1.总则General

1.1本技术规范书适用于PakistanSCIL35MWeCoal-FiredPowerPlantProject化学实验室仪器仪表设备，并对动力车间化学实验室仪器仪表设备的功能、结构、性能、安装和试验等方面提出了基本技术要求。

ThistechnicalspecificationisapplicabletoPakistanSCIL35MWeCoal-FiredPowerPlantProjectchemicallabinstrument,andlaysbasicrequirementonthefunction,structure,performance,installationandtestoftheequipmentinthepowerhouse.

1.2本技术规范书提出的是最低限度的技术要求,并未对一切技术细节作出规定，也未充分引述有关标准和规范的条文，卖方保证提供符合本技术规范书和工业标准的化学仪器仪表的优质设备及其相应服务。

凡本技术规范书未涉及到的而又确需要卖方提供的任何产品或系统，均属于卖方供货范围。

Thetechnicalspecificationsisminimumtechnicalrequirementandnotmadeadetailregulation,allthetechnicalrequirementsarenotstipulatedindetail,andnotfullyquotedrelativestandardandspecificationterms.Sellershallmakesureitselfprovidequalityproductionwhichmeetsthetechnicalspecificationsandindustrialstandardofchemicalinstrumentsandcorrespondingservices.Foranyproductionorsystemthatnotinvolvedinthistechnicalspecificationbutitreallyrequiresforthissystem,allbelongtotheseller'sscopeofsupply.

1.3本规范书所引用的标准若与供方所执行的标准发生矛盾时，按较严格的标准执行。

Ifthestandardsofthistechnicalspecificationsrequirementconflictwiththatoftheseller,thestricteroneshallprevail.

1.4如需方有除本规范书以外的其他要求，应以书面形式提出，经供需双方讨论、确认后，载于本规范书。

Ifthebuyerhasadditionalrequirementsnotinthisspecification,theyshallberaisedinwrittenform,afterthediscussionandconfirmationbetweenthetwosides,andputdowninthisspecification.

1.5卖方提供的文件，包括图纸、计算、说明、校准步骤、使用手册及所有相关资料等，均应使用国际单位制（SI）。

所有文件、工程图纸、相关资料及相互通讯，均需提供山东省阳光工程设计院及买方中英文对照版本签字版各1份以及可编辑、修改的电子文档各1份。

Thedocumentssubmittedbytheseller,includingthedrawings,calculations,instructions,calibrationprocedures,usermanualsandallrelativedatesandsoon,shallalluseSI.Alldocuments,projectdrawings,relativedatesandcommunicationsshallbesuppliedinChinese-Englishversion（1signedhardcopyand1editablesoftcopy）toSYEDIandtheowner.

1.6本技术规范书、招标过程中卖方相应的澄清问题、招投标确认的会议纪要等作为合同的一个附件，并与合同文件有相同的法律效力。

Thistechnicalspecification,bidderscorrespondingtoclarifytheproblemsintheprocessofbidding,biddingtoconfirmmeetingminutes,etcasanattachmentofthecontract,andhavethesamelegaleffectwiththecontractdocuments.

1.7设备采用的专利涉及到的全部费用均被认为己包含在设备报价中，卖方保证招标方不承担有关设备专利的一切责任。

Equipmentusedinthefullcostofthepatentinvolveallarethoughttohaveincludedintheequipmentquotation,bidderensurethetendereenotbearresponsibilityforallrelevantequipmentpatent.

1.8如供方没有对本规范书提出书面异议，需方则可认为供方提供的产品完全满足本规范书的要求。

Ifthesupplierdidnotsubmitawrittenobjectiontothespecification,thebuyercanconsiderthattheproductsprovidedbythesupplierarefullymeettherequirementsofthisspecification.

1.9卖方提供的实验室仪器仪表设备应在三个及以上同等容量机组并具备三年及以上成功运行业绩，已证明安全可靠。

Bidderstoprovidelaboratoryinstrumentationequipmentshallbethesameinthreeormorecapacityunitsandmorethanthreeyearsandsuccessfuloperationperformance,hasprovedsafeandreliable.

1.10若卖方所提供的投标文件有前后不一致的条款，由招标方选择确定。

卖方对后续经招投标双方确认的澄清文件内容的理解如有异议，解释权归招标方。

Ifthetenderdocumentsprovidedbythebidderhaveinconsistentterms,bedeterminedbythetendereetochoose.Bidderclarificationoflaterconfirmedbythebothsidesofbiddingdocumenttheunderstandingofthecontentsuchas,powerofinterpretationbelongstothetenderee.

1.11卖方应充分考虑其产品在巴基斯坦区域销售限制、清关、知识产权等因素，如因此而引起的纠纷由卖方负责。

BiddersshouldfullyconsideritsproductsinPakistanareasalesrestrictions,customsclearance,intellectualpropertyandotherfactors,suchasthatcausedbydisputesshallbetheresponsibilityofthebidder.

2.技术要求TechnicalRequirement

2.1规范和标准Specificationandstandards

2.1.1仪表结构及材料应在工程、设计、加工和制造上是高标准。

同时性能是高效地、操作是方便的，在指定的这些技术要求的工作范围内，不应有超过标准的消耗和维修工作。

Forthestructureandmaterialoftheinstrument,theengineering,design,processandfabricationstandardshallbesuperiorones.Atthesametime,itshouldhavehigherefficiencyandconvenientoperation.Withinthenominatedworkscope,thereshallbenoconsumptionandrepairthatexceedsthestandards.

2.1.2执行有关国家及行业标准及规程，或等同于国际标准，当使用其它规程、规范或标准时，卖方应将它们与报价书一齐交送，同时提供差异附表。

Implementtherelatednationalandindustrystandardsandcodes,orequaltotheinternationalstandard;whenapplyothercode,specificationorstandard,thesellershallsendthemtogetherwiththequotation,andprovidethedeviationlist.

2.1.3卖方配套电动机应满足下列总的要求：

2.2.3卖方应提供每种分析仪表对工作环境的要求，并在投标书中详细说明。

2.2.4如果卖方提供分析仪表环境的要求是由特殊设备实现的，请在投标书中提供特殊设备的型号及相应价格。

Iftheworkingconditionoftheinstrumentisrealizedbyspecialequipment,notethetypeandpriceofthisequipmentinthebiddocuments.

2.3主要设备性能要求

PerformanceRequirementonthemainequipment

2.3.1在设计原理、制造工艺及整体性能上均应是先进的、安全的、可靠的、高质量的定型产品。

招标方不接受过时、落后的产品，招标方有权选择投标文件中某项产品开发的最高端产品，且有权要求卖方更改不满足本技术条件书的投标设备产品。

Onthedesignprinciple,processtechnologyandoverallperformance,theproductsusedshallbeadvanced,safe,reliable,andhighquality.Theownerdoesnotacceptoutdatedandbackwardproduct.Theownerhastherighttoselectthetopclassproductoftheproductslistedinthebiddingdocuments,andisentitledtorequirethesellertomodifytheequipmentthatdoesnotconformtothistechnicalspecification.

2.3.2实验室分析仪表测量元件与介质接触部分应采用耐腐蚀材料，卖方在投标书中应详细说明测量元件材质。

Theinterfacebetweenthelabanalysismetermeasuringelementandthemediashalluseanti-corrosionmaterial;inthebiddocuments,thesellershallclarifythemeasurementelementmaterial.

2.3.3实验室分析仪表应不受电源电压波动影响，适应性强，长期稳定性好。

Thelabanalysisinstrumentsshallnotbeaffectedbythevoltagefluctuation,withenduranceandreliability.

2.3.4实验室分析仪表应测量精度高、灵敏度高、重复性好、衰减小、漂移小。

Thelabanalysismetershallhavehighaccuracy,sensibility,repeatability,andsmallreductionanddisplacement.

2.3.5分体式仪表应提供整套连接所需部件及详细说明书。

Fortheseparateinstruments,theconnectionpartsanddetailedmanualshallbeprovided.

2.3.6卖方应提供调试、培训时所必须的药品、器具、标准液及电极等易耗品,所供专用药剂应便于购买或配制（卖方提供配置方法），电极及备品备件卖方应协助购买。

Thesellershallprovideconsumableslikecommissioningandtrainingchemicals,apparatus,andstandardliquidandelectrode.Thespecialchemicalsshallbeeasytobuyorfabricated（thesellerprovidesthefabricationmethod）;thesellershallcooperatethebuyertopurchasetheelectrodeandspares.

2.3.7实验室分析仪表测量范围及其他要求详见订货清单。

Thelabinstrumentmeasurementrangeandotherrequirementshallbelistedintheorder.

2.3.8卖方应在投标书中以专门章节描述所投标产品满足上述技术要求所采用的技术方案。

Inthebiddocument,thesellershalluseaseparatechaptertostatethetechnicalschemethatcandemonstratetheconformitytothetechnicalrequirement.

2.3.9卖方在投标文件中应提供所供设备详细选型样本和智能操作说明。

Inthebiddocuments,thesellershallprovideequipmenttype-selectionandsmartoperationexplanation.

2.3.10卖方提供的设备性能测试必须符合或高于招标方执行使用的国际、国标、电力、环保、化工等标准及规范要求。

Theequipmentperformancetestshallmeetthenational,international,electricpower,environmentfriendly,andchemicalstandardsrequiredbytheowner.

2.3.11卖方应提供满足5年所需的校准用的标准溶液/液体/固体。
