1.1坠落防护方案Fallprotectionplan

1.1.1一般防护措施Generalprotectionmeasures

1.1.1.1施工现场临时上落梯必须搭设牢固并应装有扶手护栏，预留口、临边、洞口必须搭设护栏或覆盖，如因工作需要拆除移动，工作完毕后应立即重新回复原样；

Temporaryladderswithhandrailsshallbefixedfirmlyontheconstructionsites.Reservedopening,openingsideorholeopeningtothecaveshallbeprovidedwithguardrailsorcoverswhichhavetorecoveratoncewheneverremovingforworkrequirement.

1.1.1.2临时或固定的脚手架，必须用合格的材料按安全规定要求搭设和使用（包括可移活动脚手架）；作业平台桥板必须绑扎牢固，不允许有探头板；

Temporaryorpermanentscaffoldshallbeerectedandusedwithqualifiedmaterialconformedtothesafetyprovisions（moveablescaffoldincluded）.Accessboardsoftheworkingplatformshallbetiedfirmlywithoutprotrudingboard.

1.1.1.3凡在1.2m（含1.2m）以上作业者，必须使用新式全身式配戴型安全带。

Thosewhoworkup1.2m（1.2mincluded）heightshallputonsafetybeltsofnewbody-type.

1.1.1.4活动脚手架工作平台作业不能超过4人，承重材料不能超过300Kg，材料工具不能上下抛接，移动架身时，作业人员必须退下；

Onlyfourpeopleorlesscanstandontheplatformofmoveablescaffoldandthematerialloadshallnotexceed300Kg.Throwingtoolsormaterialstotheplatformwon’tbeallowed,andallworkersmustretreatdownduringtheplatformmovingperiod.

1.1.1.5在无防护设施的区域工作和有潜在的从高于1.2米的高处跌落危险的人员应使用防坠落设施。

Personswhoareperformingworkinunguardedareasandexposedtoapotentialfallof1.2ormoreshallutilizefallprotectionequipment.

1.1.1.6在可能导致刺伤或其他伤害的坠落的情况下，不管可能坠落高度是多少都应使用防护设备。

Insituationswhereafallcouldresultinimpalementorotherinjury,fallprotectionequipmentshallbeutilizedregardlessofthepotentialfallingdistance.

1.1.1.7垂直的可刺穿物体，如钢筋要在顶部用一个2X4英寸（5X10cm）的木块、钢筋冒或者其他适合盖在尖端的东西盖住。

Verticalimpalingobjectssuchasrebarshallhavetheendscappedwithanarticlesuchasablockof2X4inch（5X10cm.）wood,rebarcap,orotheritemwhichadequatelyprotectspersonnelandcoverstheimpalingendoftheobject.

1.1.1.8个人防坠落设施应由使用者在使用前进行检查。

Personalfallpreventionequipmentmustbeinspectedpriortousebytheuser.

1.1.1.9全身的安全索套件、系索和其他个人设备应由EHS经理指定可胜任的人员3个月进行一次检查，或遵照业主要求执行检查。

Fullbodysafetyharnessassemblies,lanyards,andotherpersonalequipmentshallbeinspectedthreemonthlybyacompetentpersondesignatedbyEHSManageroraccordingtotherelevantrequirementsofOwners.

1.1.1.10在“四口五临边”将采用辅助防坠落设备，例如固定缆索、周边保护、或其他适当的方法。

Auxiliaryfallprotectionequipment,suchasstaticlines,perimeterguards,orothersuitablemeans,shallbeutilizedin“FourEntrancesandFiveEdges”.

1.1.1.11应给高处工作的人员提供接近途径，例如梯子。

Accessways,suchasladders,shallbeprovidedforpersonnelwhomustperformworkinelevatedareas.

1.1.1.12加强现场监督检查，发现无使用防坠落设施的人员应通报项目经理。

Enforcemonitoringandinspectinginsite,personswhoarefoundnowearfallingprotectionequipmentwillbereportedtoProjectManager.

1.1.1.13应提供给员工所有工作区域的安全出入通道。

Personsshallbeprovidedsafeaccessandegresstoallworkareas.

1.1.1.14安全任务分析降低风险讨论（STARRT）应给予每个指定在高处工作的员工。

SafetyTaskAnalysisRiskReductionTalk（STARRT）willbegiventoeachpersonassignedworkinelevatedareas.

1.1.1.15主管应分析所有高空工作的防坠落以确保提供充分的防坠落措施。

任务分析之后，主管应对需要采用明确的防坠落方法的人员进行指导说明。

Supervisorsshallanalyzeallelevatedtasksastofallprotectionneedstoensureadequatefallprotectionsystemsareprovided.Afteranalyzingthetasks,supervisorsshallinstructpersonnelinvolvedinthespecificsofthefallprotectionmeasurestobeused.

1.1.1.16为了给员工提供防坠落保护，在最初的防坠落系统不充分和有坠落危害存在时应使用全身安全索。

Approvedfull-bodysafetyharnessesaretobeusedforemployeeforfallingprotectionwhereprimaryfallingprotectionsystemsareinadequateandfallingdangersexist.

1.1.1.17在超过地面1.2米以上的高处行走或工作的人员或者在临近的存在坠落危害的区域应使用二级防护，即在任何时候总是使用安全带，救生索。

1.1.1.18各类防坠落装置在使用前必须进行损坏和退化的检查，不合格装置必须退回EHS部门。

Fallprotectiondevicesshallbeinspectedfordamageand/ordeteriorationpriortouse.DefectiveequipmentshallberemovedfromserviceanddestroyedorreturnedtotheHealthSafety&Environment（EHS）Department.

1.1.1.19防坠落装置和系统除了作为员工的安全装置不能另作他用。

Fallprotectiondevicesandsystemsshallnotbeusedforanypurposeotherthanemployeesafeguarding.

1.1.2培训Training

1.1.2.1必须对员工进行坠落危害认识，坠落危害装备和相关程序进行全面的培训。

Employeesshallbetrainedinfallhazardrecognition,fallhazardequipment,andrelevantprocedures.

1.1.2.2当培训计划改变、坠落设备更改、或员工在防坠落方面或设备使用方面没有足够的知识，应进行再次培训。

Employeesshallberetrainedwhenthetrainingprogramhasbeenchanged,fallequipmenthaschanged,ortheemployeeexhibitsinadequaciesinknowledgeoffallprotectionortheemployeeexhibitsinadequaciesinequipmentuse.

1.1.3防坠落系统FallProtectionSystem

1.1.3.1主要防坠落系统PrimaryFallProtectionSystems

标准的护栏系统由以下装置组成：

上横梁为2X4英寸（5X10厘米）的木材，或者类似的材料例如脚手架管，高于行走/工作表面上方大约120厘米，中间横梁，高于上述表面大约60厘米和装在行走/工作表面的高30厘米的搁脚板。

Standardguardrailsystemsshallconsistofatoprailof2X4in.（5X10cm.）lumberorequivalentmaterialsuchasscaffoldtubing,approximately120cm.abovethewalking/workingsurface,amid-railatapproximately60cm.abovesaidsurfaceanda30cmtalltoeboardmountedatthewalking/workingsurface.

垂直支柱的布置间距不应超过8英尺（2.4米），整个系统必须能够承担最小偏差的任何方向的200磅（90.7KG）的压力。

这些系统用来防护地板的开口面，高空区域的平台和走道。

Uprightsupportpostspacingmustnotexceed8feet（2.4m.）andtheentiresystemmustbecapableofsupporting200pounds（90.7kg.）forceinanydirectionwithminimumdeflection.Thesesystemsareusedtoguardopensidesoffloors,platformsandwalkwaysinelevatedareas.

地板开口/洞的盖子用来覆盖地板、平台和走道的开口和洞。

这些盖子必须承担它们可能面临的最大的潜在荷载。

盖子必须完全覆盖开口/洞并且系紧以防可能的移动。

这些盖子应标明：

“开口盖—禁止移动”。

Flooropening/holecoversareusedtocloseopeningsandholesinfloors,platformsandwalkways.Thesecoversmustbecapableofsupportingthemaximumpotentialloadtowhichtheymaybesubjected.Thecovermustcompletelycovertheopening/holeandbesecuredagainstaccidentaldisplacement.Thesecoversmustbemarked"HOLECOVER-DONOTREMOVE".

1.1.3.2二级防坠落系统（全身安全带/系索系统）

SecondaryFallProtectionSystems（FullBodySafetyHarness/LanyardSystems）

这些装置是作为主要防坠落系统的辅助项或者缺乏主要装备时来穿戴和使用的。

Thesesystemsmustbewornandusedasabackuptoprimaryfallprotectionsystemsorintheabsenceofprimarysystems.

防坠落系索用来附在全身安全带背后正中的D-ring位置，并能承受每个员工至少5000磅（2268kg）的能力。

ThefallprotectionlanyardshallbeattachedtotheD-ringlocatedinthemiddlebackofthefullbodysafetyharnessandcansupportatleast5,000pounds（2268kg）foreachpersonnel.

在攀登围栏类型的梯子时，必须采用双系索全身安全带，并且只能两个系索轮流移动，不能两个系索同时移动。

Doublelanyardsfullbodyharnessisneededwhenclimbladderswithguardrail.Exceptonelanyardisfixedwell,theotheroneshallbeunhung.

全身安全带的系索应高挂低用（挂钩的位置至少高于使用者的肩部），不准将挂钩挂在活动物体上，应挂在牢固的构件。

Thelanyardoffullbodyharnessshallbehungabove（thehookshallatleastbehigherthantheshoulderoftheuser.）.Hangingthelanyardonthemovableobjectisprohibited,itshallbehungonthefirmstructure.

在使用过程中全身安全带的系索应避免接触到锋利的边缘物体。

Toavoidthelanyardcontactingsharpedgesofobjectsduringusingthefullbodysafetyharness.

全身安全带如果发现有磨损、变质、受过严重冲击等情况应停止使用，系索发现以上问题应进行更换。

Thefullbodyharnesswhichisabraded,deterioratedorstrickenheavilyshallbestoppedusingandchangeimmediately.

全身安全带上的配件不得任意拆除。

Partsoffullbodyharnessshallnotbetakenoffdiscretionarily.

1.1.3.3梯子Ladders

临时结构梯子应在最高的楼梯平台上最少延长36英寸（90.0厘米），且系牢固以防止移位。

Temporaryconstructionladdersshallextendatleast36inches（90.0cm.）abovetheiruppermostlandingandbesecuredagainstdisplacement.

上下攀爬梯子的人员应同时使用双手攀爬。

使用梯子时不允许手拿材料或工具。

Whenascendingordescendingladders,personnelshallusebothhands.Materialsortoolsshallnotbecarriedinhandswhileusingladders.

使用梯子的人员必须熟悉相关的使用轻便梯的危害性以及相应的防坠落技术。

Personnelusingtheladdermustbeknowledgeableinthehazardsassociatedwiththeuseofportableladdersandassociatedfallprotectiontechniques.

梯子必须放得牢固，当有一人在梯子上工作时，必须由另一人将梯子扶牢固。

Laddersshallbesetsteadily.Theremustbeamantosupporttheladderwhentheothermanisusingorclimbingtheladder.

1.1.3.4临时工作平台/走道TemporaryWorkPlatforms/Walkways

所做的每项努力是为了确保所有临时平台/走道、脚手架等装配了安全的覆盖物和与标准护栏。

Everyeffortshallbemadetoensurealltemporaryplatforms/walkways,scaffolds,etc.,areequippedwithsafedecksandprovidedwithstandardguardrailsystems.

在临时工作平台或狭小通道工作或行走的人员必须在任何时候都穿戴安全带和系索。

当临时工作平台或狭小通道具备了标准护栏装置，且行走/工作表面（覆盖物）无开口时不要求人员系上系索。

Personnelworkingfromortravelingontemporaryworkplatformsorcatwalksmustwearanapprovedsafetyharnessandlanyardatalltimes.Personnelarenotrequiredtosecuretheirlanyardswhenthetemporaryworkplatformorcatwalkiscompletewithstandardguardrailsystemsandwalking/workingsurface（decks）arefreeofopenings.

1.1.3.5钢架/户外建筑物SkeletalSteel/OpenStructures

这部分是处理当人员要求获得穿越的通道，和在钢架/户外建筑物例如管架内工作时的防坠落。

这包括穿过或在任何没有指定为人员工作表面或通道（例如：

管道、电缆盘等）的高空工作。

Thissectiondealswithfallprotectionwhenpersonnelarerequiredtogainaccesstotraverseandworkinskeletalsteel/openstructuressuchaspiperacks.Thisincludestraversingonorworkingonanyelevatedsurfacewhichisnotdesignedasapersonnelworksurfaceorwalkway（e.g.,pipe,cabletray,etc.）

在超过地面1.2米的高空钢架/开口结构或者临近的完整表面上工作或行走的人员应穿戴一个经批准的全身安全带并且将他们的系索系在一个能承受5000磅（2268KG）重量的建筑结构上以实现100％的防坠落保护。

Personnelworkingortravelinginelevatedskeletalsteel/openstructuresmorethan1.2mabovegroundleveloradjacentcompletedsurfaceshallwearanapprovedfullbodysafetyharnessandsecuretheirlanyardstoastructurecapableofsupporting5,000pounds（2,268kg.）atalltimestoachieve100percentfallprotection.

注意：

为了实现100％的防坠落保护在钢架/户外建筑物上工作或行走的人员在任何时候都应有2个安全系索。

Personnelworkingortravelingi
