butmorethan50percentoftheworldpopulationwholiveincitiesshouldbetreatedwithrespectandconsideration,
whethertheyarepoor,homeless,elderlyorpeoplewithdisabilities.
Citiesshouldbecomeallinclusive,integratingethnicminorities,immigrantworkersandrefugees.
Also,therightsofwomenandchildrenshouldbetakenintoaccount,ensuringthattheywillhaveaccesstobasicservicesandfacilities.
SinceIamrepresentingtheUNCHS(Habitat)FukuokaOfficewhichhasbeenestablishedtwoyearsagotoassistcountriesinAsiaandthePacificinimprovingtheirhumansettlementssituation.
Iwouldliketoexaminehowthisofficeiscontributingtotheissuesraisedunderthethemeforthisyear’sHabitatDay.
TheUNCHS(Habitat)FukuokaOfficeundertakesavarietyofactivitiesrangingfromtechnicalcooperationtopromotinghumansettlementsdevelopmentanddisseminationofinformation.
TheUNCHS(Habitat)FukuokaOfficecoordinatestechnicalcooperationprojectsgeographicallyspreadfromIraninthewesttothePacificIslandsintheeastfromMongoliainthenorthtotheMaldivesinthesouth.
Thisprojectsspanthespectrumofurbanizationtoshelterissues.
TheFukuokaofficefacilitatesthetransferofresearchfindingsthroughtheorganizationofexpect-groupmeetings,symposium,policydialogues,trainingandstaffexchanges.
Theofficeseekstoraisepublicinterestandunderstandingonhumansettlementsissuesbyprovidingaccesstopublications,newsletters,andio-visualprogramsandlatelythroughourinternetpages.
ThethemeofHabitatDayismainlyaboutinclusionofpeopleincitieswhoarepresentlysufferingfromexclusion.
Low-incomegroups,firstandforemostsufferfromexclusionineverysociety.
Povertyisapervasiveandchronicphenomenoninthemajorityofdevelopingcountries.
Particularlyurbanpovertyisincreasingwiththerapidgrowthofcitiesinthedevelopingworld.
TheFukuokaOfficehasprojectsinBangladesh,Cambodia,Indonesia,LaoPDRandNepal,
whichparticularlyaddressurbanpovertywithavarietyofstrategies,
suchasneighbourhoodimprovement,provisionofbasicinfrastructure,servicesandfacilities,andimprovementofeconomicopportunitiesthroughtrainingforincomegenerationandgainfulemployment.
Thebasicapproachisfocusingoncommunitydevelopmentthroughtheinvolvementoftheurbanpoorinthedecision-makingandimplementationprocess.
CommunitydevelopmentisanapproachwhichformsthebasisformanyUNCHS(Habitat)projectsintheregion.
TillrecentlytherewasevenaspecialCommunityDevelopmentProgramforSouthandSouth-eastAsia.
whichsupportedthevariouscommunitydevelopmentorientedprojectsintheregionthroughtheexchangeofexperiences,
promotinginnovativeandeffectivepartnerships,strengtheningnational,localandcommunitycapacities,
andprovidingadvisoryservicesonthedesign,implementationandsustainabilityofhumansettlementsprojects.
Thisprogramhascontributedtothedevelopmentofin-depthknowledgeontheimprovementofhumansettlementsconditionsfortheurbanpoor,
particularlyindevelopingcountries,andhasdevelopedarangeofinnovativeapproachesinvolvingcommunityparticipation.
Otherprojectswhichfocusonpovertyalleviationareprojectsonurban-rurallinkages.
InIndonesiaandNepal,theseprojectsindentifyanddevelopsocialandeconomicarrangementsforpromotingurban-rurallinkages.
Thisleadstotargetedinvestmentsinaspatialnetworkofurbancentres,marketplacesandvillages,promotingtrade,small-scaleindustriesandenterprises.
Asaconsequence,theseeconomicopportunitiescreatejobsandalleviatepoverty.
Thisalsoleadstoabetterintegrationofearlierexcludedgroupsintothesociety.
Bothprojectsprovidevaluablelessonsforfutureexpansionofthisapproach.
AnotherinitiativesupportedbytheUNCHS(Habitat)FukuokaOfficeistheAsianRegionalForumonUrbanPoverty.
Thisforumprovidesopportunitiesfordevelopmentpractitionerstoexchangeexperiencesandshareresearchfindingsandnewapproachesregardingurbanpovertyalleviation.
InOctober1998,thefirstmeetingtoestablishtheForumwasheldinFukuoka.
ThisforumistheregionalchapterofaglobalforumonurbanpovertyalleviationwhichwillholditsthirdinternationalmeetinginYamoussoukro,IvoryCoast,nextweek.
AlthoughUNCHD(Habitat)hasnospecificprojectsforwomenandchildrenintheregion,manyoftheongoingprojectsaddresstheirconcernsthroughtheintegrationofgenderissuesintheprojectdesign.
ThiscomponentisensuredbyaProjectReviewCommitteeinUNCHS(Habitat)whichscreensallprojectsandprogramsandpaysspecialattentiontotheincorporationofgender-sensitiveapproachesinprojectimplementation.
Inaddition,theFukuokaOfficehasstartedtheinitiativeforasub-regionalgenderprogramwhichwillstrengthentheoperationalprojectsintheirgenderstrategiesandexchangeexperiencesbetweentheseprojects.
Thisshouldleadtoanincreasedattentionwomen’sissuespertainingtohumansettlementsdevelopmentandimprovegender-relatedconstraintsincities.
AnexampleoftheinfluenceofaHabitatprojectonnotionalgenderpoliciesisAfghanistan.
TheprojectworksonrebuildingcommunitiesinurbanAfghanistan.
Inawar-torncountrylikeAfghanistan,especiallywomenareinterestedtogetaccesstobasicserviceslikewaterandsanitation.
Inordertoprovidetheseservices,womenneedtogetorganizedtodecideonthelocationandtypeofservicetheyneed.
Theprojectdoesthisso-called“communityforums”.
Herewomenassembletoworkwiththeproject,butalsotaketheopportunitytosocialize,learnfromeach-otherandundertakehandicraftworkstoearnasmallincome.
Asyouallmayknow,theTalibanwhichcontrolsthemajorityofthecountry,hasforbiddeneducationforwomen.
ThroughdialoguewiththeUnitedNationsandbyusingtheHabitatprojectasanexample,thisbanhasnowpartiallybeenlifted.
AnareainsufficientlycoveredbyHabitatprojectsintheregionistheattentiontopersonswithdisabilities.
Theyexperiencetheexclusionincitieseveryday,particularlyindevelopingcountries.
Physicalbarriersandnospecializedfacilitiesforthehandicappedlimittheaccessforthesepersonstoactivitiesandbenefitsofurbanlife.
Severebudgetconstraintsindevelopingcountriesonlyexacerbatesthesituation.
However,eventhemoredevelopednationsinthisregionstillhavealongwaytogotoensurethepersonswithdisabilitieswillhaveequalaccesstoservicesandfacilitiesinthecities.
AtthelevelofpolicyandplanningassistancetocountriesintheregiontheFukuokaOfficehasanumberofprojects.
InadditiontotheSustainableCitiesProjectsinChina,India,thePhilippinesandSriLanka,
UNCHS(Habitat)hasundertakenplanningprojectsinBangladesh,Bhutan,Indonesia,Iran,Nepal,PapuaNewGuineaandVietNam.
Theseprojectsareanopportunitytohaveadialogueonpolicyandplanningissues,includingquestionsofaccesstourbanservicesandfacilitiesforexcludedandmarginalizedgroupsinthesociety.
TheHabitatprojectshavefocusedparticularlyonaccessoftheurbanpoortoland,servicesandfacilitiesaspartoftheurbandevelopmentplans.
Theyalsopromotedtheinvolvementofallresidents,womenandmen,youngandold,richandpoortobepartofthedecision-markingprocessofmattersaffectingtheirlifeandlivingconditions.
“Citiesforall”wascertainlyinthemindofthepeopleworkingontheseprojects.
Iwouldliketoconcludewithexpressingmyhopethatthisyear’sWorldHabitatDaywillcontributetoabetterunderstandingoftheplightoftheexcludedandmarginalizedgroupsinthesociety,
andthatthiswillleadtoasituationwherecitieswilltrulybe“CitiesforAll”.
