街道2011年春节期间消防安全隐患大排查大整治工作实施方案

为贯彻落实区2010年冬季防火工作部署和省政府遏制亡人火灾频繁发生紧急电视电话会议精神，确保春节期间消防安全形势稳定，坚决遏制重特大火灾尤其是亡人火灾事故的发生，根据《关于做好春节期间消防安全工作的紧急通知》精神，我街道将于即日起到2月28日在辖区内开展消防安全隐患大排查、大整治行动，特制订工作方案如下：

一、工作目标

通过此次消防安全消防安全大排查、大整治行动，进一步加强春节期间辖区企业、“三小”场所、公共聚集场所等的消防安全隐患治理，切实保障街道春节期间安全生产形势稳定向好发展，创造良好节日消防安全环境。

二、组织机构

为确保工作有效开展，决定成立街道春节期间消防安全大排查大整治工作领导小组。

领导小组下设办公室。

三、工作安排

（一）宣传动员阶段（2011年1月）

结合辖区实际，广泛宣传动员消防安全的重要意义。

组织辖区各村（居）委会、各企业、各“三小”场所个体户主代表参加春节期间消防安全动员会，部署春节期间消防安全的各项工作安排，营造开展消防安全浓厚社会氛围。

（二）组织实施阶段（2011年2月）

，围绕政府消防安全工作职责要求，细化措施，加强督促，狠抓检查落实，加强信息报送。

对辖区企业及监管单位的具体检查要求如下：

1.要求制定并落实消防安全规定制度和操作规程；

2.建立健全消防安全管理组织，明确、落实消防安全责任制；

3.依法设立专职、义务消防队，制定灭火和应急疏散预案，并实施演练；

4.按规定配备消防器材、设施，设置消防安全标志，定期组织检验，保证完好有效；

5.设施符合规定的安全疏散指示标志、火灾事故照明设施，保证疏散通道、安全出口畅通；

6.开展消防安全宣传教育和消防知识培训，提高员工的防火自救能力；

7.进行经常性防火检查、巡查，做好记录，及时制止、纠正消防违法行为，消除火灾隐患；

8.消防安全重点单位应当建立健全消防档案；

9.法律、法规、规章规定的其他消防安全职责。

四、工作要求

（一）提高认识，加强领导。

要充分认识到春节期间消防安全大排查大整治的重要意义，加强领导，认真组织部署，切实加强落实。

（二）加强联动，认真检查。

要按照区工作分工及部署，加强与其他职能部门的工作联动，按照辖区监管情况及要求认真检查，及时跟踪复查，落实整改，坚决把火灾隐患消灭在萌芽状态。

（三）及时总结，加强报送。

对检查情况要认真及时总结和上报，特别是严重隐患或拒不整改情况要及时上报有关部门处理。
