联合国秘书长世界难民日英语演讲稿

　　onthisobservanceofworldrefugeeday,wemustnoteatroublingtrend:

thedeclineinthenumberofrefugeeswhoareabletogohome.

　　在纪念世界难民日之际，我们必须注意到一个令人不安的趋势：

能够返回家园的难民人数在下降。

　　inXX,morethanamillionpeoplereturnedtotheirowncountryonavoluntarybasis.lastyear,only250,000didso-thelowestnumberintwodecades.thereasonsforthisincludeprolongedinstabilityinafghanistan,thedemocraticrepublicofcongoandsouthernsudan.

　　XX年，一百多万人自愿返回了自己的国家。

去年，只有25万人这样做，这是二十年来的最低数字。

出现这种现象的原因包括阿富汗、刚果民主共和国和苏丹南部的长期动荡。

　　asthesecitiescontinuetoexperiencespectaculargrowth,refugeesareamongtheirmostvulnerableresidents.theymuststruggleforthemostbasicservices:

sanitation,healthandeducation.theimpactoftheglobalfinancialandeconomiccrisisonlyincreasesthethreatofmarginalizationanddestitution.

他们必须为获得环境卫生、健康和教育等最基本的服务而挣扎。

　　weinthehumanitariancommunitymustadaptourpoliciestothischangingprofileofneed.thismeansworkingcloselywithhostgovernmentstodeliverservices,andintensifyingoureffortstoresolveconflictssothatrefugeescanreturnhome.

　　我们人道主义界必须调整政策，以适应不断变化的需求。

这意味着与东道国政府密切合作以交付服务，并增强努力，解决冲突，以便难民返回家园。

　　onworldrefugeeday,letusreaffirmtheimportanceofsolidarityandburden-sharingbytheinternationalcommunity.refugeeshavebeendeprivedoftheirhomes,buttheymustnotbedeprivedoftheirfutures.
