（原文）每年，成千上万的人因为从商店中偷商品被拘留或是被送上法庭。

单单在英国，每周就有价值三百万港币的货物在商店中被偷窃。

这样总计每年一亿五千万港币，相当于商店百分之四的总库存。

这被商店称为“缩水”，诚实的顾客不得不为此支付更高的价格。

商店扒手主要被分为三类：

职业扒手，蓄意的业余扒手以及那些无法自给的人。

职业扒手不会对商店侦探构成问题；在闭路电视、双向镜以及其他技术装置的帮助下，商店侦探通常都能对付他们。

职业扒手总是在商店内安全措施最严密的部分地方对高价值的商品下手。

而且，在任何情况下，这种损失只占因偷窃所造成损失的很小一部分。

同样的情况发生在那些在训练中也称得上是职业扒手的业余扒手身上。

他们中的大多数人迟早会被抓，并且会受到法庭的严厉处置。

真正的问题在于那些屈服于突如其来的诱惑并且在其他方面算得上是既诚实又守法的公民，这种扒手很少是真正贫穷的。

他偷不是因为他需要这些货物但却买不起。

他偷就是因为他无法控制自己。

另外还有许多人，因为年龄、疾病、简单的心不在焉，完全忘记了为从商店里拿的东西付款。

当他们被抓住时，都很有责任心地面对起诉。

是否送他们去警察局完全取决于商店经理。

事实上，一些商店为了阻止偷窃犯罪十分难以置信地增长，禁止顾客把包带进商店里来，尽量将小偷和那些懵懂的顾客区分开来。

然而，最令人担忧的问题可能是，仍有其他的情况，那就是大多数清白的顾客因为一少部分人的行为而遭受处罚和麻烦。

这是另一种形式的劫持飞机的情形。

由于一百万乘客中的一位带着武器上飞机，另外的九十九万九千九百九十九位乘客就要遭受搜身和延迟。

除非商店里的形势得到改善，否则在十年内，每一次我们走进商店购买罐装豆时都有可能遭受搜身

Thepickpocketsaremainlydividedinto3kinds:

professionalpickpockets,deliberateamateurpickpocketsaswellasthosewhocan’tsupportthemselves.Professionalpickpocketswon’tposeanythreattothedetectiveworkofshops.WiththehelpofcircuitTV,two-waymirrorsaswellasothertechnicalequipments,theycanbehandledbythedetectivesofshops.Professionalpickpocketsusuallyfocustheirattentiononhigh-valuedgoodsinpartoftheplaceswiththemoststrictsafetymeasures.Furthermore,underanycircumstance,thislostonlyaccountsforaverylittlepartofthelostwhichcausedbytheft.

Thesamecircumstancecanhappenonthosewhoareontrainingbutalsocanbecalledprofessionalpickpockets.Mostofthemwillbecaughtonspotsoonerorlaterandbepunishedseverelybycourt.

Therealproblemslieonthosecitizenswhoarebothhonestandlaw-abiding,butyieldtosuddentemptation.Fewofthemarereallypoor,noraretheyreallyinneedofthesecommoditiesbutcan’taffordthem.Theydobecausecan’tcontrolthemselves.Furthermore,therearestillmanypeoplewhototallyforgottopayforthegoodstheygotfromtheshopsatallbecauseoftheirages,diseasesorjustsimpleabsence.Oncecaught,theyareveryresponsibletofaceprosecution.Whethersendingthemtocourtornotistotallydecidedbyshopmangers.

Actually,someshopsforbidcustomerstotakebagswiththemsoastopreventtheftfromincreasingincredibly,andtrytheirbesttoseparatethievesfromthoseignorantcustomers.However,whatworriesusmostmaybethat,underothercircumstances,mostignorantcustomerswillsufferpunishmentandtroublebecauseofthebehaviorsoftheminorities.

Thisisakintoanotherformofplane-hijacking.Becauseofoneofthemillionpassengersiswithweaponsonboard,other999,999passengerswillbesearchedalloveranddelayed.Unlesstheconditionsinshopsimproved,wewillstillsufferbody-searchwithin10yearswheneverenteringshopstobuycannedbeans.

（译文）当你惊叹于我们在科技上取得的巨大进步的同时，你也会同样惊讶地发现我们在其他方面取得的进步是如此之小。

我们也许会对又老又穷的古罗马人因其享受竞技场上的无止尽的肉搏厮杀带来的的乐趣而嗤之以鼻。

我们之所以鄙视他们是因为他们错把这种非理性的行为当成乐趣。

但也许我们会屈尊俯就原谅他们，只因为他们生活在2000年前，显然他们孤陋浅薄。

但我们的这种优越感真是那么有理的吗？

我们就不那么嗜血？

比方说，为什么拳击赛会引起那么多人的兴趣？

难道那些围观的观众真的是不想为了看到暴力场景吗？

人类一如从前一样嗜血，我们与古罗马人唯一的区别就是他们坦诚，自己津津有味于观赏饿狮把人撕成碎片然后活吞，而我们却找来种种复杂的理由为那些早该取缔的体育运动辩护，比方说绞刑或逗熊那样野蛮残暴的运动。

如今的年代如果我们还允许打猎或斗牛，或安安稳稳地闲坐着观看拳击选手在拳击台上把双方打个稀烂，抑或目击一辆或几辆赛车相撞着火却始终无动于衷的话，这实在是令人难以置信!

不要再自欺欺人了，任何“竞技精神”的吹嘘都纯属虚伪。

人们参加暴力的体育活动只是想为了获取高额报酬，观众们也情愿花大价钱去一睹为快。

比如说一场世界级举重锦标赛总是新闻的头版头条。

如果一项搏击赛事只战了2个回合而不是15个回合就结束的话，百万观众会为此痛心疾首。

他们之所以觉得失望是因为他们觉得自己被剥夺了观赏更长时间的折磨和暴力所带来的极乐享受的权利。

既然人们如此着迷于此为何我们还要禁止暴力运动呢？

这问得很好，答案很简单，因为他们野蛮没教养。

几世纪以来，人们一直在努力从精神上和情感上提升自己，但必须承认的是其收获甚微。

但至少我们不能再忍受眼睁睁看着疯子被囚禁在笼中，或忍受着公开鞭打等这种过去被认为是正常的无数的野蛮行为。

监狱不再是以往可怖的禁地，社保体制也在世界许多地方推行，人们也尽最大努力来保证社会财富的公平分配。

这些变化的产生不是因为人类素质突然地莫名其妙地提升，而是我们采取了积极的措施改变了法律，它才是导致社会变化的最重要因素，并发挥着巨大的教化作用。

如果我们曾禁止暴力危险的体育运动的话，我们现在就可能正朝着人类进步的方向更迈进一步，并会由此意识到暴力使人有失身份，使人卑微贬值。
