1.ElectricalInspections
a.Musthaveanoutsidethirdpartyconductacompleteelectricalreviewandinspectionoftheirfactoryeverythreeyears.
b.Mustensurethatmajormodificationstonewandexistingfacilitiesandprojectsareinspectedtoverifycompliance
withcodesandstandards.
c.Mustensuretheapprovalofallelectricalequipment,wiringmethods,electricalinstallationsandutilizationofequipmentforcompliance.
d.Acopyofallelectricalreviewsandinspectionsmustbemaintainedforaperiodof5years.
2.Mustguardandcorrectallelectricaldeficienciespromptly.
3.Mustensureallnewelectricalinstallationscomplywithcodesandregulations.
4.Mustcommunicatethiselectricalsafetystandardtoitssub-contractorsasapplicable.
5.Mustconductahazardanalysisofworkpracticestodeterminethejobclassificationsthatincludedutiesthatmayhaveexposuretoelectricalfixtures,toolsandpremiseswiring.Findingsoftheanalysiswillberecorded.
6.Mustfollow,ataminimum,thefollowinggeneralelectricalsafetyrules:
a.Donotconductanyrepairstoelectricalequipmentunlessauthorizedandtrainedtodoso.
b.Reportallelectricaldeficienciestothesupervisor.
c.Donotoperateequipmentifanelectricalproblemissuspected.
d.Donotenterspacescontainingexposedenergizedpartsunlessthelightingissuitableforthejob.
e.Steam,water,oroilleaksnearelectricalequipmentwillbereportedimmediately.
f.Workingsurfaceswillbekeptdrywhenworkingwithornearelectricalapparatus.
g.Electricalequipmentwillnotbeusediftheemployeehaswethandsorisstandingonawetsurface.
h.Electricalequipmentthatisheatingexcessivelyorsparkingwillbeshutoffandatrainedelectriciancalledtothescene.
i.Allportableandfixedelectricalequipmentmustbesecurelygroundedbeforeuse.
j.Cordsand/orplugswillnotbeusedifthegroundprongismissing.
k.Allelectricalwireswillbeconsideredliveuntilprovenotherwise.
l.Employeesmustinstitutelockout/tagoutprocedures(refertothefacility’sControlofHazardous
Energy(Lockout/Tagout)Program)priortoworkingonequipment.Aswitchwillnotbeclosedwithoutfullknowledgeastowhythecircuitisopen.Thetagonaswitchwillberemovedonlybythepersonwhotaggedtheswitchopenoranauthorizedreliefperson.
m.Anyelectricalequipmentwithfrayedorotherwisedeterioratedinsulationwillnotbeused.
n.Theuseofmakeshiftorover-capacitycircuitbreakersisprohibited.
i.Nometalladderswillbeusedwithinsixfeet(6’)oflivecircuits.
ii.Aclearspaceofatleastthreefeet(3’)willbemaintainedinfrontofallelectricalpanelsandswitchgear.
iii.Thegreen(ground)wireonallportabletoolsandextensioncordswillbesecurelyfastenedatbothendsofthecord.
Thegroundingprongonthecordwillnotberemovedorbentasidetoallowinsertionintoatwo-prongreceptacle.
iv.Allelectricalcordsmustbeprotectedfromoil,chemicals,androughsurfaces.
v.Overloadingofelectricaloutletsanduseofmultipleadaptersandpigtailsareprohibited.
vi.Flexiblecordsmustnotbeusedasasubstituteforfixedwiring.
vii.Extensioncordswillnotbestapledortackedtowalls,orrunthroughwalls,doors,orceilingpanels.
viii.Conductivejewelry,suchasringsandwatches,willberemovedwhenworkingaroundelectricitytopreventpotentialarcing.
ix.Specialrequestsbygueststohaveelectricalworkdonewillbeperformedinaccordancewiththissafetyprogram.
x.Evenlowvoltagescankillorinjure.
2.EngineeringControls
a.Allelectricaldistributionpanels,breakers,disconnects,switchesandjunctionboxeswillbecompletelyenclosed.
b.Awatertightenclosurewillbeusedwherethereisthepossibilityofmoistureentryeitherfromoperationsorweatherexposure.
c.Electricaldistributionareaswillbeguardedagainstaccidentaldamagebylocatingtheminspecificallydesignedrooms,usingsubstantialguardpostsandrails,andbyotherstructuralmeans.
d.Aclearapproachandthreefoot(3’)sideclearancewillbemaintainedforalldistributionpanels.
e.Allconduitswillbefullysupportedthroughouttheirlength.Non-electricalattachmentstoaconduitareprohibited.
3.AdministrativeControls
a.Onlytrainedandauthorizedemployeesmayconductrepairstoelectricalequipment.
b.Contractorsperformingelectricalworkmustholdalicensefortherelatedwork.
c.Areasundernewinstallationorrepairwillbesufficientlyguardedwithphysicalbarriersandwarningsignstopreventunauthorizedentry.
d.Accesstoelectricaldistributionroomsislimitedtothoseemployeeswhohaveaneedtoenter.
e.Allelectricalcontroldeviceswillbeproperlylabeled.
f.WorkonenergizedcircuitsisprohibitedunlessspecificallyauthorizedbyaSupervisor,theElectricalSafetyProgramAdministrator,ortheGeneralManager.
g.Allqualifiedemployeeswillfollowestablishedelectricalsafetyproceduresandprecautions.
h.Allqualifiedemployeeswillfollowtheestablishedproceduresoutlinedinthisprogram,aswellasthefacility’sControlofHazardousEnergy(Lockout/Tagout)andToolSafetyprograms,whereappropriate.
4.ProtectiveEquipment
a.Qualifiedemployeeswillwearelectrical-ratedsafetyshoes/boots.
b.Alltoolsusedforelectricalworkwillbeproperlyinsulated.
c.Electrical-ratedgloveswillbeavailableforworkonelectricalequipment.
d.Electrical-ratedmattingwillbeinstalledinfrontofalldistributionpanelsinelectricutilityrooms.
e.Eachdisconnectingmeansformotorsandapplianceswillbelegiblymarkedtoindicateitspurpose.
Eachservice,feeder,andbranchcircuit,anditsdisconnectingmeansorover-circuitdevice,willbelegiblymarkedtoindicateitspurpose.Thesemarkingswillbeofsufficientdurabilitytowithstandtheenvironment.
5.Training
a.Employeesmustbetrainedinandfamiliarwiththesafety-relatedworkpracticesrequiredbythisstandardthatpertaintotheirrespectivejobassignments
i.Unqualifiedpersons.Employeeswhosejobassignmentsrequirethemtobeclosetoexposedpartsofelectricalcircuits
at50Vormoremustbetrainedinandfamiliarwithanyelectricallyrelatedsafetypracticesnotspecificallyaddressedinthisstandardbutwhicharenecessaryfortheirsafety.
ii.Qualifiedpersons(i.e.thosepermittedtoworkonornearexposedenergizedparts)whoperformelectricalworkmustbetrainedtorecognizethehazardsassociatedwiththeirworkenvironmentanduseappropriateproceduresandprotectiveequipmenttominimizetheriskofanaccidentorinjury.Worksupervisorsmustverifythequalificationsandtrainingofallelectricalworkersbeforetheyarepermittedtoperformelectricalwork.Qualifiedpersonsmust,ata
minimum,betrainedinandfamiliarwiththefollowing:
(1)Theskillsandtechniquesnecessarytodistinguishexposedlivepartsfromotherpartsofelectricequipment
(2)Theskillsandtechniquesnecessarytodeterminethenominalvoltageofexposedliveparts
(3)Theclearancedistancesspecifiedandthecorrespondingvoltagestowhichthe
(4)Techniquesnecessarytode-energizeelectricalsystems,identifylivepartsofequipment,anddeterminethenominalvoltageofexposedlivepartsandclearancedistances
(5)Proceduresforlockingoutandtaggingenergizedelectricalcircuitsandequipmentsafely.

(8)Useofpersonalprotectivegrounds
(9)Useoftestingandmeasuringequipment.

a.Typeoftraining.Thetrainingrequiredbythissectionmustbeoftheclassroomoron-the-jobtype.
b.Thedegreeoftrainingprovidedmustbedeterminedbytherisktotheemployee.
c.Muchoftheexperiencerequiredforanemployeetobeconsideredqualifiedisspecifictotheequipmentandtasksinvolved.On-the-jobtrainingisalwaysanecessarycomponentofaqualificationprogram.Classroomtrainingisausefulwaytoensurethatemployeesshareacommonlevelofbasicknowledgeonwhichtobuildspecificon-the-jobtraining.Additionally,employeescangainknowledgeandexperienceabouthowtoperformtheirjobssafelyandproperlybytakingcoursesofferedbyuniversitiesandtradeschoolsorthroughapprenticeships,on-the-jobtraining(OJT),orotherformalizedtraining.Thedepthoftrainingandhowtrainingisprovidedmustbedeterminedbythehazardsassociatedwiththeemployee'
srespectivetasks.
d.SupplementaryTraining.Contractorsmustensurethatbot
