在葛底斯堡国家烈士公墓落成典礼上的演说

林肯（演讲于146年前的今天）

87年前，我们的先辈们在这个大陆上创立了一个新国家，它孕育于自由之中，奉行一切人生来平等的原则。

现在我们正从事一场伟大的内战，以考验这个国家，或者任何一个孕育于自由和奉行上述原则的国家是否能够长久存在下去。

我们在这场战争中的一个伟大战场上集会。

烈士们为使这个国家能够生存下去而献出了自己的生命，我们来到这里，是要把这个战场的一部分奉献给他们作为最安息之所。

我们这样做是完全应该而且非常恰当的。

但是，从更广泛的意义上来说，这块土地我们不能够奉献，不能够圣化，不能够神化。

那些曾在这里战斗过的勇士们，活着的和去世的，已经把这块土地圣化了，这远不是我们微薄的力量所能增减的。

我们今天在这里所说的话，全世界不大会注意，也不会长久地记住，但勇士们在这里所做过的事，全世界却永远不会忘记。

毋宁说，倒是我们这些还活着的人，应该在这里把自己奉献于勇士们已经如此崇高地向前推进但尚未完成的事业。

倒是我们应该在这里把自己奉献于仍然留在我们面前的伟大任务——我们要从这些光荣的死者身上汲取更多的献身精神，来完成他们已经完全彻底为之献身的事业；我们要使国家在上帝福佑下得到自由的新生，要使这个民有、民治、民享的政府永世长存。

林肯（1809—1865年）美国总统，共和党人。

任过律师。

1847—1849年当选为众议员。

总统任职内，爆发内战。

1862年颁布《宅地法》和《解放黑奴宣言》，使战争成为群众性的革命斗争，保证了战争的胜利。

1865年4月14日，遇刺身亡。

18世纪美国南北战争，是美国历史上规模最大，也是人类历史上具有伟大意义的战争。

在这场战争中，以林肯为首的新政府军队同南部奴隶主军队展开了殊死的斗争，终于废除奴隶制，战争取得最后的胜利。

1864年3月1日，联邦政府隆重地举行了葛底斯堡国家公墓落成典礼仪式，纪念在葛底斯堡战役中为国捐躯的烈士。

林肯在此发表了演讲。

这是历史上最伟大的演讲之一。

在短短不足3分钟的时间里，先后5次被热烈的掌声打断。

后人评论它“像一首凝炼的史诗，真挚，深沉，意蕴无穷。

它又像一篇庄严的宣言，深刻，厚实，力量无边”。

这篇演说辞一直成为美国中学生必读的课文，牛津大学甚至把它用金字铸在校园里，足见其伟大不凡。

1809年2月12日，阿伯拉罕·林肯出生在肯塔基州哈丁县一个伐木工人的家庭，迫于生计，他先后干过店员、村邮务员、测量员和劈栅栏木条等多种工作。

1834年，他当选为伊利诺斯州议员，才开始了他的政治生涯。

当时，美国奴隶制猖獗，1854年南部奴隶主竟派遣一批暴徒拥入堪萨斯州、用武力强制推行奴隶制度，引起了堪萨斯内战。

这一事件激起了林肯的斗争热情，他明确地宣布了他要“为争取自由和废除奴隶制而斗争”的政治主张。

1860年他当选为总统。

南方奴隶主对林肯的政治主张是清楚的，他们当然不愿坐以待毙。

1861年，南部7个州的代表脱离联邦，宣布独立，自组“南部联盟”，并于4月12日开始向联邦军队发起攻击，内战爆发初期，联邦军队一再失利。

1862年9月22日，林肯宣布了亲自起草的具有伟大历史意义的文献——《解放黑奴宣言》草案（即后来的《解放宣言》），从此战争形势才开始发生了明显的变化，北部军队很快地由防御转入了进攻，1865年终于获得了彻底的胜利。

此时，林肯在美国人民中的声望已愈来愈高了，1864年，林肯再度当选为总统。

但不幸的是，1865年4月14日晚，他在华盛顿福特剧院观剧时突然遭到枪击，次日清晨与世长辞。

革命导师马克思高度地评价林肯说，他是一个“不会被困难所吓倒，不会为成功所迷惑的人，他不屈不挠地迈向自己的伟大目标，而从不轻举妄动，他稳步向前，而从不倒退；……总之，他是一位达到了伟大境界而仍然保持自己优良品质的罕有的人物”。

奥巴马在千年峰会推出美国全球发展政策

奥巴马9月22日下午出席了联合国千年发展目标峰会。

他在会上敦促捐助国兑现以往的承诺，同时表示美国正在对发展进行重新定义，从安全战略角度将发展视为一项紧迫任务，援助战略注重推动受援国经济的发展，并为此宣布了一套新的“美国全球发展政策”。

美国总统奥巴马宣布的“美国全球发展政策”有三个支柱。

其一，美国正在对发展进行重新定义，改变以往通过援助物资来衡量效果的做法，转而注重帮助受援国脱贫致富；其二，美国将发展的终极目标从短期的挽救生命转变为改善受援社会，投资于那些致力于发展的国家，扩大同这些国家的科技合作，帮助他们发展农业，建设保健体系，开发清洁能源。

第三个支柱是促进基础广泛的经济增长。

奥巴马表示，当各国鼓励兴办企业、投资于基础设施、扩大贸易、欢迎投资的时候，他们就很有可能走向繁荣。

美国将同像塞拉利昂这样的国家合作，创造吸引投资而不是吓跑投资的商业环境。

美国将与各国共同努力，拆除区域贸易壁垒，敦促各国向发展中国家开放市场，继续推进有利于所有经济体的多哈回合谈判。

奥巴马还谈到美国将引领全球打击腐败的努力，消除这一对繁荣的最大障碍；同时美国将帮助增进那些促进良政和民主、法制与机构透明同时又尊重人权的国家的发展。

奥巴马在讲话的最后敦促捐助国履行各自的承诺，以强有力的决心结束空洞的承诺得不到兑现的状况。

THEPRESIDENT:

Goodafternoon.Mr.SecretaryGeneral,fellowdelegates,ladiesandgentlemen.

IntheCharterofthisUnitedNations,ourcountriespledgedtoworkfor“thepromotionoftheeconomicandsocialadvancementofallpeoples.”IntheUniversalDeclarationofHumanRights,werecognizedtheinherentdignityandrightsofeveryindividual,includingtherighttoadecentstandardofliving.Andadecadeago,atthedawnofanewmillennium,wesetconcretegoalstofreeourfellowmen,womenandchildrenfromtheinjusticeofextremepoverty.

Thesearethestandardsthatweset.Andtoday,wemustask:

Arewelivinguptoourmutualresponsibilities?

Isuspectthatsomeinwealthiercountriesmayask,withoureconomiesstruggling,somanypeopleoutofwork,andsomanyfamiliesbarelygettingby,whyasummitondevelopment?

Andtheanswerissimple.Inourglobaleconomy,progressineventhepoorestcountriescanadvancetheprosperityandsecurityofpeoplefarbeyondtheirborders,includingmyfellowAmericans.

Whenachilddiesfromapreventabledisease,itshocksallofourconsciences.Whenagirlisdeprivedofaneducationorhermotherisdeniedequalrights,itunderminestheprosperityoftheirnation.Whenayoungentrepreneurcan’tstartanewbusiness,itstymiesthecreationofnewjobsandmarketsinthatentrepreneur’scountry,butalsoinourown.Whenmillionsoffatherscannotprovidefortheirfamilies,itfeedsthedespairthatcanfuelinstabilityandviolentextremism.Whenadiseasegoesunchecked,itcanendangerthehealthofmillionsaroundtheworld.

Solet’sputtoresttheoldmyththatdevelopmentismerecharitythatdoesnotserveourinterests.Andlet’srejectthecynicismthatsayscertaincountriesarecondemnedtoperpetualpoverty,forthepasthalfcenturyhaswitnessedmoregainsinhumandevelopmentthanatanytimeinhistory.Adiseasethathadravagedthegenerations,smallpox,waseradicated.Healthcarehasreachedthefarcornersoftheworld,savingthelivesofmillions.FromLatinAmericatoAfricatoAsia,developingnationshavetransformedintoleadersintheglobaleconomy.

NorcananyonedenytheprogressthathasbeenmadetowardachievingcertainMillenniumDevelopmentGoals.Thedoorsofeducationhavebeenopenedtotensofmillionsofchildren,boysandgirls.NewcasesofHIV/AIDSandmalariaandtuberculosisaredown.Accesstocleandrinkingwaterisup.Aroundtheworld,hundredsofmillionsofpeoplehavebeenliftedfromextremepoverty.Thatisallforthegood,andit’satestimonytotheextraordinaryworkthat'sbeendonebothwithincountriesandbytheinternationalcommunity.

Yetwemustalsofacethefactthatprogresstowardsothergoalsthatweresethasnotcomenearlyfastenough.Notforthehundredsofthousandsofwomenwholosetheirliveseveryyearsimplygivingbirth.Notforthemillionsofchildrenwhodiefromagonyofmalnutrition.Notforthenearlyonebillionpeoplewhoendurethemiseryofchronichunger.

Thisistherealitywemustface--thatiftheinternationalcommunityjustkeepsdoingthesamethingsthesameway,wemaymakesomemodestprogresshereandthere,butwewillmissmanydevelopmentgoals.Thatisthetruth.With10yearsdownandjustfiveyearsbeforeourdevelopmenttargetscomedue,wemustdobetter.

Now,Iknowthathelpingcommunitiesandcountriesrealizeabetterfutureisnoteasy.I’veseenitinmyownlife.Isawitinmymother,assheworkedtoliftuptheruralpoor,fromIndonesiatoPakistan.IsawitonthestreetsofChicago,whereIworkedasacommunityorganizertryingtobuildupunderdevelopedneighborhoodsinthiscountry.Itishardwork.ButIknowprogressispossible.

AsPresident,IhavemadeitclearthattheUnitedStateswilldoourpart.Mynationalsecuritystrategyrecognizesdevelopmentnotonlyasamoralimperative,butastrategicandeconomicimperative.SecretaryofStateClintonisleadingareviewtostrengthenandbettercoordinateourdiplomacyandourdevelopmentefforts.We’vereengagedwithmultilateraldevelopmentinstitutions.AndwearerebuildingtheUnitedStatesAgencyforInternationalDevelopmentastheworld’spremierdevelopmentagency.Inshort,we’remakingsurethattheUnitedStateswillbeagloballeaderininternationaldevelopmentinthe21stcentury.

Wealsorecognize,though,thattheoldwayswillnotsuffice.That’swhyinGhanalastyearIcalledforanewapproachtodevelopmentthatunleashestransformationalchangeandallowsmorepeopletotakecontroloftheirowndestiny.Afterall,nocountrywantstobedependentonanother.Noproudleaderinthisroomwantstoaskforaid.Nofamilywantstobebeholdentotheassistanceofothers.

Topursuethisvision,myadministrationconductedacomprehensivereviewofAmerica’sdevelopmentprograms.Welistenedtoleadersingovernment,NGOsandcivilsociety,theprivatesectorandphilanthropy,Congressandourmanyinternationalpartners.

Andtoday,I’mannouncingournewU.S.GlobalDevelopmentPolicy--thefirstofitskindbyanAmericanadministration.It’srootedinAmerica’senduringcommitmenttothedignityandpotentialofeveryhumanbeing.Anditoutlinesournewapproachandthenewthinkingthatwillguideouroveralldevelopmentefforts,includingtheplanthatIpromisedlastyearandthatmyadministrationhasdeliveredtopursuetheMillenniumDevelopmentGoals.Putsimply,theUnitedStatesischangingthewaywedobusiness.

First,we’rechanginghowwedefinedevelopment.Fortoolong,we’vemeasuredoureffortsbythedollarswespentandthefoodandmedicinesthatwedelivered.Butaidaloneisnotdevelopment.Developmentishelpingnationstoactuallydevelop--movingfrompovertytoprosperity.Andweneedmorethanjustaidtounleashthatchange.Weneedtoharnessallthetoolsatourdisposal--fromourdiplomacytoourtradepoliciestoourinvestmentpolicies.

Second,wearechanginghowweviewtheultimategoalofdevelopment.Ourfocusonassistancehassavedlivesintheshortterm,butithasn’talwaysimprovedthosesocietiesoverthelongterm.Considerthemillionsofpeoplewhohavereliedonfoodassistancefordecades.That’snotdevelopment,that’sdependence,andit’sacycleweneedtobreak.Insteadofjustmanagingpoverty,wehavetooffernationsandpeoplesapathoutofpoverty.

Now,letmebeclear,theUnitedStatesofAmericahasbeen,andwillremain,thegloballeaderinprovidingassistance.Wewillnotabandonthosewhodependonusforlife-savinghelp--whetherit’sfoodormedicine.Wewillkeepourpromisesandhonorourcommitments.

Infact,myadministrationhasincreasedassistancetotheleastdevelopedcountries.We’reworkingwithpartnerstofinallyeradicatepolio.We’rebuildingonthegoodeffortsofmypredecessortocontinuetoincreasefundstofightHIV/AIDS,increasingthosefundstorecordlevels--andthatincludesstrengtheningourcommitmenttotheGlobalFundforAIDS,TBandMalaria.Andwewillleadintimesofcrisis,aswe’vedonesincetheearthquakeinHaitiandthefloodsinPakistan.

Butthepurposeofdevelopment--what’sneededmostrightnow--iscreatingtheconditionswhereassistanceisnolongerneeded.Sowewillseekpartnerswhowanttobuildtheirowncapacitytoprovidefortheirpeople.Wewillseekdevelopmentthatissustainable.

AndbuildinginpartonthelessonsoftheMillenniumChallengeCorporation,whichhashelpedcountrieslikeElSalvadorbuildruralroadsandraisetheincomesofitspeople,wewillinvestinthecapacityofcountriest
