(3)Governorsincreasinglycharacterizetherisingcostsofhighereducationanditslimitedaccessasunsustainable.Manyfinditimperativethatuniversitiesincreasetheirproductivity,affordability,access,graduationrates,andaccountability.Incontrast,universitypresidentssaythatquality,notcost,istherealissueinanerainwhichexcellenceinhighereducationismoreurgentthaneverbeforeinhistory.Thequestion,academicleaderssay,shouldnotbethepriceofcollege,butwhopays,criticizinggovernmentfordisinvestinginhighereducation.Bottomline:

Betweenthegovernorsandthepresidents,thereisincreasinglylittleifanycommongroundotherthanrecognizingtheimportanceofhighereducation.Theyhaveentirelydifferentviewsoftheproblem,noagreementonresponsibility,andnothinginthewayofasharedsolution. 

(4)InhisfirstpublicactionaspresidentofPurdue,Danielshasbridgedthechasmwithasalarypackagethatincorporatesthegoalsofboththegovernorsandthepresidents.Hedidthisintwoways.Thefirstwasconciliatory,eliminatingtheredflagthatsetsoffbothgovernmentandtheacademy:

Herejectedpresidentialsalaryinflation.Hissalarypackageissmallerthanhispredecessor’s,placinghimtenthamongthe12BigTenuniversitypresidentsintermsofsalary.Thereisnodeferredcompensation.

(5)Second,andmoreimportantlyintermsofnationalmodels,isthatGovernorDanielsaskedforasalarybaseduponachievinghisgoalsfortheuniversity.Thepackageisdividedintotwobuckets—basesalaryandbonus.Thebonusistiedtograduationrates,affordability,studentachievement,philanthropicsupport,facultyexcellence,andstrategicprograminitiatives.Inestablishingthisbonussystem,Danielsmarriedtraditionalnotionsofacademicquality—asmeasuredbyexcellenceinfaculty,programsandresources—withanequalemphasisoneffectiveoutcomesandpricecontrols:

graduationrates,affordability,andstudentachievement.

(6)Insodoing,Danielshasdemonstratedhisbeliefthatthereiscommongroundtobefoundbetweentheuniversityandgovernment.Thechoiceisnotqualityoreffectiveness,notexcellenceoraffordability;thefutureofhighereducationisnotazero-sumgameinwhichonesidewinsandtheotherloses.Rather,hebelievesitispossibletobalancetheseeminglyconflictinggoalsofgovernmentandhighereducation.

(7)Danielsisnotthefirstpresidenttohavehissalarytiedtoachievinginstitutionalgoals,butheisprobablythemostvisible.Moreover,althoughDanielsisrenouncinginvolvementinpartisanpoliticsasheentersthePurduepresidency,heisaformerRepublicangovernorandpartyleaderknownasafrugalfiscalconservative.Historically,thedivisionshavebeengreaterbetweenRepublicansandtheacademythanhasbeenthecasewithDemocrats.Inaveryrealsense,whatDanielshaschosentodoissomewhatakintoNixongoingtoChina.Hehasundertakenanexperimenttobecloselywatched.Ifsuccessful,hewillhaveestablishedapotentialmodelforthecountry.
