A“CampaignforRealBraille”hasbeensetupafterplanstointroducecapitallettersinto
thebraillealphabethavesplittheblindcommunity.
TheBrailleAuthorityoftheUnitedKingdom(BAUK)hasannouncedthatby2000itis
introducingcapitallettersintoacodewhichhaspreviouslyonlyusedlower-casecharacters.
Supporterssaythatitisnecessarybecauseoftheincreasinguseofcapitalsasabbreviations,
aswellastheiruseine-mailaddresses.ItwillalsobringtheUKinlinewithother
English-speakingcountries.
Butopponents,suchasSaraMorgan,the25-year-oldfounderofthecampaign,argueitwill
pushupcostsandmakebooksmorecumbersome.“Therearen’tmanyindustrieswherethey
activelymakecostsgoup,”shesaid.“WhatIthinkinparticularlyironic,though,isthefact
thisisgoingtocomeinatthesametimeastheDisabilityDiscriminationAct.So,justaswe’re
askingrestaurantstoprovidebraillemenuswe’remakingitmoreexpensivetodoso.”
Braille,devisedbyLouisBrailleinthe19thcenturyisbaseduponasystemofsixraised
dotsarrangedtorepresenteachcharacterinthealphabetandseveralshort-formwords.Around
12,000peopleusebrailleinthiscountry.
BAUKsaidthatittookthedecisiontogo-aheadwithplanstointroducecapitalsaftera
questionnairecompletedby1,200braillereadersshowedthatamajoritywasinfavourof
change.
ThesecretaryofBAUK,StephenPhippen,said:
“Thereasonthedecisionwasmadewas
onthebasisofthequestionnaire,answeredbyindividualmembers,notonwhatBAUK
thought.”
Overall46percentofpeoplewereinfavourofintroducingacapitallettersignwherevera
capitalletterappearsinprintandjustunder30percentwereagainst.Amongtherespondents
classingthemselvesasvisuallyimpaired(thosewhohavesomeabilitytoreadbysight)itwas
morepopularcomparedtothosewhocanreadbrailleonlybytouch.
MsMorgansaidthefiguresshowed“therewasn’tevenamajority”.ButMr.Phippensaid:
“Thoseinfavourweremoreorless50percent.Thoseagainstwereroughlyhalfthat.Sotwice
asmanypeopleareinfavourasagainst.”
AspokesmanfortheNationalLibraryfortheBlindsaidasurveydonebyitin1994/5
foundreaderswerenotinfavour.TheresultsoftheBAUKsurveyhoweverconvincedthem,and
aspokesmansaidtheywouldimplementthechange.“Werecognisethereareadvantagesand
disadvantagesandweshallbeworkingwithourreaderstohelpthemunderstandhowthis
symbolwilloperate,”hesaid.
Theintroductionofcapitallettersisprojectedtotakeplacebytheendof1999.
“Thereareprosandcons,”admitsMr.Phippen.“Butitshouldbenotedthatwearethe
onlyEnglishspeakingcountrywhichhasnotyetintroducedcapitallettersandofalltheother
countrieswhichhavenotonehasregretteditandtriedtomoveback.”
