INTRODUCTION
A.PURPOSE
ThepurposeoftheseEmployeeAssistanceProfessionalsAssociation(EAPA)
StandardsandProfessionalGuidelinesforEmployeeAssistanceProgramsisto:
•DefineemployeeassistanceprogramsandtheEAprofession;
•Promotethehighestqualityemployeeassistanceprograms;
•Providethefoundationforprogramaccreditationandlicensure;
•DescribethescopeofEAPservices;
•EducatethecommunityregardingEAPservices;
•Operationalizeprogramstandards,guidelinesanddefinitions;
and
•ServetheneedsoftheEAPAmembershipandotherprofessionals.
Thisdocumentidentifiesacoordinatedsetofpolicies,procedures,andactivities.
WhendesigningitsEAP,eachorganizationappliesthesestandardsandprofessional
guidelinesbasedonitsownuniquemission,operationandculture.
B.ORGANIZATION
TheEAPAStandardsandProfessionalGuidelinesforEmployeeAssistance
Programsareorganizedinthefollowingformat:
STANDARD:
TheStandardsarethefundamentalelementsforaneffectiveemployeeassistance
program.AcomprehensiveEAPwillmeetallthestandardsdescribedinthis
document.
INTENT:
TheIntentdescribestheroleeachstandardplaysinaneffectiveEAP.
ESSENTIALCOMPONENTS:
EssentialcomponentsmustbepresentforanEAPtomeetthestandard.
RECOMMENDEDCOMPONENTS:
RecommendedComponentsaredesirableinanEAPbutarenotnecessaryto
meetthestandard.
EXAMPLES:
Examples,whenincluded,illustrateoneormorespecificapplicationsofthe
standardoroneofitsessentialorrecommendedcomponents.Examplesarenot
requirements,noraretheyintendedtorepresentarecommendedapproachto
meetingastandard.
C.HISTORYANDBACKGROUND
TheStandardsforEmployeeAlcoholismand/orAssistanceProgramswereoriginally
draftedin1981byajointcommitteerepresentingthesenationalgroups:
•TheAssociationofLabor/ManagementAdministratorsandConsultantson
Alcoholism(ALMACA)
•TheNationalCouncilonAlcoholism(NCA)
•TheOccupationalProgramConsultantsAssociation(OPCA)
•TheNationalInstituteonAlcoholAbuseandAlcoholism(NIAAA)
•TheAmericanFederationofLaborandCongressofIndustrialOrganizations(AFLCIO)
In1981,therewereapproximately8,000programsand2,800EAPprofessionals
belongingtoALMACA.By1991,ALMACAhadbecometheEmployeeAssistance
ProfessionalsAssociation(EAPA),thenumberofindividualsprovidingemployee
assistanceserviceshadincreasedsubstantiallytoanestimated20,000,andtheEAPA
membershiphadgrowntomorethan7,000professionalsand80chapters.
In1988,EAPArecognizedtheneedformoredetailedstandardsreflecting
advancementsintheEAPfield.EAPAappointedaProgramStandardsCommitteeto
developrevisedprogramstandards.TheCommitteebeganafivepartdevelopment
process.
PartOne,EAPAStandardsforEmployeeAssistancePrograms,publishedin1990,set
forthspecificprogramstandards,eachofwhichwasaccompaniedbyastatementof
intent.Theseprogramstandardsidentifiedthecoreingredientsofemployeeassistance
programs.Theywereorganizedintosixfundamentalareas:

2.Evaluation5.DirectServices
3.Implementation6.Linkages
PartTwo,EAPAStandardsforEmployeeAssistancePrograms,PartII:
Professional
Guidelines,originallypublishedin1992,incorporatedthe1990Standardsandadded
essentialandrecommendedcomponents.EAPArecognizedthevariabilityamong
programs,organizations,andnationalstructures.TheseguidelinesfocusedonaU.S.
servicedeliverymodel.
PartThreewasthepublicationoftheEAPAGlossaryofTermsin1994.PartFour,also
publishedin1994,wasthedevelopmentoftheEAPAProgramSelfEvaluationTool
PartFivewasthe1996publicationoftheEAPAGuidelinesforInternationalEAPs,
developedbyrepresentativesof14countries.Theworkteamforthisprojectwas
representativeofEAPA’sworldwidemembershipandmarkedthefirsttimethatan
internationalgrouphadgatheredtoformulateemployeeassistanceguidelineswhichare
applicableinavarietyofinternationalculturesandsettings.

In1996,theEAPAStandardsCommitteeundertookacomprehensivereviewand
revisionofthestandardsandprofessionalguidelines.Therevisionbuildsonthe
accumulatedexperiencegatheredsince1988bytheCommitteeandreflects
importantchangesinthedeliveryofemployeeassistanceservicesandhealthcare
andinthelegalandregulatoryrequirementsaffectingtheworkplace.
D.CURRENTSTANDARDS
ThislatestversionoftheEAPAStandardsandProfessionalGuidelinesforEmployee
AssistanceProgramsbeginswiththelegaldefinitionofanemployeeassistance
programasapprovedbytheEAPABoardofDirectorsinApril1997.Thestandards,
themselves,areorganizedintosevenmajorsections:
