一方面我们用工短缺,另一方面我们竭力排挤这些满足我们经济人口发展需要的人群来到欧洲。
Weproclaimourliberalvaluesinoppositiontofundamentalistislam,andyet--wehaverepressivepoliciesthatdetainchildasylumseekers,thatseparatechildrenfromtheirfamilies,andthatseizepropertyfromrefugees.
一方面我们宣扬自己的自由价值观,反对伊斯兰原教旨主义但另一方面我们采取一系列的限制政策拘留儿童避难者拆散子女和父母扣押难民财产
Whatarewedoing?
Howhasthesituationcometothis,thatwe’veadoptedsuchaninhumaneresponsetoahumanitariancrisis?
我们在做什么?
事情何以发展到如今这个地步,面对人道主义危机,我们怎么能做出如此不人道的反应?

偌大的世界,我们只给难民提供了三条路,条条都让人感觉无路可走:
投奔难民营地,沦落市区贫民,踏上危险旅途。
Forrefugees,thatchoiceistheglobalrefugeeregimetodaybutithinkit'
safalsechoice.ithinkwecanreconsiderthatchoice.
对于难民来说,当今世界的难民机制就是这三个选择,但我认为这是一个错误的选择,我们有必要重新考虑这些选择。
Thereasonwhywelimitthoseoptionsisbacausewethinkthatthosearetheonlyoptionsthatareavailabletorefugees,andthey'
renot.
我们之所以只有几个限定的选择是因为我们以为这些是难民唯一可以选择的道路,事实并非如此。

包括难民收容国家和社区,我们的社会和难民自己。

我有四条建议可以改变我们看待难民的固定模式。
Allfourwayshaveonethingincommon:
there’reallwaysinwhichwetaketheopportunitiesofglobalization,mobilityandmarkets,andupdatethewaywethinkabouttherefugeeissue.
这四条建议有一个共同点:
它们都是我们充分利用全球化,流动性和市场化的机遇改变我们以往对难民问题的看法。
Thefirstoneiwanttothinkaboutistheideaofenablingenvironments,anditstartsfromavarybasicrecognitionthatrefugeesarehumanbeingslikeeveryoneelse,butthey’rejustinextraordinarycircumstances.

Unlikemosthostcountriesaroundtheworld,whatUgandahasdoneisgiverefugeeseconomicopportunity。
Itgivesthemtherighttowork。
Itgivesthemfreedomofmovement.
和世界上其他收容国不同的是,乌干达,给难民提供经济机会。

Andtheresultsofthatareextrordinarybothforrefugeesandthehostcommunity。

Inthecapitalcity,Kampala,wefoundthat21percentofrefugeesownabusinessthatemploysotherpeople,and40percentofthoseemployeesarenationalofthehostcountry

Inotherwords,refugeesaremakingjobsforcitizensofthehostcountry。

不满于眼前极端的困境,难民们在全力创新,眼前你看到的这个年轻人名叫Demou-Kay,是刚果人。
Demou-Kayarrivedinthesettlementwithverylittle,buthewantedtobeafilmmaker。
他刚来到这个安置点时,身无分文,但他梦想成为电影制作人
Sowithfriendsandcolleagues,hestartedacommunityradiostation,herentedavideocamera,andhe’snowmakingfilms.

我们不应该将难民视为只能依赖人道主义援助而应该给他们提供发展和繁荣的机会。
Yes,clothes,blankeets,shelter,foodareallimportantintheemergencyphase,butweneedtoalsolookbeyondthat。
没错,衣服、毛毯、帐篷、食物,这些在紧急阶段都非常重要,但我们需要有长远眼光。
Weneedtoprovideopportunitiestoconnectivity,electricity、education、therighttowork,accesstocapitalandbanking.
我们需要让难民与世界连接,让他们也能享受到电力、教育、工作的权利和获得资金和银行的渠道.
Allthewaysinwhichwetakeforgrantedthatwearepluggedintotheglobaleconomycanandshouldapplytorefugees。

但尽管如此,我们还可以有很多其他实用的选择。
LastApril,itraveledtoJordanwithmycolleague,thedevelopmenteconomistPaulCollier,andwebrainstormedanideawhileweweretherewiththeinternationalcommunityandthegoverment,anideatobringjobstoSyrianswhilesupportingJordan’snationaldevelopmentstrategy.
去年四月,我和同事发展经济学家PaulCollier一起去了约旦,在那里,我们与国际社会和当地政府一起头脑风暴出现了一个想法,这个想法可以给叙利亚人提供就业机会,也可以支持约旦的国家发展战略。

Thegovernmenthasspentoverahundredmilliondollarsconnectingittotheelectricitygrid,connectingittotheroadnetwork,butitlackedtwothings:
accesstolaborandinwardinvestment。
政府投入了上亿美元的资金使这片区域通上了电,连上了公路网。
但目前它还缺两样东西:
劳动力和对内投资。
Sowhatifrefugeeswereabletoworkthereratherthanbeingstuckincamps,abletosupporttheirfamiliesanddevelopskillsthroughvocationaltrainingbeforetheygobacktoSyria?
如果难民可以在那里就业而不是被困于难民营,如果他们能在回叙利亚之前,可以通过职业培训,提高技能,养家糊口,那又会怎样呢?
WerecognizedthatcouldbenefitJordanwhosedevelopmentstrategyrequiresittomaketheleapasamiddleincomecountrytomanufacturing.
