Then,inearly2003,thedecisionwasmadetowageasecondwar,inIraq.
ThewrenchingdebateovertheIraqwariswell-knownandneednotbe

drewthedominantshareofourtroops,ourresources,ourdiplomacy,and
ournationalattention--andthatthedecisiontogointoIraqcaused
substantialriftsbetweenAmericaandmuchoftheworld.
Today,afterextraordinarycosts,wearebringingtheIraqwartoa

Butwhilewe'veachievedhard-earnedmilestonesinIraq,thesituationin
Afghanistanhasdeteriorated.Afterescapingacrosstheborderinto
Pakistanin2001and2002,alQaeda’sleadershipestablishedasafehaventhere.AlthoughalegitimategovernmentwaselectedbytheAfghanpeople,it'sbeenhamperedbycorruption,thedrugtrade,anunder-developedeconomy,andinsufficientsecurityforces.
Overthelastseveralyears,theTalibanhasmaintainedcommoncausewithalQaeda,astheybothseekanoverthrowoftheAfghangovernment.
Gradually,theTalibanhasbeguntocontroladditionalswathsofterritoryin
Afghanistan,whileengaginginincreasinglybrazenanddevastating
attacksofterrorismagainstthePakistanipeople.
Now,throughoutthisperiod,ourtrooplevelsinAfghanistanremainedafractionofwhattheywereinIraq.WhenItookoffice,wehadjustover32,000AmericansservinginAfghanistan,comparedto160,000inIraqatthepeakofthewar.CommandersinAfghanistanrepeatedlyaskedforsupporttodealwiththereemergenceoftheTaliban,butthesereinforcementsdidnotarrive.Andthat'swhy,shortlyaftertakingoffice,Iapprovedalongstandingrequestformoretroops.Afterconsultations
withourallies,IthenannouncedastrategyrecognizingthefundamentalconnectionbetweenourwareffortinAfghanistanandtheextremistsafehavensinPakistan.Isetagoalthatwasnarrowlydefinedasdisrupting,dismantling,anddefeatingalQaedaanditsextremistallies,andpledgedtobettercoordinateourmilitaryandcivilianefforts.
Sincethen,we'vemadeprogressonsomeimportantobjectives.High-
rankingalQaedaandTalibanleadershavebeenkilled,andwe'vesteppedupthepressureonalQaedaworldwide.InPakistan,thatnation'sarmyhasgoneonitslargestoffensiveinyears.InAfghanistan,weandouralliespreventedtheTalibanfromstoppingapresidentialelection,and--althoughitwasmarredbyfraud--thatelectionproducedagovernmentthatisconsistentwithAfghanistan'slawsandconstitution.
Yethugechallengesremain.Afghanistanisnotlost,butforseveralyearsithasmovedbackwards.There'snoimminentthreatofthegovernment
