ThePARKANDRECREATIONDEVELOPMENTFUND（PARD）Programwascreatedin1987bytheGeneralAssemblyofSouthCarolina,signedbytheGovernor,andtookeffectonJuly1,1987.ThebasisofthegrantprogramisfoundinChapter23ofTitle51ofthe1976CodeofLaws.PARDwhichisadministeredbytheDepartmentofParks,Recreation&

Tourism（SCPRT）,isintendedtoassistwithpermanentimprovementsofparkandrecreationfacilitieswhichwillbeopentothegeneralpublic.

PROGRAMSUMMARY

ThePARDgrantprogramisanon-competitivereimbursablegrantprogramforeligiblelocalgovernmentorspecialpurposesdistrictentitieswhichproviderecreationalopportunitieswithineachcounty.Theactualgrantawardsaremadeonaprojectbyprojectbasis.Eligibleprojectcostwillbereimbursedatarateof80%.Thefundistobeusedforpermanentimprovementstopublicparkandrecreationfacilities.Eachapplicationmusthavetheendorsementofitscountylegislativedelegationmemberswhosecombinedweightfactorismorethan50%.

APPORTIONMENTANDNOTIFICATION

PARDfundsaregeneratedfrombingotaxescollectedfromJuly1–June30ofeachnewfiscalyear.ThePARDfundsareallocatedtoeachcountybeginningJuly1ofeachnewfiscalyear.EachcountywillreceiveatleastTwentythousanddollars（$20,000.00）.75%oftheremainingfundsisdistributedtothecountiesbasedonthecounty’spercentoftheStatepopulationaspublishedin‘CurrentPopulationReports’bytheBureauoftheCensus.

∙EXAMPLE:

FundscollectedJuly1,2005–June30,2006werethe2007funds

allocatedtoeachcounty.

TheremainderofthefundswillgointheaccountofSCPRT,fivepercentofwhichmaybeusedfortheadministrationofthePARDprogram.Oncefundsareallocatedtoacountytheymustbeexpendedwithinthree（3）years.Unexpendedfundsafterthisperiodwillberedistributedintheannualallocationprocess.Therearenoprovisionsforextensionsonfundsthataregoingtoexpire.

2007fundsallocatedJuly1,2006mustbeexpendedbyMay31,2009

SCPRTwillnotifymembersoftheGeneralAssemblyandeligiblesponsorsoftheamountoffundsavailableintheirCountyarea.SCPRTwillmailoutreportsandnotificationsinJulyandJanuaryofeachfiscalyear.TheJulyreportwillnotifyofnewPARDallocationsthathavebeenmadeavailablealongwithnewbalance.TheJanuaryreportwillconsistofinformationregardingPARDfundsthataresettoexpire.TheCountyDelegationmustreviewallprojectswithinthecountyareaandcompletetheendorsementformfortheapprovedproject（s）.ThetotalamountsofallprojectsendorsedbytheDelegationmaynotexceedthetotalamountoffundsavailabletothe“CountyArea”.Grantawardsmustbemadebasedonfundswhichhavealreadybeenearnedandnotonanticipatedrevenues.

ELIGIBILITY

Aneligibleentityisanylocalgovernmentunit,includingspecialpurposedistricts,whichhasprovidedparksorrecreationservicesforatleasttwelve（12）monthspriortothedateofapplication.SucheligibilitywillbedeterminedbySCPRT.TheSouthCarolinaDepartmentofParks,Recreation&

TourismistheonlyStateagencyeligibleforfunding.SCPRTwillannuallyreviewallagenciesandwillassigneachagencytoaclassification.Theseclassificationsareasfollows:

∙CLASS“A”:

alocalunitofgovernmentwhichhasasoneofitsprimaryresponsibilitiestheprovisionoffull-timeparkandrecreationfacilitiesandservicesopentothegeneralpublicandhasprovidedsuchfortheprevioustwelve-monthperiod.Theseentitieshaverealpropertyundertheirdirectcontrolwhichtheyuseforpublicrecreationpurposedorscheduleon-goingactivitiesofacomprehensivenature.

∙CLASS“B”:

alocalunitofgovernmentwhichhasasoneofitsresponsibilitiestheprovisionofparkandrecreationfacilitiesandservicesopentothegeneralpublicandhasprovidedsuchfortheprevioustwelve-monthperiod.

∙CLASS“C”:

alocalunitofgovernmentwhichprovidesparkandrecreationfacilitiesorservicesopentothegeneralpublicasasecondaryfunctionandhasprovidedthesefacilitiesorservicesfortheprevioustwelve-monthperiod.

∙CLASS“D”:

allentitieswhichdonotmeettherequirementsofoneofthethree（3）abovedescribedclassesorentitieswhichhavelosttheireligibilityandasaresultareineligibleforPARDfunds.

IfanentityhasneverreceivedPARDfundsthefollowingmustaccompanyacompleteapplication.Itisthesponsor’sresponsibilityofprovidealldocumentationtoproveeligibility:

∙Pictureofrecreationalfacilitiesmaintainedbythesponsor

∙Copyofagency’sbudgetshowingexpendituresforparksandrecreationfunctions

∙Detaileddescriptionofhowlongpropertyhasbeenmaintained

alongwithoutlineoffuturedevelopment.

APPLICATIONPROCESS

AnapplicationforPARDfundsmustbecompletetobeapproved.Acompleteapplicationconsistsofthefollowing:

Pleasekeepinmindyoumustprovidealltheaboveforeveryapplicationeveniffundinghasbeenprovidedinthepasttothesamelocation.

PROJECTMATCH

PARDisamatchinggrantprogramandallprojectsmustbematchedbylocalgovernmentinanamountofatleast20%.Alllocalmatcheswillbeintheformofcash,forceaccountlabororequipmentusecostsfortheactualconstructionoftheproject.ForceaccountlabormustbeactualemployeesoftheTown,CityorCounty.ThefollowingareNOTeligibleasamatchforPARDfunds:

Volunteerlaborordonatedmaterial,costsassociatedwiththeadministrationoftheproject,acquisitionofrealproperty,orinterestonborrowedfunds.

PROCUREMENTPROCEDURES

Projectsponsorsmustabidebytheirlocalprocurementrequirementswhenpurchasinglaborandmaterials.Duringthebillingprocess,thesponsorwillberequiredtogiveassurancesthattheseprocedureshavebeenfollowed.

HANDICAPACCESSIBILITY

AllStatefundedprojectsmustbemadeaccessibletoanduseablebypersonswithdisabilities.AllprojectsmustmeetADAStandardsandmustbeconstructedinconformancewiththeUniformFederalAccessibilityStandards（UFAS）.Alterationoffacilities,whichwouldpreventaccessibility,isprohibited.

ENVIRONMENTALIMPACT

Itistheresponsibilityoftheprojectsponsortoassurethatanydevelopment,renovations,orimprovementsareenvironmentallysoundandthatthesoleresponsibilityforcorrectiveactioniswiththesponsor.

HISTORICALSIGNIFICANCE

ItistheresponsibilityoftheprojectsponsortoinformSCPRTiftheplannedprojectwillhaveanimpactonexistingorpotentiallyeligibleNationalRegistersites.

CONTROLANDTENURE

Theprojectsponsormusteitherownthesiteinfeesimpletitleorhavealease/jointuseagreementforatermcommensuratewiththedurationoftheagreementperiodindicatingthesponsorhasprimarycontrolandthepurposeofthesiteisforpublicrecreation.

APPLICATIONANDAPPROVALPROCESS

Acompleteapplicationmustbesubmittedbythesponsorandthelocallegislativedelegation.Oncethedelegationapprovestheamountoffundsforyourapplication,thenthedelegationmustforwardthecompleteapplicationtoSCPRTforapproval.（Eachlegislativedelegationhasdifferentguidelinesinplacei.e.,whenapplicationsareduetothem,amountoffundsdisbursedetc,）Onceacompleteapplicationisreceived,SCPRTwillevaluatetheapplicationtodetermineiftheprojectiseligibleforfunding.ProjectsareapprovedbySCPRTthe15thofeverymonth.Any
