1.INTRODUCTION
1.1Purpose
IDEMAStandardsactivitiesareglobalinnature,soitisusefultohavecommondocumentedpracticesthatallowmembersfromculturallydiverseregionstoimplementstandardsactivitiessmoothly.IDEMAapprovedStandardsare‘consensual’meaningthatcompaniesmayusetheStandardbutarenotobligatedtodoso.
1.2Scope
ThisGuideisintendedtobeusedbyallIDEMAStandardsprogrammembersworldwideas
specifiedintheIDEMABy-Laws.
1.2.1ThisStandardsProcedureGuideisdesignedasaminimumsetofrulestofacilitatediscussionsbetweencompetitors,theircustomers,andtheirsuppliers.
1.3Revision
AnyonemayproposerevisionstotheGuideatanytime.ProposalsshouldbegiventotheIDEMAstandardsstafforsenttoanyIDEMAoffice.
1.4PublicDistribution
TheGuideisdistributedbyIDEMAHeadquarterssimultaneouslytomembersworldwide.
2.STANDARDSDEVELOPMENTPROCESS
2.1IDEMAStandardsDevelopmentProcedure
2.1.1DevelopmentProcedure―Newstandardsdevelopmentandrevisionofexistingstandardstakesplaceasfollow:
2.1.1.1Proposal,DiscussionandApproval—AnyIDEMAmembercanproposedevelopmentofanIDEMAstandardbysubmittingacompletedStandardsNewActivityRequestForm(SNARF).
AsampleSNARFcanseeinAppendix1.
2.1.1.2TypesofActivities—TherearevariousactivitieswithinIDEMAStandards,suchas:
∙DevelopmentofNewStandards
∙ApprovalofNewStandards
∙ApprovalofRevisionstoExistingStandards
∙Re-approvalofExistingStandards
∙WithdrawalofExistingStandards
2.1.1.3Approval—AproposedSNARFshouldbesubmittedtotheRegionalSub-Standards&TechnicalCommittee.TheRegionalSub-Standards&TechnicalCommitteediscussesandsubmitstoRegionalStandards&TechnicalCommittee.WhentheSNARFisapprovedattheRegionalStandards&TechnicalCommittee,theregionalIDEMAofficestaffsendstheSNARFtotheGlobalStandards&TechnicalCommittee.
2.1.1.4WhentheSNARFissubmittedtotheRegionalStandards&TechnicalCommittee,itisassignedtoataskforce.Ifasuitabletaskforce(Sub-Standards&TechnicalCommittee)doesnotexist,theoriginatoroftheSNARFshouldalsoprepareandsubmitaTaskForceOrganizationForm(TFOF).AsampleTFOFcanseeinAppendix2.
2.1.1.5GlobalTaskForceOrganization—ifitisdecidedbytheChairoftheGlobalStandards&TechnicalCommitteethattheproposalshouldbehandledthroughcloserinternationalcollaboration,itmaybeusefultoorganizeaglobaltaskforce.
2.1.2.1BallotIssuance
2.1.2.1.1IssuanceofBallots—thepurposeofaballotistoconfirmglobalconsensusonafinisheddocumentthroughthevotingprocess.ItistheresponsibilityofaGlobalStandards&TechnicalCommitteetoissueballotsthatwillbefacilitatedbyoneoftheregionaloffices.
2.1.2.1.2VotingonBallots—Thefourtypesofvalidvotesonaballotis“accept”,“acceptwitheditorialcomment”,“reject”or“abstain”.Rejectvotesmusthaveanattachedtechnicalexplanation.
2.1.2.1.3VotingTallyPreparation—theDirectorofGlobalStandards&TechnicalCommitteetalliestheresultsofthevoting.
2.1.2.1.4ConditionsforApprovalofBallots—foraballottobeconsideredforapprovalbyaGlobalStandards&TechnicalCommittee,thevotingreturnrateandapprovalratemustreachaspecifiedpercentagesandtherejectratecannotexceedaspecifiedpercentage.
2.1.2.1.5OneCompany,OneVote—IDEMAStandardsballotsaresenttoallvotingmembersoftheGlobalStandards&TechnicalCommitteethatissuedtheballot.Anyorallofthesemembersmayvote,butthevotesfromrepresentativesofeachcompanyarecountedtogetherasonevotepercompany.2.1.2.2ConsideringBallotResults
DiscussionofBallotResultsinTaskForce—theGlobalStandards&TechnicalCommitteewilldiscussall“rejectvotes”and“comments”receivedfromitsletterandinter-committeeballotsandmakeitsrecommendationtotheRegionalStandards&TechnicalCommittee.Eachrejectionmustbeaddressedandtheresponsedocumented.
2.1.2.2.1DiscussionofBallotResultsinRegionalStandards&TechnicalCommittee—theparentRegionalStandards&TechnicalCommitteediscussesballotrejectvotesandcommentstakingintoconsiderationtherecommendationoftheoriginatingtaskforce.Eachrejectionmustbeaddressedandtheagreeduponactionorresponse,votedon,anddocumentedinthecommittee’smeetingminutes.
2.1.2.3.Appeals—anypersonorcompanywhohasbeenadverselyaffectedbythedevelopment,interpretation,oruseofstandardsmaysubmitawrittenappealtoanyregionalStandards&TechnicalCommitteeforresolution.
2.1.2.4Publication—AllIDEMAstandardsaswellasothermaterials,suchasAppendicesandApplicationNotes,relatedtothedevelopmentofthesedocumentsarepublishedonlythroughtheIDEMAIHQOffice.
2.1.2.5ReviewandRevision—RegionalStandards&TechnicalCommitteesmustreviewtheirpublisheddocumentsfortechnicalrelevanceeveryfiveyearsandre-ballotthemforre-approval,revision,orwithdrawal.
2.2InitiatingaNewActivity
2.2.1Selectionofstandardsdevelopmentprojects(activities)isoneofthemostcriticalfactorsindeterminingthesuccessoftheStandardsProgram.TheRegulationsmandatethatanyonemaysuggestatopicforstandardization.Nevertheless,itisessentialforthehealthoftheProgramthatworthwhileactivitiesbeselected.Suchactivitiesleadtostandardsthat:
•Fillanimportantpre-competitiveindustryneed,
•Aredynamicanddemanding,
•Resultfromtrueconsensusofactivelyinvolvedinterests,
•Avoidoverspecification,
•Fosterinnovation,and,
•Encouragecompetition.
Thisprocedurecoversallaspectsofinitiatinganewdocumentdevelopmentactivity.
2.2.2TheRegulationsfurthermandatethatsuggestionsforstandardizationtopicsmaybedirectedeithertoanyIDEMAofficeortoaStandards&TechnicalCommittee.ThisisdonebyfillingoutandsubmittingaStandardsNewActivityReportForm(SNARF)whichcontainstheessentialdescriptionoftheproposedactivity.TheprocedureforapprovalofaSNARFisdifferentdependingonwhethertheapprovaltakesplaceataregularlyscheduledmeetingoftheStandards&TechnicalCommitteeorbetweensuchmeetings.SeeFigs.2.2-1and-2,respectively,forflowchartsdepictingtheapprovalprocess.
2.2.3ASNARFisrequiredfordevelopmentofanewstandard;revisionofapublishedstandard(exceptintheinstancewheremodificationsarebeingmadetoastandard,usuallyaprovisionalstandardinitsinitialstageofdevelopment);forwithdrawalofastandard;orforfive-yearreview(reapproval,revision,orwithdrawal)ofastandard.
2.2.4PreparationoftheSNARF—theSNARFshouldbecompletedandapprovedassoonaspossibleaftertheideaforanewactivityhasformed.AtleastonefullmeetingcycleshouldoccurbetweentheapprovaloftheSNARFforthenewactivityandtheissuanceoftheinitialballotonthedocument.
2.2.4.1ObtainanelectroniccopyoftheSNARFfromtheparentRegionalStandards&TechnicalCommitteeinanIDEMAOffice.TheappropriatecontactmaybefoundontheIDEMAStandardswebsite.
2.2.4.2CompletetheSNARF.ElementsoftheSNARFareasfollows:
Titleortopicofproposedstandard.Ifitisarevision,reapproval(five-yearreview),orwithdrawal,thefulldesignation(includingdatecode)ofthestandardmustbeincluded.Ifitisanewstandard,thetypemustbespecified:
specification,guide,testmethod,practice,terminology,classification,format,safetyguideline,etc.
•ParentRegionalStandards&TechnicalCommittee(andSubcommittee,ifappropriate)
youmayleavethisblankifyoudonotknowthepropername.
•TaskForcenameinwhichtheworkistobecarriedout.Itisrequiredthatataskforcebeidentified;ifanappropriatetaskforcedoesnotexist,submitataskforceorganizationformatthesametimethatyousubmittheSNARF.
•Yourname,company,telephoneandfaxnumbers,ande-mailaddress.
•Dateofsubmission(ifarevision,alsothedateofrevision).
•Scopeofthework.DescribeheretheareastobecoveredbytheproposedStandard.LeavethissectionblankiftheSNARFcoversreapprovalorwithdrawalofanexistingstandard.
•Projectedtimetableforthework,includingplanneddatesofkick-offmeeting,firstdraft,informationalballot,andletterballot.
•Liaisons.Listhereothertaskforcesthatshouldbekeptinformedabouttheprogressofthework.Thesetaskforcesmaybeinanyregion.Itisnotnecessarytoincludetaskforcesformallylinkedinaglobaltaskforcetothetaskforceinwhichtheworkistobecarriedout.AlsoindicatehereotherStandards&TechnicalCommitteesthatshouldreceiveinter-committeeballotswhenthestandardisletterballoted.
•SafetyConsiderations.
•IntellectualPropertyConsiderations.
•AdditionalcommentsorspecialcircumstancesthatshouldbeconsideredinreviewingtheSNARF.
