BButassomeonewhohasstudiedjaguarsfornearlythreedecades,Icantellyouitisnothinglessthanaslapinthefacetogoodscience.What'smore,bychangingtherulesforanimal

preservation,itstandstoweakentheEndangeredSpeciesAct.

CThedebateonwhattodoaboutjaguarsstartedin1997,when,attheurgingofmanybiologistsincludingme,theFishandWildlifeServiceputthejaguarontheUnitedStatesendangered

specieslist,becausetherehadbeenoccasionalsightingsofthecatscrossingnorthovertheUnitedStates-Mexicoborder.Atthesametime,however,theagencyruledthatitwouldnotbe

"prudent"谨慎的todeclarethatthejaguarhascritical.habitat--ageographicareacontainingfeaturesthespeciesneedstosurvive--intheUnitedStates.Determininganendangeredspecies'

criticalhabitatisafirststeptowarddevelopingaplanforhelpingthatspeciesrecover.

EInprehistorictimes,thesebeautifulcatsinhabitedsignificantareasofthewesternUnitedStates,butinthepast100years,therehavebeenfew,ifany,residentbreedingpopulations

here.Thelasttimeafemalejaguarwithacub幼兽wassightedinthiscountrywasintheearly1900s.

FTwowell-intentionedconservationadvocacygroups,theCenterforBiologicalDiversityandDefendersofWildlife,suedtheFishandWildlifeServicetochangeitsruling.Thusin2021,the

agencyreassessedthesituationandagaindeterminedthatnoareasintheUnitedStatesmetthedefinitionofcriticalhabitatforthejaguar.Despiteoccasionalsightings,mostlywithin40

milesoftheMexicanborder,therewerestillnodatatoindicatejaguarshadtakenupresidenceinsidetheUnitedStates.

GAfterthissecondrulingwasmade,anArizonarancher牧场主,withsupportfromthestateGameandFishDepartment,setinfrared-camera红外摄像机trapstogathermoredata,andessentially

confirmedtheFishandWildlifeService'sfindings.Thecamerasdidcapturetransientjaguars,includingonemalejaguar,nicknamedMacho,B,whoroamedtheArizonaborderlandsformorethana

decade.ButMachoB,nowdead,mighthavebeenthesoleresidentAmericanjaguar,andhisextensivetravelsindicatedhewasnothavinganeasytimesurvivinginthisdry,ruggedregion.

HDespitethecontinuedevidence,thetwoconservationadvocacygroupscontinuedtosuethegovernment.Apparently,theywantjaguarstorepopulatetheUnitedStatesevenifjaguarsdon't

wan!

to.LastMarch,afederaldistrictjudgeinArizonaorderedtheFishandWildlifeServicetorevisitits2021determinationoncriticalhabitat.

IThefactshaven'tchanged:

thereisstillnoareaintheUnitedStatesessentialtotheconservationofthejaguar.But,havingassertedthistwicealready,theservice,nowunderanew

president,hasbenttothetiresomelitigation诉讼.OnJan.12,FishandWildlifeofficials,claimedtohaveevaluatednewscientificinformationthathadbecomeavailableaftertheJuly2021

ruling.TheydeterminedthatitisnowprudenttoappointcriticalhabitatforthejaguarintheUnitedStates.

JThismeansthatFishandWildlifemustnowalsoformulatearecoveryplanforthejaguar.Andsincejaguarshavenotbeenabletoreestablishthemselvesnaturallyoverthepastcentury,the

governmentwilllikelyhavetogotosignificantexpensetoattempttobringthemback--especiallyifthecatshavetobereintroduced.

KSowhynotdoeverythingwecan,atwhatevercost,tobringjaguarsbackintotheUnitedStates?

Tobeginwith,theAmericanSouthwestis,atbest,marginalhabitatfortheanimals.More

important,therearebetterwaystohelpjaguars.Southofourborder,fromMexicotoArgentina,thousandsofjaguarsliveandbreedintheirtruecriticalhabitat.Governmentsandconservation

groupsincludingtheoneIheadarealreadyworkinghardtoconservejaguarpopulationsandconnectthemtooneanotherthroughaninitiativecalledtheJaguarCorridor.

L.ThejaguarsthatnowandthencrossintotheUnitedStatesmostlikelycomefromthenorthernmostpopulationofjaguars,inSonora,Mexico.Ratherthandemandjaguarsreturntoour

country,weshouldhelpMexicoandotherjaguar-rangecountriesconservetheanimals'truehabitatit

MTherecentmovebytheFishandWildlifeServicemeansthattherarefederalfundsdevotedtoprotectingwildanimalswillbewastedoneffortsthatcannothelpsavejaguars.Italso
