5Section1-Introduction

1.1Purpose

ThepurposeofthisQualityManagementPlan（QMP）istoestablishthegoals,processes,andresponsibilitiesrequiredtoimplementeffectivequalitymanagementfunctionsfortheNOAA/NESDISComprehensiveLargeArray-dataStewardshipSystem（CLASS）project.QualityManagement（QM）identifiesboththeunderlyingconceptsonwhichtheplanisbasedandthespecificactivitiesconductedtoensure:

∙Thebusinesssolutionactivities,suchasfunctionalrequirements,technicalconstraints,systemdevelopment,andmaintenanceactivities,areaccomplishedinaccordancewiththeapprovedmethodology,supportingstandardsandprocedures,and

∙TheproductsandservicesproducedconformtoapplicableCLASSprojectrequirements.

1.2Scope

ThisQMPlanappliestoallsystemdevelopmentandmaintenanceefforts,includingthosetasksperformedbysubcontractors,andcoversallapplicablelifecyclephases.

ThisplanisintendedforusebyallCLASSpersonneltounderstandandperformthequalityactivitiesapplicabletotheirresponsibilities.Qualitymanagementrequirestheprojecttoidentifyqualityactivitiesforitscurrentlyplannedworkphaseandrelatedreleases.

.CLASSprojectmanagementandtheQMOisaccountableforqualityandtheresponsibilitiesandactionsthatdetermineandimplementpolicies.Qualitymanagementincludesobtainingthecommitmentoftheorganization,marshalingresources,andensuringqualityobjectivesandprocessesareusedandsupportedeffectively.

Qualitymanagementfortheprojectisplannedalongwithotherprojecttasksandinitiatives.ImplementationofandcompliancewiththeQMPisthesharedresponsibilityofallprojectpersonnel.BothprojectmanagementandtechnicalstaffarethusintegratedwithandcommittedtothesuccessofoverallQualityManagement.

1.3DocumentOrganization

Thisprojectqualitymanagementplanningdocumentisorganizedasfollows:

∙Section1,Introduction,outlinesthepurposeandscopeofqualityactivitiesandresponsibilities,aswellasthepurpose,scope,organization,andrelationshipofthisdocumenttootherpertinentdocuments.

∙Section2,QualityManagementResponsibilities,explainstheresponsibilitiesforqualitymanagementontheCLASSProject.

∙Section3,QualityManagementApproach,definestheQMapproachtoassurecompliancewiththekeyconceptsofCLASSQM.

∙Section4,QualityManagementRecordsandReports,describestherecordsandreportspreparedandmaintainedbytheQualityFunction.

∙AppendixA,QMScheduleandMetrics,outlinestheproposedQMscheduleandmetricsreporttemplate.

∙AppendixB,DistributionofQualityResponsibilities,reflectsthedistributionofqualityeffortbetweentheQMOandCLASSprojectpersonnel.

∙AppendixCcontainsaglossaryofdefinitions.

1.4ReferencesandRelatedDocuments

TheCLASSMasterProjectManagementPlan（MPMP）istheprimarydocumentdescribingthemanagementprocessesandstrategiesfortheoverallCLASSProject.TheMPMPdirectstheoverallprojectplanningfunctionanddefinestheorganization,resources,andmethodologyformeetingcustomerrequirements.

TheCLASSQMPsupplementstheMPMPanddocumentsthequalitymanagementfunction.Themanagementapproach,policies,andproceduresdescribedinthisplanarederivedfromCLASSprocessbaselinedocumentsandCSCFederalSectorpoliciesandprocedures.TheQMPwasdevelopedinaccordancewiththefollowingdocumentsandresourcesofwhichtheCLASSQMOfollows:

1.5DocumentMaintenance

TheQMPhasbeenreviewedandapprovedthroughindependentreviewbytheCSCFederalSector（FED）CivilGroup（CIV）QualityDirector,bytheCLASSProjectManagementTeam（CPMT）,andisunderbaselinecontrol.DuringthecourseoftheCLASSproject,theQMorganizationwillcontinuallymakeimprovementstoitsinternalprocessestoensureaccuracy,thenreviewandupdatethisdocumentonayearlycycletoreflectprocessimprovements.Inthisway,theQMorganizationremainsefficientandresponsivetothecustomerandprojectqualityneedsandrequirements.AnychangestothisQMPwillbesubmittedtotheQMmanagerandthentotheCLASSProjectManagementTeam（CPMT）forauthorizationandapproval.

6Section2-QualityManagementResponsibilities

ThissectionidentifiestheQMresponsibilitiesandrelationshipsatalllevelsoftheCLASSproject,anddescribesthequalityresponsibilitiesoftheQMO,CLASSprojectmanagement,andtechnicalpersonnel.

2.1QualityObjectives

TheCLASSqualityobjectivessupportCLASSgoalsandobjectives,andestablishtheframeworkforplanningandperformingqualitymanagementactivitiesreflectedinprojectplans.TheCLASSqualityobjectivesareto:

∙Deliverproductsandservicesthatmeetcustomerneedsandbusinessobjectives

∙Deliverproductsthatarecompliantwithapplicablecontractandprojectrequirements

∙EmpowerCLASSpersonneltotakeresponsibilityforthequalityoftheirproductsandservices

∙Preventandresolveproblemsbyimplementingeffectiveworkprocesses

∙Promotecontinuousimprovementinworkprocessestoimprovequality,timeliness,andcost-effectiveness

∙ImprovetheeffectivenessofCLASSprocessesandtheirsupportingtools,techniques,standards,andprocedures
