Abstract

WiththegrowinginternationalstatusofChina,theGovernmentWorkReportisattractingmoreattentionfromallovertheworldanditrepresentsthemostauthoritativesourceofinformationfortheinternationalcommunitytoknowChinabetter.Therefore,thenecessityofidiomatictranslationfortheGovernmentWorkReportiscoming.ThishelpstherecipientaccuratelyunderstandthesourcelanguageandChinesesocialdynamic,aswellaspromotetheexchangesandcooperationofallcountriesintheworld.WiththeSkopostheorypushedforwardbytheGermanFunctionalistandtheGovernmentWorkReportof2014asthecorpus,togetherwiththedifferencebetweenChineseandEnglish,studyingthecharacteristicsandthetranslationstrategiesoftheGovernmentWorkReportof2014fromtheaspectsoflexical,syntacticalanddiscourse.

摘要

随着中国国际地位日益提升，政府工作报告也日益受到世界各国的关注。

政府工作报告是国际社会了解中国最权威的信息来源，因此，地道地翻译政府工作报告的必要性就不言而喻了。

这有助于译文接受者准确无误的理解原文所传达的信息，更好的了解中国社会的动态，从而促进世界各国的交流与合作。

本文依据德国功能学派提出的功能目的理论，以《2014年政府工作报告》为语料，结合英汉之间的差异，从词汇,句法，语篇等方面来分析《2014年政府工作报告》的特点及目的论指导下《2014年政府工作报告》英译的策略。

Introduction

Widelyknownasthetoneofsolemnity,firmnessandconciseness,politicalarticlesaimatanalyzingmindandexpositingideastopropagandizepolitics,whicharetypicalofconciseness,politicalnature,timeliness,objectivityandintegrity.

TheGovernmentWorkReportof2014includesthesummaryof2014andplansfor2015.Namelytheconclusionoflastyear'sgovernmentworkconditionsandachievements,aswellastheannouncementofplansandgoalsforthenextyear.ItgainsgreatattentionfromhomeandabroadbecauseitmakesgreatcontributiontoconstructChina,thatis,anextensiveandprofoundmeaning.Withthedeepdevelopmentofreformandopeningupandforeignexchange,thedemandoftranslationoftheGovernmentWorkReportof2014isalsoincreasing.Asanimportantpoliticaldocuments,ontheonehand，thepoliticalsensitivityisverystrong,thereforethequalityoftranslationisextremelyhigh.Ontheotherhand,itcontainsalargenumberofwords,conceptsandmodesofexpressionwithChineseuniqueness.Hence,greatattentionshouldbepaidinthetranslationofpoliticalessays.TakingtheGovernmentWorkReportof2014asexample,thispaperwillusetheGermanfunctionalisttranslationtheorytoanalyzethetranslationstrategies.

Skopostheoryistoapplyconceptofskoposintotranslation.Themainconceptisthatthemajorfactoroftranslationduringtheperiodoftranslationistheaimofthewholetranslation.Thetermofskoposisusedtorefertotheaimoftargetlanguage.Besides‘skopos’,Vermeeralsoaddedsomerelatedwords,suchasaim,purpose,intentionandfunction.Skopostheorywasfirstpublishedin1995byZhangNanfengwhofirstlybrieflyintroducedSkopostheorytoChina.ZhongweiheandZhongYupublishedapapernamedGermanFunctionalistTranslationTheoryin1999intheChineseJournalofTranslation,whichwasthefirstsystematicallypapertointroducethetheoryoffunctionalism.ThepaperOntheTranslationMethodsandTheoreticalBasisaboutSoftnewswaspublishedin2001byXuQuanandWangTing,andbroughtaboutnewsituationtoapplyfunctionaltheorytopragmatictranslation.

Thispapermainlydiscussesfromthreeaspects:

thefirstpartisanoverviewofSkopostheory,includingtheproduction,developmentandthemainprinciplesofSkopostheory.ThesecondpartisthecharacteristicsoftheGovernmentWorkReport.Theyaresimplesentencestructures;briefsentencecomponents;Chinesecharacteristicwords;synonymousexpressions.ThethirdpartisthetranslationstrategyoftheGovernmentWorkReportof2014undertheguidanceofskopostheory.ItfirstelaboratesthefeasibilityoftranslatingtheGovernmentWorkReportundertheguidanceofskopostheory,thenexplainsthetranslationstrategyoftheGovernmentWorkReportof2014undertheguidanceofskopostheory.

1.1EmergenceandDevelopmentofSkoposTheory

In1970s,functionalisttranslationtheoryoriginatedinGermany.Itsdevelopmenthasgonethroughseveralstages:

Thefirststage:

KatherinaRicefirstlyappliedthefunctionalcategoryintotranslationcriticismandintegratedthelanguagefunctions,texttypesandtranslationstrategiestodevelopthefunctionalrelationofsourcetextandthetargettextbasedonthemodeloftranslationcriticism,thusformedtherudimentoffunctionalisttheory.

Thesecondstage:

HansVermeerputforwardtheskopostheoryandgottheoriginalcenterorientedtranslationfreefromthebound.Thetheorystandsthattranslationisakindofbehaviorfeaturedwithpurposeandresultwhichbasedontheoriginaltextsandthisbehaviormustbedonethroughnegotiation.Translatingakindofmaterialmustfollowaseriesofprinciples,withthe"objectiveprinciple"inthefirstplace.Thatistosay,thepurposeoftranslationdependsontargetlanguagetranslation.Inaddition,thetranslationmustfollowthe"coherencerule"and"loyaltyrule".

Thethirdstage:

JiastarHotzMantaputforwardthebehaviortheoryoftranslationbyreferringcommunicationalandbehavioraltheory.Hehasfurtherdevelopedthefunctionalisttranslationtheorywhichwasdrivenbypurposeandaninteractionbetweenpeoplewithtranslationresultsoriented.ThetheoryandSkopostheoryhavemuchincommon,Vermeerhadalsointegratedthem.

Thefourthstage:

ChristinaNordhadsummarizedandimprovedthetheoryoffunctionalismcomprehensivelyandsystematicallyanalyzedtheinternalandexternalfactorsneededintextanalysisoftranslationaswellaswaystosetuptranslationstrategiescoordinatedwiththepurposeoftranslationonthebasisoftheoriginaltextfunctions.ChristinaNordhadsummarizedallfunctionalisttheoryandputforwardtheprinciplesof"functionplusloyalty"toguidethetranslator,whichhadimprovedthetheory.

1.2MainRulesofSkoposTheory

Itmainlydiscussestheobjectiverule,whichisthemostimportantruleofall;coherencerule,mainlyreferstointer-textualcoherence;faithfulnessrule.

1.2.1ObjectiveRule

AccordingtoSkopostheory,themostimportantruleofalltranslationactivitiesisthe"objectiverule",thereforethetranslationshouldbeinthetargetlanguagecontextandcultureandtakeneffectintheexpectationofthetargetlanguageaudience.Thegoaltheprocessoftranslationbehaviorshouldachievedeterminesthewholetranslationaction,namelyresultsdeterminemethod.Butthetranslationactivitiescanhavemultiplepurpose,theseobjectivesarefurtherdividedintothreecategories:

（1）Thebasicpurposeofthetranslator（suchasmakealiving）;

（2）Thecommunicativepurpose（suchastoenlightenthereader）;

（3）Tousesomespecialmeansoftranslationtoattainthepurpose（e.g.,inordertoexplainthespecialsyntacticstructureinalanguageoftheliteralwayaccordingtoitsstructure）.

1.2.2CoherenceRule

Itmeansthatthetranslationmustmeettheinter-textualcoherentstandard,whichis,withreadabilityandacceptabilityaswellascanmaketherecipientunderstandandhavesignificanceinthetargetcultureandtheuseofcommunicativecontext.Thisrulemeansthereshouldexistinter-textualcoherence,whichamountstobefaithfultothesourcelanguageinothertranslationtheories,however,thedegreeofthefaithfulnessdependsonthepurposeofthetargetlanguageandtheunderstandingofthetranslator.

1.2.3FaithfulnessRule

ThisisputforwardbyNord.ShefoundtheSkopostheoryhastwoshortcomings:
