October15,1970wasdeclaredInternationalWhiteCaneSafetyDay(IWCSD)forthefirsttimebythePresidentoftheInternationalFederationoftheBlind(IFB).ThisdatewasadoptedatthefirstconventionoftheIFB,heldinColomboonOctober4,1969.Theobjectoftheexerciseistoenablethegeneralpublictohaveabetterunderstandingofblindnessandvisualhandicap,andtomakepeoplemoreawareofthewhitecaneasamobilityaid.

Peguillyd’Herbemontwasbornon25thJune1888intoanoldFrenchnoblefamilyofthesamename.Inheryouthsheledtheconventionalandprotectedexistence,lackofgreatactivity,ofagirlfroma“goodfamily”,anexistenceremindingofthelifeofthearistocracy(贵族)beforetheFrenchRevolution.Shenevervisitedapublicschool,butwaseducatedbyGermanandEnglishgovernessesandnuns.HermovementswererestrictedandweremainlyconfinedtothefamilypositionsinParisandBelgium,butshespentmostofhertimeatthecastleofCharmoisnotfarfromVerdun.

Buttheideadidnotleaveher.Theurgentwishtoencouragetheintegration(成为一体)oftheblindintosocietybyprovidingthemwithameansofmovingaboutmorefreelywithoutendangeringothers,andatthesametimeattractingtheattentionofpassers-byreadytoofferassistance,causedhertotaketheunusualstepofwritingtotheeditoroftheParisdailyEchodeParisinwhichshesuggestedissuingtheblindoftheParisregionwithwhitestickssimilartothoseusedbythetrafficpolice.

Theeditortookuptheidea,publisheditinNovember1930andsawtoitthattherelevantauthoritiesactedwithatypicalspeed.Thusitwasthatthewhitecanereceivedofficialbacking,andon7thFebruary1931.
