OVERVIEW
1-1.GENERAL.TheMinnesotaLegislatureenactedlegislationthatprovidesfundsforStateIncentiveProgramsformembersoftheMinnesotaNationalGuard.ThiscirculardescribestheeligibilitycriteriaandproceduresforadministeringtheMinnesotaStateIncentiveProgramseffectivefrom1July2006through30June2007,unlesssoonerrescindedoramended.
1-2.REFERENCES.MinnesotaStatute192.501,FinancialIncentivesforNationalGuardmembers.
1-3.PURPOSE.
a.ThepurposesoftheStateIncentiveProgramsareto:
(1)encouragetherecruitmentofqualifiedpriorandnon-priorservicemembersfortheMinnesotaNationalGuard
(2)encouragememberscurrentlyassignedtotheInactiveNationalGuard(ING)orIndividualReadyReserve(IRR)tore-affiliatewiththeMinnesotaNationalGuard.
(3)encouragecurrentMinnesotaNationalGuardmemberstoextendtheirenlistmentagreements.
(4)encouragetherecruitmentofwomenandminoritiesintotheMinnesotaNationalGuard.
(5)improvethequalificationsofMinnesotaNationalGuardmembersthroughhighereducation.
(6)rewardeligibleMinnesotaNationalGuardmembersfortheirwillingnesstoservetheneedsoftheStateofMinnesotaattheorderoftheGovernor.
b.ThepurposeofthiscircularistoestablishpolicytoadministertheStateIncentivePrograms.
1-4.RESPONSIBILITIES.
a.TheAdjutantGeneral.TheAdjutantGeneralisresponsibleforoverallpolicies,guidance,administration,implementationandproperutilizationoftheMinnesotaStateIncentivesProgram.
b.TheJointForceHeadquarters–J1.TheJFHQ-J1ischargedwiththeadministrationoftheprogramfortheAdjutantGeneral,andistheofficialdesigneeoftheAdjutantGeneralforsuchpurposes.
c.RecruitingandRetentionBattalion.TheRecruitingandRetentionBattalionisresponsibletopromoterecruitingandretentionthroughtheincentivesofferedbytheMinnesotaStateIncentiveProgram.
d.StateIncentivesCommittee.TheStateIncentivesCommitteeisresponsibleforformulatingpolicycontainedwithinthiscircular.Thecommitteemembersareasfollows:

f.NationalGuardMembers.NationalGuardMembersareresponsibletoapplyfortheincentivesforwhichtheyareeligibleaccordingtothepolicieswithinthiscircular.
1-5.FUNDING.ThefundingavailablefortheStateIncentiveProgramsislimitedbytheappropriationssetbytheStateLegislature.Theseprogramswillcontinueaslongasfundsareavailable.
1-6.STATEFISCALYEAR.Thestatefiscalyearbeginson1Julyandendson30June.
1-7.SATISFACTORYPARTICIPANT.AsatisfactoryparticipantoftheMinnesotaNationalGuardisdefinedasamemberwho:
a.isanactivedrillingmemberofhis/herunitofassignmentorattachment.
b.hasnoperiodsofabsentwithoutleave(AWOL)/unsatisfactoryparticipationwithinthecurrentstatefiscalyear.
c.hasnomorethanfour(4)periodsofexcusedabsencewithinthecurrentstatefiscalyear.
1-8.RECOUPMENT.
a.FundspaidundertheStateIncentiveProgramsmayberecoupedfromthoseindividualswhofailtoservesatisfactorilyintheMinnesotaNationalGuard,asdefinedbytheAdjutantGeneralinparagraph1-7.Furtherdetailsregardingrecoupmentproceduresareexplainedinthesectionsdescribingeachprogram.
b.Ifamemberfailstocompleteatermofenlistmentduringwhichastateincentivewaspaid,aproratedamountoftheincentivemayberecouped.
c.SoldiersandAirmenwillnotbes
