5Section1-Introduction
1.1Purpose
ThepurposeofthisQualityManagementPlan(QMP)istoestablishthegoals,processes,andresponsibilitiesrequiredtoimplementeffectivequalitymanagementfunctionsfortheNOAA/NESDISComprehensiveLargeArray-dataStewardshipSystem(CLASS)project.QualityManagement(QM)identifiesboththeunderlyingconceptsonwhichtheplanisbasedandthespecificactivitiesconductedtoensure:
∙Thebusinesssolutionactivities,suchasfunctionalrequirements,technicalconstraints,systemdevelopment,andmaintenanceactivities,areaccomplishedinaccordancewiththeapprovedmethodology,supportingstandardsandprocedures,and
∙TheproductsandservicesproducedconformtoapplicableCLASSprojectrequirements.
1.2Scope
ThisQMPlanappliestoallsystemdevelopmentandmaintenanceefforts,includingthosetasksperformedbysubcontractors,andcoversallapplicablelifecyclephases.
ThisplanisintendedforusebyallCLASSpersonneltounderstandandperformthequalityactivitiesapplicabletotheirresponsibilities.Qualitymanagementrequirestheprojecttoidentifyqualityactivitiesforitscurrentlyplannedworkphaseandrelatedreleases.
.CLASSprojectmanagementandtheQMOisaccountableforqualityandtheresponsibilitiesandactionsthatdetermineandimplementpolicies.Qualitymanagementincludesobtainingthecommitmentoftheorganization,marshalingresources,andensuringqualityobjectivesandprocessesareusedandsupportedeffectively.
Qualitymanagementfortheprojectisplannedalongwithotherprojecttasksandinitiatives.ImplementationofandcompliancewiththeQMPisthesharedresponsibilityofallprojectpersonnel.BothprojectmanagementandtechnicalstaffarethusintegratedwithandcommittedtothesuccessofoverallQualityManagement.
1.3DocumentOrganization
Thisprojectqualitymanagementplanningdocumentisorganizedasfollows:
∙Section1,Introduction,outlinesthepurposeandscopeofqualityactivitiesandresponsibilities,aswellasthepurpose,scope,organization,andrelationshipofthisdocumenttootherpertinentdocuments.
∙Section2,QualityManagementResponsibilities,explainstheresponsibilitiesforqualitymanagementontheCLASSProject.
∙Section3,QualityManagementApproach,definestheQMapproachtoassurecompliancewiththekeyconceptsofCLASSQM.
∙Section4,QualityManagementRecordsandReports,describestherecordsandreportspreparedandmaintainedbytheQualityFunction.
∙AppendixA,QMScheduleandMetrics,outlinestheproposedQMscheduleandmetricsreporttemplate.
∙AppendixB,DistributionofQualityResponsibilities,reflectsthedistributionofqualityeffortbetweentheQMOandCLASSprojectpersonnel.

1.4ReferencesandRelatedDocuments
TheCLASSMasterProjectManagementPlan(MPMP)istheprimarydocumentdescribingthemanagementprocessesandstrategiesfortheoverallCLASSProject.TheMPMPdirectstheoverallprojectplanningfunctionanddefinestheorganization,resources,andmethodologyformeetingcustomerrequirements.
TheCLASSQMPsupplementstheMPMPanddocumentsthequalitymanagementfunction.Themanagementapproach,policies,andproceduresdescribedinthisplanarederivedfromCLASSprocessbaselinedocumentsandCSCFederalSectorpoliciesandprocedures.TheQMPwasdevelopedinaccordancewiththefollowingdocumentsandresourcesofwhichtheCLASSQMOfollows:

1.5DocumentMaintenance
TheQMPhasbeenreviewedandapprovedthroughindependentreviewbytheCSCFederalSector(FED)CivilGroup(CIV)QualityDirector,bytheCLASSProjectManagementTeam(CPMT),andisunderbaselinecontrol.DuringthecourseoftheCLASSproject,theQMorganizationwillcontinuallymakeimprovementstoitsinternalprocessestoensureaccuracy,thenreviewandupdatethisdocumentonayearlycycletoreflectprocessimprovements.Inthisway,theQMorganizationremainsefficientandresponsivetothecustomerandprojectqualityneedsandrequirements.AnychangestothisQMPwillbesubmittedtotheQMmanagerandthentotheCLASSProjectManagementTeam(CPMT)forauthorizationandapproval.

ThissectionidentifiestheQMresponsibilitiesandrelationshipsatalllevelsoftheCLASSproject,anddescribesthequalityresponsibilitiesoftheQMO,CLASSprojectmanagement,andtechnicalpersonnel.
2.1QualityObjectives
TheCLASSqualityobjectivessupportCLASSgoalsandobjectives,andestablishtheframeworkforplanningandperformingqualitymanagementactivitiesreflectedinprojectplans.TheCLASSqualityobjectivesareto:
∙Deliverproductsandservicesthatmeetcustomerneedsandbusinessobjectives
∙Deliverproductsthatarecompliantwithapplicablecontractandprojectrequirements
∙EmpowerCLASSpersonneltotakeresponsibilityforthequalityoftheirproductsandservices
∙Preventandresolveproblemsbyimplementingeffectiveworkprocesses
∙Promotecontinuousimprovementinworkprocessestoimprovequality,timeliness,andcost-effectiveness
∙ImprovetheeffectivenessofCLASSprocessesandtheirsupportingtools,techniques,standards,andprocedures
AllCLASSpersonnelareresponsibleforsupportingtheobjectiveswhileperformingassignedduties.TheCLASSQualityManagementOffice(QMO)isresponsibleformonitoringCLASSperformanceagainsttheobjectivesandfors
