了效率。
其次，电子商务具有开放性和全球性的特点，能为企业创造更多的贸易机会。

字、影像、声音、图像于一体的超级互动式媒体，这一世界上最大的通信网络，企业24小时与世界任何一地
的其他企业进行交流成为交流可能，将有更多的机会了解合作伙伴，同时也让对方熟悉自己。
再次，电子商务重新定义了传统的流通模式，减少了中间环境，从而有效降低成本，在一定程度上改变
了整个社会经济运行方式。
开展电子商务，一方面可以增加我国产品的价格优势，扩大出口，另一方面，可
有效地刺激内需，拉动经济发展。
电子商务减少中间环节而带来的商品价格下调，决不等同于由经济活动
减少产生的通货紧缩，它是生产力发展、人们购买力增长的标志。
最后，电子商务提供的丰富信息资源，为各种社会经济要素的重新组合提供了更多可能，将影响到社会
的经济布局和结构。
电子商务除本身是高新技术产业，需要大量的高级人才投人外，相对于其他产业，能带
动更多的相关行业的发展。
1993年至今，美国传统行业的各大公司迫于激烈的市场竞争，先后裁员400万，
但全国仍保持极低的失业率和通货膨胀率，关键在于其间电子商务提供了600万个商业机会。
这无疑为急
需解决下岗、再就业等诸多问题的我国政府指出一条道路。
所谓全要素生产率（‘fFP），是指产出与全
部投入要素（有时用劳动L与资本K之和表
示）之比。
由于全要素生产率指标中包括了产
出与全部投入要素，因此，它既可用以分析企
业经济效益的状况、成因及其制约因素，又可
衡量企业科技进步水平和速度。
全要素生产率的定量测度通常是从生产函
数出发，并借助于生产函数所描述的投入产出
关系进行的。
国外常用的全要素生产率的测算
方法有:
全要素生产率的算术指数、全要素生
产率的几何指数和全要素生产率的Divisia指
数等。
这三种指数尽管表现形式各不相同，但
其出发点都是为了解决把不同质的劳动与资本
结合为“全要素投入”这样一个困难的问题，并
以这种全要素投入去除产出，反映全要素生产
率。
这三种指数由于其自身的局限性，目前尚
不能应用于我国企业全要素生产率的测度川。
因此，必须寻求新的途径。
在产品投入产出表基础上编制的劳动投入
产出表，全面反映了企业生产中活劳动的直接
消耗和物化劳动的直接消耗，而且，可以计算
与某种产品的生产相联系的一切直接的和间接
的劳动消耗，即完全劳动消耗。
这样，就成功
地解决了各种投入要素的加总问题，可以较好
地反映企业各产品（部门）的全要素生产率。

However,thosewhodonothaveEnglishastheirfirstlanguagehavetodoso.ThisposesthematagreatdisadvantagetothenativeEnglishspeakers,whodonothaveto“wastetheirtime”studyinglanguages.MostofthosenotnativeEnglishspeakers,whohavespentseveralyearsstudyingEnglish,willnotbeabletounderstandeverythingwhentheyreadspecialistliteratureintheirareasorgotoconferencesheldinEnglish.

muchmoreradicalchangeswouldhavetobemade.MycommentisthatatrulyradicalsolutionwouldbetointroduceacommonworkinglanguagefortheEU.Ofcourse,thatisnotenough.TheEUneedse.g.aremodellingofthesystemsoftaxationandmoreresearch.OnlythenwouldtheUnionhavetheopportunitytobecomeastrongeconomicallyintegratedunity.ThenthecommunicationbarriersbetweenPolish,SwedishandEnglishengineersandmanagingdirectorswoulddisappear.EvenifitmaytakeafewdecadesbeforetheEUhadcompletelymovedtowardsacommonlanguage,thechangewouldbemuchswifterintheeconomicsector,thankstothegreatereconomicalincitementsthatsuchachangeholdsthere.Tohaveacommonworkinglanguageinaneconomicunionismuchmoreimportantthanhavingacommoncurrency,evenifthistooisimportant.DearPolitician,youhavetheresponsibilityforourEconomy.Takeit.

Ifourpoliticiansarewillingtoo,theproblemcanbeswiftlyresolved.Thereisalreadyaninternationallanguagethatisveryeasytolearn.IfthepoliticiansintheEUandtheUNwouldmakethislanguagetheworkinglanguageoftheirorganizations,itwouldsoonbecomethecommonworld-languageforinternationalcommunicationandscience.Somebodyjusthastostarttheprocess.
Educationlevelsareprobablythemostimportantexplanationfordifferencesineconomicgrowthamongcountrieswithsimilarpoliticalsystems.ThismeansthatiftheyouthofonecountryhastospendatotaloftwoyearsoftheirschoolingstudyingEnglishinordertobereadyforthejobmarket,countrieswheretheyounghaveEnglishastheirmothertonguewillachieveahigherlevelofeconomicdevelopment.
Thereareofcourseotherfactorsthatareimportanttoeconomicgrowth,suchasfreedomfromcorruption,goodinfrastructure,stablerulesforthemarket,ahighlevelofinvestmentandthepricelevelascomparedtothatofcompetingcountries.
FailedInternationalbusiness
Whetherwelikeitornot,wehavetoacceptthatpurelynationaleconomiesnolongerexistsandthatwearemovingtowardsagrowinglyintegratedglobaleconomy.Tradebetweencountriesrequirescommunicationbetweenthesellerandthebuyer,whichinturnrequiresalanguagethattheybothunderstandwellenoughtopreventmisunderstandings.HowmanybusinessdealshavenotbeenmadebetweenforinstanceSwedishandJapanesebusinessmenwhohappentobothspeaknotenoughgoodEnglish?

IftheyoutharoundtheworldaretaughtEsperantoinschoolinsteadofspendingseveralyearsstudyingoneorseverallanguagesthatmostofthemwillnevermaster,therewillbetimeavailableforthemtolearnothersubjectsthatareofdirectimportancetotheircountrieseconomy,whichinturnwillleadtoariseinthegenerallevelofeducationandstandardofliving.Therewillalsobetimeleftforfurtherstudiesofhistoryandone’sownlanguage,whichIconsidertobeveryimportant.
Studieshaveshownthattradeandinvestmentsincreasebetweenareasthathaveacommonlanguage.InafutureEUwhereeveryonemastersboththeirownlanguageandEsperanto,therewillbenolanguagebarriers,despitethefactthatEsperantowillnotsupplantanynativelanguages.Thiswillundoubtedlypromotetrade,investmentsandwealth.
TheInternationalLanguageofAllFreePeoples
Onlytherulersoftotalitarianregimeshavereasontofearthecross-pollinationofideasandthoughtsandtheinternationalsolidaritythatwouldariseifallthepeopleoftheworldcouldcommunicatefreely.Ofcoursethepeopleundertotalitarianregimewillinitiallybekeptfromlearningthecommoninternationallanguageofallfreepeoplebutnocountrycanmanagewithoutinternationalcommunication.Furthermore,Esperantoissoeasytolearnthatpeoplewantinginformationwilllearnitwhetherpermittedornot.
AmoregeneraluseofEsperantowillgiveaswifterspreadofnewknowledge,andnewtechnologywillbeassimilatedquicker.Learningandsciencearepromotedifstudentsandscientistscanretrieveinformationfromwiderareasthanjusttheirownlanguagezone.Alargegroupofscientiststodayonlyspeaktheirmothertongue;
