.IntroduCtIon
1.1Origin.ThePetroleumEquipmentInstitute(PEI)hasproducedthisdocumentasanindustryservice.Therecommendedpracticesdescribedhereinrepresentasynthesisofindustryprocedures,manufacturers¡¯recommendations,andregulatorystandardsrelatingtomarinafuelingfacilities.ThesepracticesaretheconsensusrecommendationsofthePEIMarinaFuelingSystemInstallationCommittee.TheCommitteeismadeupofrepresentativesfromserviceandinstallationcontractingcompaniesandregulatoryagencies.Inaddition,theCommitteehashadthebenefitofreasonedcommentssubmittedbypartiesinterestedinthemarinafuelingindustry.
Thedocumentalsoincludesemergency-preparednessprovisionsandtrainingguidelinesthatshouldbeprovidedtopersonnelresponsiblefortheday-to-dayoperationofthefacility.
1.4Scope.Theserecommendedpracticesapplytofacilitiesthat:
serverecreational,commercial,governmentfacilitiesbystoringanddispensingmotorfuelintovessels,havefixed,onshorestoragetanksusingsubmersibleorsuctionpumpstomovethefuel,arelocatedinfreshwaterorsaltwater,lakeorriverenvironments,stableorfluctuatingwater-levelconditions,andalongstableorfluctuatingshorelines,haveundergroundorabovegroundstoragetanks,haveadispensingdevicethatisstationaryormobile(e.g.,ahydrant-typesystemwithamobilefuelingcart).

Todate,therehasbeennoindustrystandardthatdescribeshowtoconstructamarinafuelingfacilitythatisprotectiveofhumanhealthandtheenvironment,simpletoconstruct,easytomaintain,anduser-friendlyforboththeoperatorandthecustomer.Consequently,thereisnostandardmarinadesign,andmanymarinafacilitiesshowevidenceofhavingbeencobbledtogether.
