THEPRESIDENT:

 Goodevening. Aswespeak,ournationfacesamultitude(群众,多数)ofchallenges. Athome,ourtoppriorityistorecoverandrebuildfromarecessionthathastouchedthelivesofnearlyeveryAmerican. Abroad,ourbravemenandwomeninuniformaretakingthefighttoalQaedawhereveritexists. Andtonight,I’vereturnedfromatriptotheGulf1Coasttospeakwithyouaboutthebattlewe’rewagingagainstanoilspill(漏油,浮油)thatisassaultingourshoresandourcitizens.

OnApril20th,anexplosionrippedthrough(裂开,突进)BPDeepwaterHorizondrillingrig,about40milesoffthecoastofLouisiana. Elevenworkerslosttheirlives. Seventeenotherswereinjured. Andsoon,nearlyamilebeneaththesurfaceoftheocean,oilbeganspewing(呕吐,喷涌)intothewater.

Becausetherehasneverbeenaleakthissizeatthisdepth,stoppingithastestedthelimitsofhumantechnology. That’swhyjustaftertherigsank,Iassembledateamofournation’sbestscientistsandengineerstotacklethischallenge--ateamledbyDr.StevenChu,aNobelPrize-winningphysicist2andournation’sSecretaryofEnergy. Scientistsatournationallabsandexpertsfromacademia(学术界)andotheroilcompanieshavealsoprovidedideasandadvice.

Asaresultoftheseefforts,we’vedirectedBPtomobilizeadditionalequipmentandtechnology. Andinthecomingweeksanddays,theseeffortsshouldcaptureupto90percentoftheoilleakingoutofthewell. Thisisuntilthecompanyfinishesdrillingareliefwell(减压井)laterinthesummerthat’sexpectedtostoptheleakcompletely.

Already,thisoilspillistheworstenvironmentaldisasterAmericahaseverfaced. Andunlikeanearthquakeorahurricane,it’snotasingleeventthatdoesitsdamageinamatterofminutesordays. ThemillionsofgallonsofoilthathavespilledintotheGulfofMexicoaremorelikeanepidemic3,onethatwewillbefightingformonthsandevenyears.

Butmakenomistake:

 Wewillfightthisspillwitheverythingwe’vegotforaslongasittakes. WewillmakeBPpayforthedamagetheircompanyhascaused. Andwewilldowhatever’snecessarytohelptheGulfCoastanditspeoplerecoverfromthistragedy.

TonightI’dliketolayoutforyouwhatourbattleplanisgoingforward:

 whatwe’redoingtocleanuptheoil,whatwe’redoingtohelpourneighborsintheGulf,andwhatwe’redoingtomakesurethatacatastrophe4likethisneverhappensagain.

First,thecleanup. Fromtheverybeginningofthiscrisis,thefederalgovernmenthasbeeninchargeofthelargestenvironmentalcleanupeffortinournation’shistory--aneffortledbyAdmiralThadAllen,whohasalmost40yearsofexperiencerespondingtodisasters. Wenowhavenearly30,000personnelwhoareworkingacrossfourstatestocontainandcleanuptheoil. Thousandsofshipsandothervessels5arerespondingintheGulf. AndI’veauthorized6thedeployment7ofover17,000NationalGuardmembersalongthecoast. Theseservicemenandwomenarereadytohelpstoptheoilfromcomingashore8,they’rereadytohelpcleanthebeaches,trainresponseworkers,orevenhelpwithprocessingclaims--andIurgethegovernorsintheaffected9statestoactivate10thesetroopsassoonaspossible.

Becauseofourefforts,millionsofgallonsofoilhavealreadybeenremovedfromthewaterthroughburning,skimming(撇去浮沫)andothercollectionmethods. Overfiveandahalfmillionfeetofboomhasbeenlaidacrossthewatertoblockandabsorbtheapproachingoil. We’veapprovedtheconstructionofnewbarrierislandsinLouisianatotrytostoptheoilbeforeitreachestheshore,andwe’reworkingwithAlabama,MississippiandFloridatoimplement11(实施,落实)creativeapproachestotheiruniquecoastlines.

Asthecleanupcontinues,wewillofferwhateveradditionalresourcesandassistanceourcoastal12statesmayneed. Now,amobilizationofthisspeedandmagnitudewillneverbeperfect,andnewchallengeswillalwaysarise. Isawandheardevidenceofthatduringthistrip. Soifsomethingisn’tworking,wewanttohearaboutit. Ifthereareproblemsintheoperation,wewillfixthem.

Butwehavetorecognizethatdespiteourbestefforts,oilhasalreadycauseddamagetoourcoastlineanditswildlife. Andsadly,nomatterhoweffectiveourresponseis,therewillbemoreoilandmoredamagebeforethissiege(围攻,包围)isdone. That’swhythesecondthingwe’refocusedonistherecoveryandrestorationoftheGulfCoast.

Youknow,forgenerations,menandwomenwhocallthisregionhomehavemadetheirlivingfromthewater. Thatlivingisnowinjeopardy13(危险). I’vetalkedtoshrimpersandfishermenwhodon’tknowhowthey’regoingtosupporttheirfamiliesthisyear. I’veseenemptydocksandrestaurantswithfewercustomers-–eveninareaswherethebeachesarenotyetaffected. I’vetalkedtoownersofshopsandhotelswhowonderwhenthetouristsmightstartcomingback. Thesadnessandtheangertheyfeelisnotjustaboutthemoneythey’velost. It’saboutawrenching14anxietythattheirwayoflifemaybelost.

Irefusetoletthathappen. Tomorrow,IwillmeetwiththechairmanofBPandinformhimthatheistosetaside(不顾,驳回)whateverresourcesarerequiredtocompensate15(赔偿,补偿)theworkersandbusinessownerswhohavebeenharmedasaresultofhiscompany’srecklessness(鲁莽,轻率). AndthisfundwillnotbecontrolledbyBP. Inordertoensurethatalllegitimate16(合法的,正当的)claimsarepaidoutinafairandtimelymanner,theaccountmustandwillbeadministeredbyanindependentthirdparty.

Beyondcompensating17thepeopleoftheGulfintheshortterm,it’salsoclearweneedalong-termplantorestoretheuniquebeautyandbounty18(慷慨,奖励金)ofthisregion. Theoilspillrepresentsjustthelatestblowtoaplacethat’salreadysufferedmultipleeconomicdisastersanddecadesofenvironmentaldegradation19thathasledtodisappearingwetlandsandhabitats. Andtheregionstillhasn’trecoveredfromHurricanesKatrinaandRita. That’swhywemustmakeacommitmenttotheGulfCoastthatgoesbeyondrespondingtothecrisisofthemoment.

Imakethatcommitmenttonight. Earlier,IaskedRayMabus,theSecretaryoftheNavy,whoisalsoaformergovernorofMississippiandasonoftheGulfCoast,todevelopalong-termGulfCoastRestorationPlanassoonaspossible. Theplanwillbedesignedbystates,localcommunities,tribes,fishermen,businesses,conservationistsandotherGulfresidents. AndBPwillpayfortheimpactthisspillhashadontheregion. 

Thethirdpartofourresponseplanisthestepswe’retakingtoensurethatadisasterlikethisdoesnothappenagain. Afewmonthsago,Iapprovedaproposaltoconsidernew,limitedoffshore20drillingundertheassurancethatitwouldbeabsolutelysafe–-thatthepropertechnologywouldbeinplaceandthenecessaryprecautionswouldbetaken.
