TheWHOestimatesthatalmostfivemillionpeopledieeachyearfromlungcancerandothertobacco-relateddiseases.Thatnumbercouldrisetotenmillionayearby2020.Developingnationsarethebiggestgrowthareasfortobacco-relateddiseases.Thesenationsarecallingforthestrongestlawspossibletocontroltobacco.Thetreatywouldbanadvertisingandothermarketingcampaignsfortobaccoproducts,wheredoingsowouldnotviolateacountry'sconstitution.Italsocallsforhightobaccotaxes.Itwouldevenrequirecompaniestomakepublicallthesubstancestheyusetomakecigarettes.

Inaddition,tobaccocompanieswouldhavetoplacehealthwarningsonatleastthirtypercentoftheirproducts.Thesewarningscouldnotincludeinformationthatmightleadpeopletobelievethatsomecigarettesarelessharmfulthanothers.Inaddition,governmentswouldhavetosupporttreatmentprogramstohelppeoplestopsmoking.And,therewouldhavetobeeducationcampaignstogetpeoplenottostart.Theproposedtreatyalsocallsformeasurestoprotectnon-smokersfromsecondhandsmoke,thatis,smokefromotherpeople'stobacco.
