Iamdelightedtodaytohavetheopportunitytomeatyou,diplomaticenvoysandEgyptianfriendsfromvarioussectors,hereattheheadquartersoftheLeagueofArabStates,thesymbolofthesolidarity,unityandstrengthofArabcountries.OnbehalfoftheChineseGovernmentandpeople,IwouldliketopayhightributeandofferbestwishestoallArabcountriesandpeople.

ThereisanArabicsayingwhichgoes,”WhoeverdrinkstheNilewaterissuretocomebackagain.Threeyearsago,rightinfrontofthePyramidbytheNile,IjoinedthepeoplefromEgyptandChinaincelebratingthe50thanniversaryofdiplomaticrelationsbetweenourtwocountries.Today,returningthisbeautifullandimbuedwithsplendidcivilizations,Ifeelmuchathome.

ChinaandArabcountriesenjoyatime-honoredfriendship.BothsideshasgonethroughtremendouschangesinmoderntimesandembarkedontheroadofnationalrejuvenationSimilarexperiencesandcommonpursuitofdevelopmenthavebondedusclosetogether.Sharingwealandwoe,wehavetidedoverdifficultiessidebysideandforgedprofoundfriendship.TheChinesepeopleseetheArabpeopleasgoodfriends,goodpartnersandgoodbrothers.Werejoiceateverysuccessyouhaveachievedonthepathofdevelopment,andwewarmlycongratulateyouonallaccomplishments.

ThetitleofmyspeechtodayisRespecttheDiversityofCivilizations.

Thereexistdiversecivilizationsintheworld,justlikethediversespeciesinthenature.Theworldtodayishometoover200countriesandregions,morethan2500ethnicgroupsand6000-pluslanguages.Asdifferentmusicalnotesmakeabeautifulmelody,peopleofdifferentethnicities,colorsandhistoricalandculturalbackgroundshavejointlymadeourworldasplendidandcolorfulplace.Dialogue,exchangesandintegrationamongdifferentcivilizationsfromthepowerfulcurrentofhumancivilization,surgingaheadceaselessly.

BothIslamicandChinacivilizationsaretreasuresofhumancivilization,andbothhavemadeindeliblecontributionstotheprogressanddevelopmentofhomunsociety.

DialogueandexchangebetweenChinacivilizationandIslamiccivilizationdatebacktoantiquityandtheworld-famousSilkRoadoffersusthebestexample.Throughthisancientroad,walnuts,pepperandcarrotswereintroducedtoChina2000yearsagoandhavesincebecomeverypopularamongtheChinesepeople.OneThousandandOneLights,aliteraryclassicintheArabheyday,isknowntoeveryChinesehousehold.AndIslamicmusic,dance,dressandarchitecturearewarmlyappreciatedinChina.Likewise,theancientChinesecultureandtechnologieswereintroducedtoArabcountriesandviaArabcountries,Chineseporcelain,silk,teaandpapermakingtechniquewerepassedontoEurope.Sixhundredyearsago,ZhengHe,aMuslimnavigatorinChina,landedintheArabregiononhissevenvoyagestotheWesternSeas.Heisrememberedasanenvoyoffriendshipandknowledge.TheeverexpandinganddeepeningexchangebetweenChinaandArabworldnotonlyenhancedourrespectiveprosperityandeconomicdevelopment,Butalsopromotedinteractionsbetweentheeasternandwesterncivilizations.

Civilizationscanbedifferent,butnocivilizationissuperiortoothers.Eachcivilizationembodiesthecommonvisionandcommonaspirationsofmankindshapedinthecourseofdevelopmentandprogress.TheChinesecivilizationhaslongadvocatedthegreatideathat“Harmonyismostvaluable”,“Seekharmonyindiversity”and“Donotdountootherswhatyouwouldnothaveothersdountoyou.”Similarly,theIslamiccivilizationvaluespeaceandcallsfortolerance.TheKorancontainsmorethan100referencestopeace.Weshouldbuildconsensusandseekharmonyinaworldofdiversityandpushforwarddevelopmentthroughexchanges.Thisistheapproachallmankindshouldembraceinadvancingcivilization.

Speakingofrespectingthediversityofcivilization,weshouldrecognizethatthediversityofcivilizationislargelyreflectedinethnicandreligiouscivilization.Chinaisamulti-ethnicandmulti-religiouscountry.Itismadeupof56ethnicgroups.TheindigenousTaoismhaslongexistedinharmonywithBuddhism,IslamandChristianity,religiousintroducedfromtheoutside.ItisthebasicpolicyofChinesegovernmenttoimplementandimprovethesystemofregionalethnicautonomy,ensureequalityamongallethnicgroupsandspeeduptheeconomicandsocialdevelopmentofminorityethnicgroupsandareasinhabitedbythesegroups.Itisalsoourpolicytoensurethefreedomofreligiousbeliefandbringintoplaythepositiveroleofreligiouspersonagesandreligiousbelieversinpromotingeconomicandsocialdevelopment.

InChina,morethan20millionpeoplefrom10ethnicgroupsbelieveinIslamic.TheyareallimportantmembersfamilyoftheChinesenation,andtheirreligiousbelief,culturaltraditionandwayoflifearefullyrespected.Thereareover35000mosquesincitiesandthecountrysideacrossChina.YoucanfindMuslimrestaurantsinanyChinesecity.InaninternationalmetropolislikeShanghai,thereislocallegislationensuringthesupplyofMuslimfood.Youwillalsofindthatinfactories,schoolsandgovernmentofficesinChina,MuslimcuisineisavailablewhereverthereareMuslims.Ifyouattendaget-togetheramongfriends,thosepresentwillallchoosetohaveMuslimfoodevenifoneofthemisaMuslim.TheChinesegovernmenthasadoptedarangeofpoliciestosupporttheeconomic,culturalandsocialdevelopmentofminorityethnicgroupsandareas.EthnicgroupswhobelieveinIslamichavelivedinamitywithotherethnicgroupsandjointlypromotednationaldevelopmentandsocialprogress.

Ladiesandgentlemen,

SincethefoundingofPeople’RepublicofChina,ChinaandArabcountrieshavealwayssympathizedwithandsupportedeachother.Inthe1950s,anumberofArabcountriesovercamevariousinterferencesandmadethecourageousdecisiontoestablishdiplomaticrelationswithChina.Inthe1970s,ArabcountriesandotherfriendlydevelopingcountriesgavestrongsupportandmadepersistentinhelpingrestorenewChina’lawfulseatintheUnitedNations.Onourpart,theChinesegovernmentandpeoplehaveshowedunderstandingforthejustcauseofArabcountriestoseeklawfulnationalrightsandyouraspirationsforthedevelopment.WehavegivenyouneitherwaverintheresolvenorweakenitsefforttohelpAfricameettheMDGs.ItshouldtakecrediblestepstohonorthecommitmentofassistancetoAfricaandactivelyfosteranenablingexternaleconomy,tradeandfinance.Second,theinternationalcommunityshouldhaveakeenappreciationofAfricancountries’pressingneedforstrongercapacityinadaptingtoclimatechange,understandandsupporttheirlegitimateconcernsanddemands,andhelpthembettermeettheclimatechallengeinthelargecontextofenhancingAfrica’sabilityforachievingsustainabledevelopment.SuchaholisticapproachwillhelpAfricarealizeall-roundandbalanceddevelopment.Third.,theinternationalcommunityshouldshowmoreunderstandingofthespecialdifficultiesfacingAfricainaddressingsuchglobalissuesasfoodsecurity,energysecurityandepidemicdiseases,andrenderthemgreatersupportandassistance.

Dearfriends,

Underthenewcircumstance,ChinaisreadytodeepenpracticalcooperationwithAfricacountriesindiverseareaspushforwardinanall-roundwaythenewtypeofChina-Africastrategicpartnership.Iwishtomake,inthisconnection,thefollowingproposals:

First,strengthenstrategiccoordinationtoupholdcommoninterests,thetwosidesshouldmaintainhigh-levelexchanges,engageincloserpoliticaldialogueandconsultationsandstepupcoordinationandcooperationonmajorglobalissuesofmutualinterest,soastoincreasethevoiceandrepresentationofdevelopingcountriesintheinternationalsystemandjointlybuildamorejustandreasonableinternationalpoliticalandeconomicorder.Chinawillasalways,speakupforAfricaandsafeguardtheinterestsAfricancountriesoninternationaloccasions.WewillmakegreaterefforttosharestrategiesandexperiencewithAfricacountriesinmeetingglobalchallengesandhelpthemenhancecapacitiesandachieveself-development,

Second,meettheMDGsandimprovethelivelihoodoftheAfricanpeople.Economicdevelopment,povertyeradicationandimprovementofpeople’slivesaretopprioritiesforAfricancountries,chinawillcontinuetoincreaseassistancetoAfricaandreduceorcanceldebtsowedbyAfricacountrieswithintherealmofitscapabilities.Wewillrestructureourassistancesprograms.Wewillputmoreemphasisonagriculture,education,health,povertyreductionandcleandrinkingwater,andhelpAfricaattaintheMDGsatanearlydate.

Third,enhancecooperationandtradetorealizemutualbenefitandwin-winprogress.ThestrongeconomiccomplementaritybetweenChinaandAfricaoffersusbroadprospectsformutuallybeneficialcooperation.Weshouldworkhardtoincreasetrade,speedilyreservethetradedownturnsincethebeginningofthisyearandincreaseexportofAfricagoodstoChina.ChinawillencouragemoreenterprisestoinvestinAfricaandaskthemtoshouldermoresocialresponsibilitiesandliveinamitywiththelocalpeople.WewillcombineeconomiccooperationandtradewithtechnologytransferandtakeactivestepstotraintechnicalandmanagerialpersonnelforAfricacountries.
