壹、課程簡介

本課程主要介紹東亞已開發國家：

日本，以及新興工業化國家（newindustrializingcountries,NICs）：

台灣與南韓，討論的焦點集中在這三個國家的經濟體系為何能快速地發展？

經濟發展模式的背後有何政治與社會的基礎？

以及全球化與民主化的浪潮，對這三個國家將構成何種挑戰？

一般來說，學者將東亞國家經濟發展的模式，統稱為發展型國家論（developmentalstate），具有以下三個主要特色：

第一，國家的政策制訂具有高度的自主性（autonomy），可免於各種社會階級利益的干擾。

第二，國家經濟體制內雖然也有龐大的私有制企業體存在，國家仍有能力（capacity）鉅細靡遺地管制這些私人企業。

國家積極介入市場經濟運作的方式，例如長期扭曲市場價格（gettingsomepriceswrong），而不是順應國際市場價格（gettingtherightprices），扶助若干新興策略性的產業，或是藉由公營銀行的貸款程序，獎勵有競爭力的產業，同時淘汰夕陽工業。

第三，國家領導者對追求國家經濟發展的目標有一致的共識，並積極追求這項目標。

然而，這種政經發展模式，到90年代中期以後開始面臨挑戰。

第一個挑戰是全球化，全球化影響國家已往用來影響企業、調控總體經濟的政策工具，將受到極大的挑戰及限制，企業的國際化也逐漸超越國家的控制能力。

經濟自由化（liberalization）與去管制化（de-regulation）的趨勢，將迫使國家必須開放原來掌握的資源，例如公營事業的民營化，以及開放過去壟斷性的產業，如金融、油業、電信等。

另一個重大的挑戰則是民主化。

民主化對發展性國家的挑戰，主要透過兩層面：

第一層是不同的利益團體（優勢團體）有機會對政府提出要求，而官僚自主性容易下降，結果導致經濟決策的不理性與不一致性的現象。

第二層是因勞工及弱勢群眾，也可透過選舉來影響政府的政策。

他們會傾向「重分配」色彩的社會福利政策，挑戰過去以「唯經濟成長導向」的發展策略？

最後，在自由化與民主化的衝擊下，過去東亞發展型國家的模式是否逐漸消逝了？

或者，由於制度本身的韌性，加上相關行動者（如人民、官員、政客等）的偏好等因素，對國家扮演的功能之偏好與期待不容易立即改變，使發展性國家模式適度調整而不會消失，國家仍然維持過去干預市場的功能，而非和其他地區的國家（如東歐與拉美）一樣，成為新自由主義國家（neo-liberalstate）？

上述所提的問題，都將一一納入本課程作深入的討論。



貳、課程要求與評分標準

所有選課同學課前必需閱讀完每週指定的文獻、準時上課、關掉手機。

上課採相互討論的方式，由老師提出引言或各種問題，同學積極回答，最後由老師作總結。

本課程每週將指定二位同學提出一份約1500字左右的書面報告（內容包括重點整理、對作者的主張或方法進行批判或質疑），於上課前一天（星期三中午12點前）郵寄給老師和同學參考。

學期結束後，所有選修者必需針對本學期的主題，撰寫一份深入的文獻分析與探討之研究報告（題目要在第五週前提報），並在上課結束後一週繳交（注意：

逾時扣分），字數約一萬字左右（扣除註釋與參考書目）。

同學參與課堂討論佔學期總分的25%，書面報告佔學期總分的25%，期末書面報告佔學期總分的50%。
