualpositionuniformwithDCSposition,soot-blowerisreliableaction;吹灰器的传动，保证吹灰器实际位置和表盘位置一致，吹灰器动作可靠，无卡涩现象；
4.1.4ThePLCtestincoldcondition,simulatehotoperationcondition,runPLCprocedures.冷态程控试验，模拟热态投运条件，运行吹灰程控，吹灰系统按吹灰程序进行。
4.2Hotconditioncommissioningofsoot-blowersystem:
吹灰系统热态调试：
4.2.1WarmingoftheSootblowerSystem,viathedrainpipecanbedonewhentheunitloadreachto35MWandabove.机组负荷达到35MW以上，吹灰系统疏水暖管；
4.2.2Measureandrecordthemotorcurrent,themotorrunningtimeandtheblowingtimeofeachSootblower.Checkthatalllancesaresettothecorrectangle.记录电机电流，运行时间和吹扫时间。
检查吹扫的角度正确。
4.2.3Settingofsafetyvalveofsoot-blowingsteamsource:
whenloadoftheboilerreaches20~30%,settingofthesafetyvalve（theliftingpressureis3.0MPa）canbecarriedoutmanufacturerofthesootblowerundercooperation（ifnecessary）.CorrectoperationoftheSafetyValveistobedemonstrated.Iftheliftandreseatpressuresarenotcorrecttheyaretobereset.吹灰汽源安全阀的整定：
当锅炉负荷达20～30％时，可配合吹灰器厂家进行安全门的整定工作（如果需要）。
但一般情况下安全门在出厂前已经整定完毕，按图纸要求工地现场不需要重新整定。
4.2.4Adjustpressureandtemperatureofsoot-blowersystem.ControlPressurerange2.0MPa～2.5MPa,controltemperaturerange300℃～350℃,putsoot-blowersinlocalonebyone,checkthemovementsituationofhotstatemechanicalandpipetightness,Makesurelongretractablesoot-blowerdonotstickinthefullyextendedorthefullyextractedposition.吹灰系统吹扫压力和温度调整。
压力控制范围2.0MPa～2.5MPa，温度控制范围为300℃～350℃，就地逐一投入蒸汽吹灰器，检查热态机械动作情况及管道严密性，确保长吹灰器伸缩到位；
4.2.5PutSEQintouse,SEQactionshouldbecorrect.吹灰系统程控投入，程控动作应正常。
5Thedutyoftheteststaff试验人员职责
5.1Commissioningstaffshouldstudyandimplement"safetyregulation"andrelevantcommissioningrulesandregulations.调试人员应认真学习、严格执行《安规》及调试指挥部制订的有关规章制度。
5.2Beforecommissioning,togivetechnicalexplanationtothesiteoperators,especiallytostatethemattersneedtobeattentionintheprocessofcommissioning.在调试开始前，应向现场操作人员进行技术交底，特别声明调试过程中的注意事项。
5.3Allfieldoperationpersonnelshouldbefamiliarwiththesystemandequipment,aswellastheplantO&MManual,andisqualifiedbytraining.所有现场运行人员应熟悉系统和设备，以及电厂制订的《运行规程》，并经培训考核合格。
5.4Beforethetestshouldinformthenontestpersonnelleavingthesite,testpersonnelshouldbeclearresponsibilities,testmethodandexperimentsteps,localoperatorsandDCSoperationpersonnelshallkeepgoodcommunicationlinks,cooperateclosely,Preventwrongoperation.试验前应通知无关人员撤离现场，试验人员应明确岗位职责及试验方法、步骤，就地操作人员应与盘上操作人员保持好通讯联系，紧密配合，防止误操作。
5.5Theoperatorondutyshouldreporttotheshiftengineerwhenequipmentdefectorabnormalsituationhasbeenfound.Theoperatorshouldtakeanactivepartindefecttreatmentandmakerecords.值班人员发现设备缺陷和异常情况时，应立即报值长，并积极参加处理，作好记录。
5.6Theoperationofinterruptandregainelectricitymusttakenbyelectricalpersonneltoexecutewithoperationticket.有关电气断、送电操作必须由电气人员按操作票执行。
5.7Atsiteprofessionallytrainedstaffwillmaintainsequence,andresponseforboostingclearanceandcheckingonworkattendance;现场有专人维持秩序，有专人负责清场及检查时的人员清点；
5.8Shallhavetheprofessionalinsiteduringthecommissioningprocesstoensurethesafetyoftheequipmentoperation.试运全过程均应有各专业人员在岗，以确保设备运行的安全。
5.9Walkie-talkieshouldbeappliedwithspecialchannelforsmoothcommunication;使用对讲机，设置专用频道，必须保证通讯畅通。
5.10Duringthetestmustnotthrowdebris,garbage,waste,etc.,tokeepsiteclean.试验期间不许乱扔杂物、垃圾、废料等，保持现场整洁。
5.11Theelectricityatsitewillbeusedin3phase,5wiresystem,theswitchboxisprovidedwithaleakageprotectiondevicewithgoodgrounding,andnightworkshallhavesufficientlighting.现场用电一律采用三相五线制，开关箱内装有漏电保护装置，并有良好的接地，夜间作业有足够的照明。
5.12Sootblowersystemoperationalitemsoperatorshouldobserveduringtestingandoperation:
everyshiftwillputthesootbloweratonetime.在试验和操作过程中，值班人员应遵守吹灰系统操作条款：
每个值吹扫一次。
6ControlmeasuresofHSE安全、健康与环境控制措施
